КОММУНИСТИЧЕСКИЙ ИНТЕРНАЦИОНАЛ МОЛОДЁЖИ

Интернационал молодёжи (КИМ), международная молодёжная организация, существовавшая в 1919-43; являлась секцией Коминтерна и действовала под его руководством. Идея создания КИМ принадлежала В. И. Ленину, под руководством которого большевики начали борьбу за сплочение левых сил в международном молодёжном движении ещё в годы 1-й мировой войны 1914-18.

1-й учредительный конгресс КИМ состоялся 20-26 ноября 1919 в Берлине. На нём присутствовало 29 делегатов из 13 стран (Советской России, Германии, Австрии, Швейцарии, Швеции, Норвегии, Дании, Польши, Венгрии, Румынии, Италии, Испании, Чехословакии), представлявшие 219 тыс. членов молодёжных организаций. Среди участников конгресса были активные деятели левого крыла Социалистического интернационала молодёжи . Конгресс принял решение о создании КИМ, о его вступлении в Коминтерн, утвердил Устав и Программу. КИМ ставил своей задачей создать широкое массовое движение молодежи в защиту ее экономических, политических и культурных интересов, содействовать изучению молодёжью теории и практики марксизма-ленинизма. Особое внимание КИМ уделял борьбе против милитаризма, войны и фашизма, в поддержку СССР. Пути и средства осуществления этих целей рассматривались в 20-х гг. на 2-м (9-23 июля 1921), 3-м (4-16 декабря 1922), 4-м (15-25 июня 1924) и 5-м (20 августа-18 сентября 1928) конгрессах КИМ.

В 20-30-х гг. секции КИМ активно участвовали в революционных выступлениях рабочего класса, в массовых движениях в защиту экономических и политических интересов молодёжи, очищаясь в ходе революционной борьбы от оппортунистических элементов. В августе 1928 организации (свыше 40), входившие в КИМ, насчитывали 2157 тыс. членов (из них 2030 тыс. членов ВЛКСМ); в октябре 1935 в 56 секций КИМ входило 3773 тыс. членов (из них 3500 тыс. членов ВЛКСМ).

Today, we send revolutionary greetings to all young communists across the world.

Long live the 100th anniversary of the YCI and the 4th anniversary of its refoundation !

The YCI occupies an honorable place in the history of world communism. The honorable history of the Young Communist International is inseparably linked with the honorable history of the Comintern and the world socialist revolution.

The YCI (SH) was founded because the YCI history teaches that the young proletariat can not be victorious without its own world organisation. Without revolutionary leadership of the Bolshevik world party and its youth organisation, the mission of the world-proletarian revolution is doomed to failure.

Defending the Comintern of Lenin and Stalin is impossible without defending the YCI of Lenin and Stalin.

Nobody in the world has been fighting for the re-establishment and reconstruction of the YCI of Lenin and Stalin so thoroughly, as the Comintern (SH). Not until 72 years after its dissolution in 1943, the Young Communist International was re-established - exactly on the 20th of November 2015 - thus 96 years after its founding day. This refoundation of the YCI is an event of great historical importance. From that day on the great work of the YCI had been continued actively and honorably.

The Young Communist International has never surrendered, lives on today and will continue to live in the future, for it is guided by the invincible teachings of Marx, Engels, Lenin, Stalin, and Enver Hoxha, the 5 Classics of Marxism – Leninism!

The revolutionary youth is invincible in being guided by Stalinism-Hoxhaism, the theory and tactics of forming the proletarian youth as the offspring and reserve for the world revolution in general, and in particular the theory and tactics of the formation of the proletarian youth as the offspring and reserve for the dictatorship of the world proletariat.

Celebrating the 100th anniversary of the YCI, we must answer the question of why this largest youth organization in human history has dissolved itself. The liquidation of the YCI came out as the greatest crime in the revolutionary struggle of the young proletariat for world communism. And not only Dimitroff committed this crime, but also his revisionist followers in the YCI.

All the revisionist crimes of Dimitrov that the Comintern (SH) has already unmasked and combatted were simultaneously revisionist crimes at the young world proletariat and its Young Communist International.

When the YCI was founded, it opposed the Social Democratic betrayal and followed Lenin in his fight against the Second International and against the opportunistic 2 ½ International. The YCI contributed significantly to the creation of communist parties. That is one of their greatest merits.

When the 7th World Congress of the Comintern ended its struggle against social fascism and when it replaced it with unification with social democracy, it was not again the revolutionary youth who resolutely opposed this revisionist betrayal, as in the founding years of the YCI.

The International Union of Socialist Youth, this social fascist youth organisation of the Second International, was an anti-communist organisation which did not drop its anti-communist struggle during fascist dictatorship of the bourgeoisie.

The International Union of Socialist Youth equated communism with fascism and moreover defined „the roots of fascism are laying in communism“. With other words, the youth of the social democrats acted according to the slogan: "The defeat of fascism presupposes the defeat of communism".

Therefore, any so called „anti-fascist unity“, together with the social fascist youth, is nothing but unity with anti-communist youth organisations. And this is the main reason why the YCI (SH) criticizes the 6th World Congress of the YCI namely as a revisionist Congress which paved the way towards unity with social-fascists:

We call upon the Socialist and Communist youth the world over to amalgamate their organization.“ (Decision of the 6th World Congress of the YCI)

The Sixth World Congress of the YCI hypocritically swore by comrade Stalin, but threw Stalin's doctrine overboard that fascists and social fascists are twins with whom communists can never unite.

And this is also the main reason why the YCI (SH) struggles against all neo-revisionist youth organisations of today that defend to amalgamate with anti-communist youth organisations, and thus defending Dimitrov, the liquidator of the YCI of Lenin and Stalin.

At its 6th World Congress, the YCI proved to be the appendix of Dimitroff's degenerate Comintern and blindly the YCI followed the Comintern to its death in 1943.

The first and foremost task of all young communists all over the world is to do not follow Dimitrov who dissolved the YCI, but to fight to the death against the betrayal of the revisionist dissolution of the Young Communist International.

The YCI (SH) defends all comrades who have rendered outstanding services to the maintenance or re-establishment of the YCI. Some of them have even paid for their lives.

Simultaneously, we condemn all capitulationist, liquidationist and conciliatory elements who have initiated, organised or tolerated the dissolution of the YCI. Secondly, we condemn all the opportunist, revisionist and neo-revisionist elements who argued openly or hiddenly against the reconstruction of the YCI, with the intention to hamper or sabotage its revival.

Every chorus of praise of the historical merits of the YCI is suspicious in our eyes, especially if it comes from those who tolerate or justify the dissolution of the YCI. We fight everybody who refuses and undermines the Stalinist-Hoxhaists reconstruction of the YCI.

"For the YCI in words and against the YCI in deeds", this is the phenemenology of neo-revisionism in the most important organisational question of the world movement of the revolutionary youth.

With the correct V. Congress of the YCI the communist world movement of the youth reached its most powerful stage. However, with the Sixth World Congress of the YCI, Dimitroff already prepared the dissolution of the YCI.
The YCI was disintegrated so that the Sections of the YCI were separated and the young communists in all countries isolated from each other. The revolutionary world youth lost its centralized world leadership. The dissolution of the YCI bequeathed the young proletariat of the entire world a period in which its struggle for victory of the world socialist revolution had been removed from the agenda of history.

The CPSU (b) of Lenin and Stalin has always triumphed over the liquidators and capitulationists. Neither before nor after the October Revolution, there was any reason for the dissolution of the Youth organisation. And the PLA of Enver Hoxha has always triumphed over the liquidators and capitulationists. Neither before nor after the liberation from fascist occupation, there was any reason for the dissolution of the Youth organisation. The CPSU (B) and the PLA have never dissolved their own Youth organisation but, in contrast, the traitors of the Comintern dissolved the YCI.

And all this happened at the peak of the struggle against fascism and war. The YCI emanated in the struggle against war until it was dissolved in the struggle against war. The Second World War, in contrast, became the period of the dissolution of the YCI - the period of Dimitrov's betrayal. The liquidation of the Young Communist International was tantamount to the disarmement of the proletarian youth, and was equal to the capitulation to the class enemy. This was a triumph of the bourgeois youth over the proletarian youth. The fascists and social fascists celebrated the dissolution of the YCI as if this would be their "own" merit.

Dissolving the Young Communist International was nothing else than the criminal cancellation of the international contract between different proletarian generations in their common struggle for the overcoming of the class society.

The proletarian ideology has taught from the very beginning: not only the common solidary proletarian class struggle of both gender is necessary for the emancipation of the world proletariat, but also that between the older and younger generation.

There is no true proletarian internationalism which does not include the common class struggle and solidarity between different generations of the proletariat of all countries.

The dissolution of the YCI implied also the inevitable danger of weakening the idea of proletarian internationalism by nationalist tendencies within the communist youth of various countries ("own national road to socialism"; see: Titoism; Browderism etc.).

The dissolution of the YCI favored the tendency for revisionist national separation and isolation, which necessarily contained two risks:

First, the danger of the growing influence of the revisionist policy of the people's front as a pact with the national bourgeoisie , secondly, the risk of neglection of propagating together, preparing together and carrying out together the struggle of the communist youth for the world socialist revolution.

The YCI never divides itself from its Sections - under no circumstances. Sections and YCI, they never leave each other in the lurch - never ! Never again dissolution of the YCI !

The cohesion of the Sections is the prerequisite for the most essential and central task of the YCI: to lead all Sections of the YCI collectively toward the victory of the world socialist revolution. Otherwise, the communist youth cannot fulfill its global mission of liberating the young proletarians from capitalist exploitation and oppression.

The YCI (SH) draws the following key organizational lessons from the revisionist dissolution of the YCI:

The YCI (SH) states that the old model of the organization of the YCI- an umbrella organization of independent, national communist youth organisations - is no longer appropriate. According to the present conditions of the globalization of the world proletariat it will be superseded by a new global model of a world Bolshevik youth organisation.

The YCI (SH) considers itself as the solely authorized Stalinist-Hoxhaist youth organisation of the world consisting of its own Sections in each country.

No Communist International is worth anything, unless it can defend itself. But the Young Communist International did not learn to defend itself at once. This is an ever lasting process of learning from its own experiences.

The YCI (SH) will never be dissolved by itself. The Communist International is a dying breed in the period of world communism. It will die off not a sole day earlier.

The dissolution prevented the YCI from its transformation into an international bulwark of the youth against modern revisionism.

The necessary purification from anti-proletarian elements within the YCI and the World Movement of the Communist youth was prevented by revisionists under the disguise of alleged "anti-sectarianism".

The best fighters of the YCI lost their lifes on the battlefields against the imperialist war and in the dungeons of the fascists, or they were abased, degraded and removed by the revisionist leadership of the Comintern and the YCI.

The dissolution of the YCL was to the same time a destruction of the global reserve of young communists which would be indispensable for recruiting new forces and which would be able to re-found the betrayed Comintern on the basis of Leninism-Stalinism. The young communists are those elements within the communist world movement which are necessary to do away with old shibboleths of revisionism. The communist youth was the first which supported Karl Liebknecht in Germany against the betrayal of Kautskyism. And it was also the communist youth which raised the banner of Leninism and Stalinism against the Bloc of the rightists and „leftists“.

At the moment the communist youth, again, put forward the flame of the world revolution. It is the young communists who are the first to decide on supporting the Comintern (SH), and the first who are delighted with the further developed Marxism-Leninism – namely invincible Stalinism-Hoxhaism.

The dissolution of the YCI was one of the decisive factors of foiling the creation of a new generation of world revolutionaries without which the world revolution is doomed to defeat. No YCI = no successors of world revolutionaries.

Betrayal at the communist youth, this is the most valuable service that Dimitrov did for the world bourgeoisie.

This service did not have only effects in the short run - namely to save the neck of the world bourgeoisie after the destruction of fascism. Moreover, this was a service to the world bourgeoisie in the long run - namely in regard of forming always new young forces who fight for the future of communism.

Instead, young communist were needed for being bound by the establishment of revisionist state power, for the recruitment of new social fascist forces after the name of „social democracy“ was mud. The formation of the new bourgeoisie of the revisionist countries had to be based on the recruitment of the young generation.

The bourgeoisie misused the communist youth for the construction of revisionist countries within a capitalist world in power and not for the world revolution, not for world socialism which can only be constructed upon the ruins of world capitalism. Thus the communist youth was forced to abide in a world of "peaceful co-existence" instead of storming the global strongholds of world imperialism.

The liquidation of the communist youth was a victory of the international reactionary and fascist forces of the Anti-Comintern, was a breeding ground of the nascent modern revisionism at state power, was a defeat of further struggle against social-fascism.

The existence of a Young Communist International is always and in any case absolutely indespensable for the continuation of the revolutionary mission of the world proletariat, in general, and indispensable for the resumption of the struggle after its defeats or degeneration, in particular. Consequently, it is never allowed to dissolve the existence of the YCI, neither in times of capitalist crises, nor during fascism, nor in times of imperialist wars, etc, nor during inner crises.

Stalinism-Hoxhaism teaches that, if the YCI had been liquidated from inside or from outside, it is the duty of the communist to do everything possible for its re-foundation on the basis of the most advanced development of the proletarian ideology.

The socialist world revolution can not be victorious without the revolutionary youth and its YCI. We would commit a crime at the world revolution, if we would neglect the recruitment of always new generations of world revolutionaries.

This principle of the recruitment of a new generation of world revolutionaries is a principle of Stalinism-Hoxhaism which decides on the victory or defeat of the world revolution.

Another principle of Stalinism-Hoxhaism is the indispensability of the YCI for the establishment of the dictatorship of the world proletariat and for leading the construction of world socialism.

The dictatorship of the world proletariat is a period which cannot be finished by one and only generation. We do not know how much generations will be needed until the period of world communism, but it would be a crime at the dictatorship of the world proletariat if we would not prepare and educate the next generation for defending the world power of the workers.

The same thing is true concerning te construction of world socialism which cannot be fufilled by one and only generation. This is impossible without laying it in the hands of the next generation.
The YCI will therefore be indispensable during the entire historical period of world socialism, namely to eliminate the danger of the restoration of world capitalism, and finally to lead the world proletariat toward world communism.

Without Young Communist International there is no overthrow and destruction of world capitalism.

Without Young Communist International there is no victorious construction of world socialism.

Without Young Communist International there is no transition to world communism.

Any "justification" for the premature dissolution of the Young Communist International in 1943 was therefore nothing but a justification for the prolongation of the world domination of the bourgeoisie, for the delay of the dictatorship of the world proletariat, and finally for the postponement of World Communism.

The Sixth World Congress of the Young Communisi lnternational
took place in Moscow from September 25 to October 10, 1935.
There, the leaders of the YCI painted a rosy picture of the youth world as it would have allegedly existed before fascism, as if there had been no exploitation and oppression, no capitalism. And that is precisely where the revisionists tried to misuse the youth for saving capitalism on a "peaceful way towards socialism", to betray the revolutionary destruction of capitalism. In the proletarian struggle against fascism, the main issue is the destruction of the dictatorship of the bourgeoisie and the establishment of the dictatorship of the proletariat, the revolutionary elimination of capitalism. The revisionists were, by contrast, for the salvation of capitalism, the return to bourgeois democracy, which is nothing more than a concealment of the dictatorship of the bourgeoisie.

The 6th World Congress of the YCI was a betrayal at world revolutionary principles upon which the YCI was once founded. The leaders of the YCI were already in the hands of Dimitroff. So, it is no wonder that they spoke highly of Dimitroff:

Comrade Georgi Dimitroff, the renowned helm man of the Communist International, unfolded a program at the VII World Congress of the Comintern which can free mankind from fascism, from the danger of war, from starvation and misery.“

The YCI condemned so called „sectarianism“ as dictated by the Seventh World Congress of the Comintern which was directed against te genuine young Marxist-Leninists who still defended the revolutionary programme of the YCI from 1929.

Struggle of the YCI against sectarianism in words and struggle against Marxism-Leninism in deeds" – this was the phenemenology of so called „struggle against sectarianism“ , decided by the Sixth World Congress of the YCI. In 1935, the main enemy within the ranks of the proletarian world youth was not sectarianism but rightist opportunism, namely Dimitrovism !!

The revisionist YCI-leaders quoted Dimitrov:

"In a number of capitalist countries, our Young Communist Leagues are still largely sectarian organizations divorced from the masses“.

The revisionist YCI leaders dared to drag the heroical revolutionary history of the YCI in the mud by criticising it as allegedly „orientated only on abstract politics“. This attack on YCI's revolutionary past was outrageous. But even much more frightening was the fact that the delegates of the Sixth World Congress of the YCI supported this attack unprotestedly. Most of the delegates were carefully selected already beforehand – with other words - „sectarians“ (Marxist-Leninists) were prevented from attending the 6th world congress of the YCI. Nobody can deny the historical facts that the YCI sections actively participated in the revolutionary actions of the working class, in mass movements to defend the economic and political interests of young people, and that they were cleaning themselves of opportunistic elements during the revolutionary struggle. To call all this: “following only abstract politics“ is a revisionist lie.

Dimitrov accused the YCI that it would allegedly "copy the Communist party". In truth this was only a pretext, a mask by which he justified the decoupling of the YCI from the Comintern which are inseparably connected in the spirit of world Bolshevism.
Dimitrov dissolved the ICY but with this liquidatory act he could not simultaneously extinguish the spirit of world Bolshevism because World Bolshevism is indelible!
In truth, for Dimitrov, the existence of the YCI was a hindrance of his alleged „people's front“, the pact with the bourgeoisie. For this reason, Dimitrov sacrificed all existing international communist organisations on the silver platter of the bourgeoisie.

Yes, of course, Dimitrov unfolded his revisionist program of 1935 for the purpose of the funeral of the world revolutionary program of the Comintern, valid since its adoption in the year 1928.
Building a non-party youth organisation for creating an anti-fascist united front was declared by the 6th World Congress of the YCI. This was a clear declaration of war against the maintenance of the necessary existence and of the leading role of the communist youth organisation. 1935 was the beginning of the end of the YCI in 1943.

The amalgamation and unity of all force of the young toiling generation against fascism, for freedom, against war, for peace, against slavery, for our rights.“

This was the slogan of the 6th Congress of the YCI in 1935 which followed exactly the slogans of Dimitrivism.

There has nothing remained from the old YCI slogans of socialist revolution, dictatorship of the proletariat, socialism, armed struggle etc.

Let us remember the unforgotten Leninist programme of the YCI of 1928 adopted by the 5th World Congress of the YCI - which reads like this:

The struggle of the toiling youth is linked up with the Comintern for the world revolution. In this sense, the programme of the YCI is the programme of the revolutionary youth in the struggle for the proletarian dictatorship throughout the world.“

The programme of the Young Communist International is a brilliant example of the combination of Communist theory and practice. The theoretical basis for it is drawn mainly from the following:

Marx' statements concerning juvenil labour, the resolutions of the Stuttgart Inauguration Congress of the Youth International (1907), Liebknecht's speech at that Congress, on Militarism and Anti-Militarism, the Draft „Declaration of principles“ of the Youth International (1916), Lenin's article of the same year concerning the youth, the Berlin programme of the Young Communist International (1919), Lenin's speech at the Third Congress of the Young Communist League of the Soviet Union, and, of course, the programme of the Communist International adopted by the Sixth World Congress (1928).

But the Young Communist International has not confined itself nearly to the systematic arrangement of this theoretical heritage. It enriched this with a wealth of experience with the Young Socialist movement before the war could not have. Participation of the youth in an armed struggle for the establishment of a proletarian dictatorship, the struggle in the colonies and semi-colonies, „underground“ work, struggle against fascism and the White Terror, finally Young Communist work under the proletarian dictatorship and participation in the building of Socialism – this colossal experience in revolutionary practice by the Young Communist movement, has been summarised in the programme of the Young Communist International.“ (excerpt of the "Forward" of the programme of the YCI in 1928)


The YCI (SH), founded on 20th of November 2015, has picked up this world revolutionary banner of the programme of the YCI and teared down the revisionist YCI programme of Dimitrov.

Defending the YCI programme of 1928 can mean nothing other than combating the revisionist line of Dimitrov on the basis of Stalinism-Hoxhaism.

It is thus the revolution of the world proletariat for which the flame of the revolutionary World Youth is burning today.

The world-revolutionary youth of today and of tomorrow will fight with all full force for the complete fulfillment of this program, develop it further and apply it correctly to today's changed world conditions of globalization. Certainly, in the past 100 years, the world's youth has changed, but our communist goals remain the same.

The need to rebuild the Young Communist International is more urgent than ever, and the conditions for it never better than it is today.

The world-proletarian youth has no other weapon in the struggle for its revolutionary liberation than its Bolshevik world organization, which unites and centralizes its combat departments in all countries as Sections.

The highest form of the young proletarian class organizations is the Young Stalinist-Hoxhaist International, the Young International of Bolshevik Type, the YCI (SH).

The Stalinist-Hoxhaist youth is the conscious bearer of the proletarian youth movement.

The Y C I (SH) commits to continue the glorious tradition of the Y C I of Lenin and Stalin and that of the communist youth of Albania.

What are the three central principles of the YCI (SH) that we can read about the world revolution in the program of the YCI in 1928 ? [This international youth program is still valid and determines the current world revolutionary path of the YCI (SH)]

Firstly:
Today, the world revolution is on the agenda for its practical solution:

"The material conditions for the victory of the world revolution are ripe. Everything depends on the will of the working class and its allied toiling masses to fight for their power" (Program of YCI, page 29, German edition)

Secondly:
The armed struggle is an indispensable means for the victorious enforcement of the world socialist revolution:
"The Communists declare that the armed uprising of the proletariat is necessary against the bourgeoisie in order to overthrow capitalism and to establish the proletarian dictatorship "(Program of YCI, page 59, German edition)

Thirdly:
The united front tactic is an indispensable means to create the conditions for the revolutionizing of the masses, without which the victory of the world socialist revolution is impossible:
The united front tactic is one of the most important means "for the revolutionary mobilization and retrieval of the working masses in the whole period of the Revolution”. (program of YCI, page 111, German edition)

The struggle of the world proletariat for world communism can only be successful if this struggle is internationally centralized and guided in the spirit of proletarian internationalism.

The same is true for the world proletarian youth. That is why we need not only the Communist International, but also the Young Communist International as the leading World Organization of the toiling World Youth.

Unlike all other youth organizations, the Young Communist International is constructed in accordance with the Bolshevik principle of international democratic centralism.

The decisions of the Young Communist International are of highest law for all Sections of the CYI (SH). The struggles of the working youth of each country can not be unified without the leadership of the Comintern (SH) and the YCI (SH). This results in a variety of tasks for the CYI (SH) as support and guidance of the Sections, organizing of new Sections, organizing international events, activities and campaigns, international agitation and propaganda, promoting cooperation among the Sections and involvement of revolutionary youth of all countries for the alignment, preparation and implementation of the world socialist revolution.

The YCI (SH) stands on the ground of the Comintern (SH) and forms a part of it (it is her international section). The YCI (SH) fights under the political leadership of the Comintern (SH).

The YCI (SH) continues the honorable tradition of the YCI in the time of Lenin and Stalin, and the honorable tradition of the Albanian Communist Youth in the time of Enver Hoxha.

The YCI (SH) will be guided by Stalinism-Hoxhaism, the theory and tactics of the socialist world revolution, in general, and the theory and tactics of the dictatorship of the world proletariat, in particular.

What is the role of the international Stalinist-Hoxhaist Youth and its organizations?

1. The YCI (SH) leads the fight against all bourgeois-revisionist, neo-revisionist, Trotskyite, Maoist, anarchist and other opportunistic ideologies that prevent the toiling youth from implementing the teachings of the 5 Classics of Marxism-Leninism into practice, and that prevent the proletarian youth from participating in the socialist world revolution as part of the whole world proletariat.

2. The YCI (SH) is a school of world communism for all the exploited and oppressed world youth. The revolutionary World Youth is educated in the spirit of world communism by participating actively and consciously in the class struggle, and in close connection with the perfection of theoretical knowledge about the lessons of the 5 Classics of Marxism-Leninism.

3. The YCI (SH) promotes not only the fighting slogans of communism in general, but formulates and represents the specific demands of the working world youth. She fights for the enforcement of these specific demands in the frame of the general interests of the entire world proletariat. In this world proletarian context, the YCI (SH) is leader and representative of the world proletarian youth.

4. The YCI (SH) is not a pure world organization of Communist workers' youth, but the communist world organization of the Alliance of Workers and Peasant Youth.

5. The YCI (SH) is the most dedicated supporter of the Comintern (SH) in the fight for the revolutionary overthrow of world imperialism, for the establishment of the dictatorship of the world proletariat and for the construction of the new socialist world and finally for its transformation into a classless, communist world.


The YCI (SH) gives her fresh blood to the Comintern (SH) for the purpose of the enlargement of her ranks and for refilling the ranks of fighters who lost their live for the revolution. The communist youth is not only the purest flame of the communist revolution but simultaneously its indispensable offspring and reservoir.

On occasion of the 100th anniversary of the Young Communist International the YCI (SH) decides:

From now on, the 20th of November will be celebrated as the

"Communist Youth Day".

Greeting message of the Comintern (SH)
on the occasion of the

96th founding anniversary of the

Young Communist International
on November 20, 1919
in Berlin


Dear comrades !
On occasion of the 96th founding anniversary of the Young Communist International we salute all the young communists around the world and call on you to join the Young Communist International (Stalinist-Hoxhaists).

Two years ago, on November 23, 2013, the Albanian and Chinese Section of the YCI (SH) were founded. They are still very weak and can only perform their tasks as a temporary "germ cell". With the founding of the German Section of the YCI (SH), on 23 November 2015, the situation will change fundamentally. Then we will be able, also on 23 November 2015, to found the YCI (SH) as an integrated Section of the Comintern (SH), thus at the international level.

From now on, the Comintern (SH) will be celebrating the anniversary of the Young Communist International, together with the founding of the YCI (SH) and its Sections on 23 November and with the founding of the Communist Youth of Albania, on 23
rd of November 1941.

At this point we would like to emphasize that we are particularly proud of the new German Section of the YCI (SH). It was the German young comrades who have played an outstanding role in the creation of the YCI in Berlin, 96 years ago. And now new fighters will build up the YCI (SH) as worthy successors of the former founders of the YCI.

The Young Communist International existed 1919-1943.
The Refoundation of the YCI takes place 72 years later, on 23 November 2015.
5 years ago, in February 2010, the Comintern (SH) called for the re-foundation of the YCI. In our appeal we stated:


"The foundation of the Young Communist International ( Y C I ) is the precursor to the final liberation of the world communist youth .

The revolutionary youth had always been the hottest, purest flame of all the recent formations of class society.

In 1907 the first Youth International began to struggle in the days of the Stuttgart - Congress of the II. International.

The foundation of the Young Communist International (as the Youth Organisation of the Comintern of Lenin and Stalin) took place in 1919.

The program of the Y C I was adopted in 1928. This program was, is still now and will continue to be the most ardent, unquenchable flame of revolution of the world proletariat.

Overthrow of world capitalism, the victory of world communism and hence complete liberation of the working youth from its present bondage.

At this world-revolutionary line of the present global Communist Youth

nothing has changed in principle.

Our final victory is guaranteed by the bronze course of development, by our historical materialist understanding, our knowledge of communism, by the enthusiasm and courageous determination of ever more young hearts all over the world.

No power on earth will stop the world revolutionary movement of the communist youth!



In essence, the Young Communist International ( Y C I ) did never perish, is still alive and vital, and will be victorious in the future, because it is guided by the invincible teachings of Marx, Engels, Lenin, Stalin and Enver Hoxha -
the 5 Classics of Marxism – Leninism !

In the struggle against neo-revisionism the young revolutionaries will be guided by today's Stalinism-Hoxhaism, by the theory and tactics of the world-proletarian revolution in general and the theory and tactics of the world dictatorship of the proletariat in particular.

The program of the Communist Youth International of the year 1928 is a shining star to today's revolutionary youth, a great historical treasure for the globalized world communist youth movement and its implementation in practice is an honorable commitment to every young communists around the world.

The world-revolutionary youth of today and tomorrow will fight with full force for the full performance of this program, will develop it further by applying properly to the currently changing conditions of globalisation.

Certainly, in the more than 80 years, the world, the youth has changed, but our communist ideals and goals have remained still the same. The need to rebuild the Communist International and its International Youth Organisation is an urgent need and the necessary conditions for its realisation have never been better. It is an imperative task which has to be fulfilled in practice. 

The world-proletarian youth has no other weapon in the struggle for its liberation than its world-revolutionary organization which unites all its fighting detachments in all countries centrally. The world-Bolshevist Youth is equipped by the well-known organisational norms and rules of World-Bolshevism.

The highest and most advanced form of the new organised young-proletarian world movement is the Y C I (Stalinist - Hoxhaists)

The Y C I (Stalinist-Hoxhaists) is the conscious bearer of the Stalinist-Hoxhaist class movement of the world-proletarian youth.

The Y C I (SH) is committed to continue the glorious tradition of the Y C I in times of Lenin and Stalin.

Well, now the time has come !

The world proletarian youth has back again its own proletarian revolutionary world organization, to lead the young toilers of the world to the socialist revolution!

The long period of 72 years since dissolution of the YCI shows how difficult it has been to rebuild the YCI.

But even then, in 1919, the comrades had to cope with a lot of difficulties.
The Comintern had called "the organizations of the proletarian youth movement throughout the world" to gather and to join the Third International. 14 Socialist youth organizations followed this appeal. In November 1919 they convened a congress in Berlin and founded the Young Communist International.
The gloomy back room of a Berlin suburb pub served as a meeting place. Twenty young workers gathered around the table, after overcoming innumerable difficulties and dangers. One of their representatives needed over a month and no less than four fronts to pass, before arriving at the Congress. The meeting was disguised as "pigeon fanciers club". At that time, Berlin was still in the state of siege. The meeting place had to be changed daily. And so the participants of the founding congress met, inter alia, in the studio of the proletarian artist Käthe Kollwitz.
The Congress was opened by a presentation of a representative of the Comintern.
The general objective, that youth organizations have to fight especially for the socialist world revolution, was adopted unanimously.
On 23 November 1919, the fourth day of the Congress, the program of the Young Communist International was discussed.
The focus was on the question of the future relationship with the Comintern.
It would be the first and foremost duty of the youth of the working class, the duty, under which all other tasks must be subordinated, namely to go into battle closely connected with the adult revolutionary comrades. Therefore, the closest alliance with the Communist International and her Sections was decided.
The Comintern program propagated the continuation of the world revolution, smashing the bourgeois states, establishment of the proletarian dictatorship, creation of the communist world society – and the program of the Young Communist International followed these aims.
In the first program of the YCI, it is said:
"The Young Communist International is based on the resolutions of the I. Congress of the Third International, and forms a part of the Communist International. The headquarters of the Young Communist International is organizationally connected to the Third International and works with her in close fighting community. "
At the founding congress of the YCI in Berlin was decided that the former magazine "The Youth International" continues to be published which had already been edited in 1915. Even Comrade Lenin had written an important article in this magazine. The name, "The Youth International", was decided in historical reference to the first Youth International in Stuttgart, founded in the year 1907.
Today we need a new name for the central organ of the YCI (SH). There is some evidence to retain the name "Youth International" for traditional reasons, but some reasons speak for changing the name in regard of our clear demarcation against all the international bourgeois-revisionist and opportunist youth organizations. We are sure that the YCI (SH) will find an appropriate name for her future global central organ.
Since the re-formation of the Youth International in 1915 a "International Youth Day" was organized once a year. This tradition should be maintained with the beginning of the founding of the YCI (SH), namely on 23
rd of November.
On the future "Youth Day of international solidarity" the demands of the Young Communist International (Stalinist-Hoxhaists) should be globally explained and promoted in public manifestations, meetings and gatherings.

A new era begins for the laboring world youth with the re-establishment of the Young Communist International (Stalinist-Hoxhaists).
The aim is to tear away the frontier posts of the national fragmentation of the proletarian, revolutionary youth.
It is necessary that the youth unites in a global revolutionary battlefront against world capitalism.
One day, the iron proletarian ring of the YCI (SH) will enclose the entire world!

The global proletarian youth will be the hottest, purest flame of the socialist world revolution and of the coming epoch of world socialism !
