on occasion of the 73rd anniversary of the foundation of the Association of Youth of Labour of Albania on the

23rd of November 1941

and on occasion of the 95th Anniversary of the foundation of the Y C I on the

20th of November 1919


Dear comrades of the Albanian and Chinese Section!


We send flaming militant greetings to you and celebrate the first anniversary with you.

Your first anniversary is a firm basis for the confindence of victory of the prospering Stalinist-Hoxhaist World Movent of the proletarian youth.


We hope that you allow us to send this message to both of your Sections.


In first line, we like to remind Karl Liebknecht who said

"The revolutionary youth is the hottest, purest flame of all previous revolutions."

The revolutionary youth is the most ardent, inextinguishable flame of the great socialist Revolution of the world proletariat.

The socialist world revolution is the greatest, most resolute war of all revolutionary wars, the greatest battle of decision of the exploited and oppressed classes all over the world for their common national and social liberation. The world socialist revolution is different from all other revolutions in that it paves the way to overcome and abolish the entire class society, thus the way towards world communism.


The proletarian youth of each country plays an essential role for the victory of the socialist world revolution.

The young world proletariat is in the forefront of the international barricades of class struggle and is characterized by revolutionary courage and bravery.

One thing is clear:

The Comintern (SH) can not win the socialist world revolution, can not win the majority of the world proletariat without winning the world-proletarian youth. And we will only fulfill this task by ceating an independent global youth organization, the Y C I (SH).


World Communism needs young forces!


Stalin taught that there is always a struggle between the new and the old, between the perishing and the newly emerging.

We know this is true not only in the question of generations, but also in the question of classes .

The revolutionary youth of today must be aware that it plays a special role in the overthrow of the old world imperialist world order and the establishment of a new proletarian world order.


Lenin demanded :


"Forge such battle armies of young revolutionary fighters that the freedom struggle of the proletarian class (...) is decided by the heroic efforts of the army corps of young soldiers of our revolutionary army of liberation."


"Strike while the iron is hot." This old saw is especially valid for forging the iron world proletariat.


Without the active participation of the revolutionary youth, without the storm brigades of the young army of the world proletariat, there will be neither a revolutionary end of the epoch of world capitalism, nor a revolutionary beginning of the epoch of world socialism. In the history of class struggle it is always the young generation of the oppressed and exploited classes which attacked and overthrew the old classes of exploiters and oppressors in the revolutions. And it is the new generation of the world proletariat, which raises the torch of the world socialist revolution, and which will carry it towards victory.

Look at the streets all over the world. Whom do you see ? You see the youth which rebells against the terrible social and political evils and ills all over the world and which struggles for a better world, for a better future. This world movement of the youth is unstoppable. No one can doubt.


Lenin was a thousand times right when he said:


"The youth will decide the outcome of the whole fight."


However, Lenin distinguishes two notions of youth, namely the bourgeois and proletarian youth.

The bourgeoisie denies the concept of class youth, namely the distinction between the youth of the ruling classes and the youth of the oppressed classes. Just as there exist antagonistic contradictions between bourgeoisie and proletariat as classes, so there are also antagonistic contradictions between the bourgeois and proletarian youth. The proletarian youth and the poor youth of the peasants live in misery, while the bourgeois youth lives in luxury.


Now, what about the students, about the intellectual youth, about the privileged and coddled youth ?


They are only revolutionary in so far as they join the class struggle of the proletarian youth, namely if they act in solidarity with the leading proletariat.

At the forefront of the struggle of the youth for the world socialist revolution that is indeed the working class youth and not the youth of the petty-bourgeois intelligentsia.

The youth of the petty-bourgeois intelligentsia is wavering between the proletarian youth and the bourgeois youth.

The young workers must therefore wage a principled struggle to attract young students for the world socialist revolution in distance to the bourgeois youth and against it.

The intellectual young people are a part of the intellectual interlayers in class society. Neither interlayers nor its youth are able to overthrow the ruling classes. Only under the leadership of the working class, the revolutionary intelligentsia can be developed. If, however, the leadership of the working class is weakened, then this will also weaken its revolutionary influence on the intelligentsia. The weakening of the revolutionary influence on the intelligentsia may therefore mean nothing else than the strengthening of the bourgeois-revisionist influence on the intelligentsia and thus also on the intellectual youth (both in capitalism and socialism).


The working class youth is an integral part of the working class. Thus, the Workers' Youth takes over the leadership of the youth of all exploited and oppressed classes.

During the whole period of the world revolution, it is necessary that the proletarian youth involves and guides the whole laboring youth in the struggle for world communism.

It applies to the world proletariat to link its own liberation inseparable with the liberation of all other exploited and oppressed classes. This also applies to the struggle for the specific interests of the young world proletariat in conjunction with all other exploited and oppressed youth around the world.


There is a saying:

"The youth are the future."


Who else could it be, the pensioners?


Decisive is quite another question:


Wiill the future belong to the bourgeois youth or to the proletarian youth?


For the Y C I (SH), there is a clear answer to this question:

The future is of course the proletarian youth because it does not only serve its own selfish privileged interests but the interests of the vast majority of the world's youth !


The CYI (SH) fights for an end goal - for world communism.


What kind of life will the youth live in world communism?


World Communism will secure a bright future to the youth. In contrast, the current situation of the exploited and oppressed young working people is like a dark shadow, like a bad dream. The laboring youth is not only twice exploited. Moreover, capitalism robbed every perspective of the proletarian youth.

The world-proletarian youth needs its independent world organization in the class struggle for the purpose to wrest concessions from the capitalists. However, the complete double exploitation and oppression of the proletarian youth and peasant youth can only be globally abolished through the victory of the socialist world revolution. The position of the exploited and oppressed World Youth will be fundamentally changed in the epoch of world socialism - no exploitation anymore, no oppression anymore ! But also in this new period of freedom of the youth there will be some remnants of deprivation, and the youth must continue to fight for their complete elimination. These remnants of class society will be totally overcome only in the classless world society.

In a communist world the youth is a fully emancipated generation of the society. What does that mean? This means that the young generation will receive everything that is needed for optimal development and creative unfolding for both itself and the whole communist world society. All generations will live in harmony because all those barriers and contradictions of the former class-society will have lost their negative effects. Of course, there will always exist natural contradictions between the generations but they can be solved in a free and human way of living together in solidarity.

The program of world communism - created by the Comintern (SH) - gives a bright perspective to the younger generation. Thus, the communist world program of the Comintern (SH) is valuable for convincing especially the world proletarian youth. A perspective for which it is worth fighting for - that is something what the imperialist world is unable to offer.


The personal relationship of young people to society, today, is determined by its belonging to this or that class, in which he or she is "born into". In contrast, the classless society means liberation of every young person from its predetermined class existence. The emancipation of the proletarian class therefore means not only the emancipation of society as a whole, but also the emancipation of each individual young person. The free development of all people in the world is the condition for the free development of each young person and vice versa.

World Communism means the abolition of class division and creation of solidarity between young people and adults in general and between the interests of an individual young person and the general interests of the entire youth of the world in particular. The young people will develop their universal personality in the universal communist world society.

Only in the collective of the world community, personal freedom is guaranteed as well as the optimal contribution of every individual person for the prospering of the world society of communism.


The program of the Y C I (1928) is still valid for us !


In 1928, the ultimate goal of world communism was already proclaimed in the Y C I- program.

The Y C I had adopted its own world program on the 5th World Congress (aparallel and in cooperation with the Comintern-Program). This program is essentially still guidance of all the activities of the Y C I (SH) and its Sections.


It was then written in the original German and, unfortunately, the German text is still the only avaliable text after 86 years (Program of the Y C I - 1928).


Each Section of the Y C I (SH) should now study the program of Y C I from the year 1928. It should be translated - if possible - in the native language of every Section of the Y C I (SH).

On this occasion we would like to honor the

95th anniversary of the founding of the

Young Communist International

on November 20, 1919.


The first proletarian youth organizations that were formed with emergence of imperialism late 19th and early 20th century, organized themselves under the banner of anti-militarist struggle, the representation of the economic interests of the youth of the working class and the socialist education of their members.

The socialist youth organizations were a mainstay of the left revolutionary wing in the labor movement before the First World War.

Also the revolutionary proletarian youth had recognized that their struggle can only be successful if it is led internationally. Despite the resistance of the reformist elements of social democracy, the Young International was created under the leadership of one of the best leaders of the international proletariat, Karl Liebknecht.

The Young International, which raised the banner of revolution during the war, joined - as one of the first - the Communist International. From now on it called itself "Young Communist International".

The Y C I organized and led the common struggle of the workers' youth and the poor peasants' youth of all countries and the toiling youth in the colonies against capitalist exploitation and imperialist bondage. Under the banner of proletarian internationalism worked and fought them in the ranks of the Communist International as a genuine world-organization of the working youth of the world.

The Y C I was a an self-dependent Section of the Communist International which implemented the Program and the Statute of the Comintern of Lenin and Stalin within the proletarian youth of the world.

The World Organization of Revolutionary Youth was founded quite independently and a bit earlier than the Comintern. The international association of the revolutionary youth organizations was formed in contrast to the social democratic parties (which were already rotten since the beginning of the First World War). And most of the Communist parties were first founded in time of the Comintern.

This meant direct subordination to the Comintern and cutback of the unrestricted freedom of movement of the Young International. Thus, the ECCI consisted not only of representatives of the Communist parties, but also of representatives of the Y C I.

The Y C I had its own democratic centralism, which was integrated into the democratic centralism of the Comintern. The Sections of the Comintern and that of the Y C I worked closely together in different countries and formed their unit on the basis of the Comintern decisions in general and the decisions of the Y C I in particular.


Today we have quite other conditions for the foundation and organizational structure of the

Y C I (SH).


At the time of the founding of the Comintern (SH), in the year 2000, there were neither a Comintern nor a Y CI - and this, after the long period of 57 years.

There was no leading center of the world communist movement, neither the Soviet Union of Lenin and Stalin - nor the socialist Albania in the time of Enver Hoxha.

At the time of the Comintern and the Y C I existed the dictatorship of the proletariat in the Soviet Union. And at the time of the Marxist-Leninist parties and Marxist-Leninist youth associations existed the proletarian dictatorship in Albania - despite the cleavage by the modern revisionists.

The overthrow of the dictatorship of the proletariat in Albania caused the crisis of the whole Marxist-Leninist World Movement inclöuding the Marxist-Leninist Youth. Finally, there remained no Marxist-Leninist parties, which were able to completely liberated from the predominant influence of neo-revisionism, Trotskyism etc. After the death of Comrade Enver Hoxha there were neither Marxist-Leninist parties, nor Marxist-Leninist youth organizations which could have been re-organized on a global scale. Thus, the Comintern (SH) was founded in the most desolate period in the history of the communist world movement.

There are many reasons, but we must mention the dissolution of the Comintern and that of the Y C I (in 1943), in the first place.

After the death of Stalin, there began the cleavage of the world communist movement through the modern revisionists, in particular by Titoists, Soviet revisionists and Maoists, but also by influences of diverse Trotskyites, etc.

And after that, the neo-revisionist traitors in Albania must be mentioned as a further important reason. As the Marxist-Leninist youth organizations were directly connected to the Marxist-Leninist parties, they both shared the same fate of degeneration and liquidation - after the dictatorship of the proletariat was overthrown in Albania.

Under these difficult circumstances it was impossible to set up a new Comintern and a new Y C I in no time.

Everything had to be rebuilt by the Comintern (SH) through its own forces. A gigantic task had to be tackled. However, the few upright internationalists could be counted on one hand.

The preparation for the founding of the Comintern (SH) was the crucial key for the necessary renewal of the communist world movement.

Doubtlessly, the terms of the structure of the Comintern (SH) and the CYI (SH) thus differs fundamentally from the terms of the structure of the Comintern and the KJ I.


The founding-declaration of Y C I (SH)

In February of 2010.


This founding-declaration was written by the Comintern (SH).

It was more or less an appeal to the world proletarian youth for the purpose to found the Y C I (SH).


It says:


The foundation of the Young Communist International

( Y C I ) is the precursor to the final liberation of the world communist youth .

The revolutionary youth had always been the hottest, purest flame of all the recent formations of class society.

In 1907 the first Youth International began to struggle in the days of the Stuttgart - Congress of the II. International.

The foundation of the Young Communist International (as the Youth Organisation of the Comintern of Lenin and Stalin) took place in 1919.

The program of the Y C I was adopted in 1928. This program was, is still now and will continue to be the most ardent, unquenchable flame of revolution of the world proletariat.

Overthrow of world capitalism, the victory of world communism and hence complete liberation of the working youth from its present bondage.

At this world-revolutionary line of the present global Communist Youth

nothing has changed in principle.

Our final victory is guaranteed by the bronze course of development, by our historical materialist understanding, our knowledge of communism, by the enthusiasm and courageous determination of ever more young hearts all over the world.

No power on earth will stop the world revolutionary movement of the communist youth!

In essence, the Young Communist International ( Y C I ) did never perish, is still alive and vital, and will be victorious in the future, because it is guided by the invincible teachings of Marx, Engels, Lenin, Stalin and Enver Hoxha -
the 5 Classics of Marxism – Leninism !

In the struggle against neo-revisionism the young revolutionaries will be guided by today's Stalinism-Hoxhaism, by the theory and tactics of the world-proletarian revolution in general and the theory and tactics of the world dictatorship of the proletariat in particular.

The program of the Communist Youth International of the year 1928 is a shining star to today's revolutionary youth, a great historical treasure for the globalized world communist youth movement and its implementation in practice is an honorable commitment to every young communists around the world.

The world-revolutionary youth of today and tomorrow will fight with full force for the full performance of this program, will develop it further by applying properly to the currently changing conditions of globalisation.

Certainly, in the more than 80 years, the world, the youth has changed, but our communist ideals and goals have remained still the same. The need to rebuild the Communist International and its International Youth Organisation is an urgent need and the necessary conditions for its realisation have never been better. It is an imperative task which has to be fulfilled in practice.


The world-proletarian youth has no other weapon in the struggle for its liberation than its world-revolutionary organization which unites all its fighting detachments in all countries centrally. The world-Bolshevist Youth is equipped by the well-known organisational norms and rules of World-Bolshevism.

The highest and most advanced form of the new organised young-proletarian world movement is the Y C I (Stalinist - Hoxhaists)

The Y C I (Stalinist-Hoxhaists) is the conscious bearer of the Stalinist-Hoxhaist class movement of the world-proletarian youth.

The Y C I (SH) is committed to continue the glorious tradition of the Y C I in times of Lenin and Stalin.

Let's rebuild the strong
Young Communist International of Lenin and Stalin !
Long live the new
(Stalinist – Hoxhaists) !


We started with nothing more than with this founding-declaration.

Then we started with a special website for the Stalinist-Hoxhaist youth in the world - published in different languages of the world (now in 8 language). This was the first important step in the right direction.

The Comintern (SH) saw it from the beginning as its task to defend the tradition of the Comintern and the Y C I. We published a lot of historical documents in many languages of the world. And we strived for the revival of the old world movement of the Young Communists. We made a lot of efforts to inspire the proletarian youth of today for the necessary continuation of the struggle of the Y C I of Lenin and Stalin and the Labour Youth Union of Albania. Our aim is also to publish the documents of the youth organisations of the Marxist-Leninist World Movement with comrade Enver Hoxha at the top.


There was only a temporary loose contact with a Russian youth organization. One of their leading comrades sympathized with the ideas of comrade Enver Hoxha, however this youth league could not be purified from its neo-revisionist baggage. So our first plans fell into the water, namely to win already existing youth organizations for the support of the Comintern (SH) . Such big neo-revisionist "worms" can not be swallowed in the present stage of development of the Comintern (SH). We could be choked.

So the question of building a world organization for the Stalinist-Hoxhaist youth could only be tackled by our own force. And we are conscious about the fact that this will need longer time and patience.



How is the relationship determined between the Comintern (SH) and CYI (SH) ?


First, the Comintern (SH):

The relationship between the Comintern (SH) and its Sections is determined by the ratio between the world proletariat and the proletariat in the individual countries.

Now, the Y C I (SH):

The ratio between the world-proletarian youth and the proletarian youth in individual countries corresponds exactly with the ratio of the world proletariat and the proletariat in individual countries - because the world-proletarian youth is a part of the world proletariat, as well as the proletarian youth of a single country is part of the proletariat in that country.


Hence, the relationship between the Comintern (SH) and the

Y C I (SH) derives from this fact as follows:


Just as the Comintern (SH) is leader of its Sections, hence also the Y C I (SH) is the leader of its Sections.


This fully corresponds to the ratio between the Comintern of Lenin and Stalin and the Y C I which was founded 95 years ago.



At that time of the CPSU (B) and the Russian Young Communist League (Komsomol), the USSR held the leading position in the world movement of the communist youth.

And at the time of Comrade Enver Hoxha, it was the PLA and the LYUA from Albania ( Labour Youth Union of Albania), which led the Marxist-Leninist world youth movement.


By decision of the Comintern (SH), all Sections of the Y C I (SH) will be founded on the 23rd of November as at every year (anniversary of the foundation of the LYUA on November 23, 1941).


The common banner of the Sections of the Y C I (SH) and the Sections of the Comintern (SH) is therefore based on both the common banner of the PLA and the LYUA, and the CPSU (B) and the Komsomol.


The leadership of the Y C I (SH) is under the direct leadership of the Comintern (SH), because the Y C I (SH) is an independent international organization the Comintern (SH).


The relationship between the Sections of the Comintern (SH) and the Sections of the Y C I (SH) is derived from the relationship between the Comintern (SH) and the Y C I (SH).


It applies the Bolshevik principle of cooperation between the Section of the Comintern (SH) and the Section of CYI (SH) in a common struggle for world socialist revolution in their country.

Just as the world imperialism wields power in every country in the world, we have to beat and annihilate its power in every country.

And this task can not be fulfilled without the support of the proletarian youth in every country of the world.

With regard to the national question, Marxism-Leninism teaches us that the national liberation can only become a reality if the capitalist exploiters are removed, ie, if the social question is solved by the overthrow of capitalist domination. And in a globalized world, the social and national question can only by solved by the world socialist revolution, and this of course, not without the aid of the proletarian youth.


Mind you, both the Sections of the Comintern (SH) and the CYI (SH) are representatives of two independent world organizations in every country.

Comrade Stalin said about the ratio of youth organization and party:


"The Communist Youth League can fulfill its general task only in the case if it is - in all its activities - guided by the directives, which are given by the Communist International and the Communist Party."

(Thus given by the Comintern (SH) and its Sections.)


Every (Trotskyist) attempt of discreditation of the leadership of the Comintern (SH) and the YC I (SH), and every confrontation between the general line of the Y C I (SH) and the general line of the Comintern (SH), every attempt of creating an atmosphere of distrust, must be jointly rejected and combated by all members of the two world organizations.

Similar to the world-proletarian youth which learns from the great experience of the world proletariat, the Y C I (SH) shall learn from the experiences of the Comintern (SH). And vice versa, the Comintern (SH) shall learn from the Y C I (SH) - in order not to lose the revolutionary momentum and in order to protect ourselves from "calcification". No one will lag behind the others. Comintern (SH) and Y C I (SH) march lock-step towards victory of the socialist world revolution!


The unbreakable unity, the absolute harmonization between the Party and Youth League in all political and tactical questions - namely through absolute consideration and most widely promotion of the independent existence of the youth organization - these are the absolute prerequisites for a successful youth policy of the sections of Y C I (SH).


The Comintern (SH) and its Sections will educate the communist youth of the world in the spirit of trust and mutual respect.

Be always aware:

We are joint international revolutionary fighting organizations in every country in the world!




By 2013, the founding of the first two Sections of the Y C I (SH) began


In 2013, a comrade from Albania and also from China contacted the Comintern (SH). And the Albanian and Chinese Section of the Y C I (SH) were both founded on November 23, 2013.

This was exactly the date of the founding of the LYUA namely on the 23th of November 1941, thus 72 years before.

The Albanian Section of the Comintern (SH) was established on 8 November 2014. We thus have in a country both a Section of the Comintern (SH) and a Section of the Y C I (SH) who will fight together in future. We will support you in solidarity and will give you assistance as far we can.

The Albanian Section of the Y C I (SH) is not only based on the experience of the struggle of the glorious Labour Youth Union of Albania (LYUA), and does not only preserve and defend its heroic tradition, but is also based on the experience of the revolutionary struggle of the entire world proletarian youth, especially on the experience of the Y C I in times of Lenin and Stalin.


The armed liberation war against the Italian and German fascist occupation of Albania was a heroic part of the anti-fascist world front, in which the world-proletarian youth and especially the Albanian youth has played a prominent heroic role.

The average age of the Albanian partisans was 21 years (!).


Also important and indispensable for the Albanian Section of the Y C I (SH) is the experience of the Albanian youth who participated in the establishment of the dictatorship of the proletariat and the construction of the socialist Albania.

This determines both the most important tasks of class struggle in Albania:

1. the armed overthrow of the current fascist regime in Albania and the re-establishment of the dictatorship of the proletariat in a united, independent, socialist Albania;

2. the destruction of the capitalist system and the reconstruction of socialism under the banner of Comrade Enver Hoxha, the PLA and the LYUA.


Just as the LYUA had been the only youth organization in the world that has participated in the construction of socialism under the conditions of capitalist-revisionist encirclement, so the Albanian Section of the Y C I (SH) is the only youth organization in the world, that participates in the reconquest of the dictatorship of the proletariat and in the reconstruction of socialism under the conditions of capitalist-revisionist encirclement. It is therefore clear that the Albanian Section of the Y C I (SH) is playing a pioneering role for all the other Sections of the CYI (SH).

The participation of the Albanian youth in the fight for the reconquest of socialism is not only an important contribution to the socialist world revolution but also to the construction of world socialism.

Enver Hoxha said:
"There is no change, no progress, no force in our country which is not determined by our youth. The youth leaves everywhere marks of its wisdom, courage, self-sacrifice and patriotism."

"It is the greatest revolutionary force of inexhaustible strength" and a "strong fighting reserve of the party."


The Albanian youth will always be ready to raise the banner of comrade Enver Hoxha !



in China


In the history of the Communist movement of China the youth has its heroic prominent place. Everyone remembers the heroic struggles of young Chinese Communists, especially between the First and Second World War. Everyone knows their faithfullness to the Comintern and the Y C I. The Young communists in China proved their great loyalty to the Soviet Union of Lenin and Stalin and to the proletarian internationalism. And we do not forget about the friendship between the Albanian and Chinese youth. Mainly through the love to Enver Hoxha and to the PLA - combined with the hatred against Maoism -, the contact of the Chinese revolutionary youth to the Comintern (SH) was born.

The Maoists have darkened the great chapter in the history of Communist Youth of China with their neo-revisionist ideology. The Maoists have committed the crime of leading the revolutionary youth of China towards revisionism. The Maoists betray the Chinese working class and trample the ideals of communism under foot. But the new Stalinist-Hoxhaist youth movement in China will bring the great historical heritage of the Chinese Section of the Comintern and the Chinese Section of the Y C I to light and will defend it forever. Long live the Communist Youth of China, which deserves a place of honor in the world communist youth movement!


And we firmly believe that the young communist forces in China are getting better and better equipped with Stalinism-Hoxhaism, and earlier or later the day of the 8th of November will come when the new Chinese Section of the Comintern (SH) will be founded.



Of great importance is the fight against Maoism on a global scale which began by the initiative of Comrade Enver Hoxha and by the support of the whole Marxist-Leninist world movement. The Comintern (SH) raised this anti-Maoist banner of Comrade Enver Hoxha and carried it across the world - and now up to China, where Maoism was created and from where it was spread all over the world.

Our victory of the global war against Maoism can not be guaranteed and completed, if we have not won the decisive battle in the heart of China. And this is impossible without a strong Section of the Comintern (SH) and a strong Section of the Y C I (SH) in China.

In particular, the Chinese proletarian youth has currently already enough historical distance compared to the traditional roots of Maoism among the Chinese people. In the meantime, the features of capitalist-imperialist China became obvious , but the older generation have still problems with the truth that the Chinese imperialist superpower is rooted in the ideology of Maoism.

All the more, our young Chinese comrades have courageously started their difficult and dangerous struggle against Maoism in their own country. Despite infamous attacks from the Maoists the Chinese Section of the Y C I (SH) was founded on 23 November-2013.

This is not only a great victory of the revolutionary youth of China, not only a victory of the Chinese proletariat on the way to its revolutionary liberation. This is a victory of the Comintern (SH) in its global war against Maoism, a victory of Stalinism-Hoxhaism against Maoism, a victory of the world proletariat on the way to the victory of the socialist world revolution.

The Chinese comrades took an active part in the life of the Comintern (SH) by flaming militant greeting addresses, by revolutionary poems and articles, and finally by Chinese translations of articles which were published by the Comintern (SH) in English. We would like to express our sincere thanks at this point.

This year the young Chinese comrades have sent more than three hundred (!) letters to the Comintern (SH). They directed countless questions at us, not only the question of the fight against Maoism, but also questions about important events in the history the world communist movement.

On this occasion we would like to thank for the great contributions of the Chinese comrades during this year. Almost all publications of the Comintern (SH) in Chinese language are the result of the busy work of our Chinese comrades.


This includes extensive publications of works of the Classics of Marxism-Leninism in Chinese language. This does not only concern voluminous writings of Comrade Enver Hoxha in Chinese language by the year 1978. The Chinese comrades have also begun to translate an extract of Enver Hoxha's book "Reflections on China" which was published after 1978. This is a heavy blow against Maoism and against the ruling Chinese bourgeoisie and thus of historical importance. For the first time in the history of the communist movement in China Stalinism-Hoxhaism appeared on the battlefield against Maoism, on the battlefield against the Chinese Social Fascists! Our Chinese comrades have opened the doors for Stalinism-Hoxhaism in China. This is of world historical importance. A tribute to our Chinese comrades!

In contrast to China, the people's revolution in Albania could be transformed into a socialist revolution . The socialist revolution in Albania was victorious thanks to the Bolshevik Party in Albania, with Comrade Enver Hoxha at the top. In China, the people's revolution could not be transformed into the socialist revolution, because there prevailed the bourgeois party of the Maoists and not a Bolshevik party.


The Chinese comrades asked us about our attitude about Dimitrov. Concerning the question of the Bolshevik Party, Dimitrov was an ardent supporter of Maoism as opposed to Comrade Enver Hoxha. Dimitrov called the Maoist party as "one of the most Bolshevized parties of the world". What was the motivation of such a wrong view?

In mathematics the result of an equation is "minus times minus = plus." And with this mathematical equation, that is, with his "Bolshevisation of Bolshevism", he returned the algebraic sign of Bolshevism in its opposite. Those who "bolshevize" Bolshevism reverse the algebraic sign and transform the proletarian Bolshevism into the bourgeois "Bolshevism".

And Dimitrov presented this fraud on the VII World Congress of the Comintern. Dimitrov's revisionist formula was: "Bolshevism in words - Anti-Bolshevism in deeds"!
In particular, in the fight against fascism and also related to the program of the Comintern, Dimitrov "bolshevized" the Bolshevik decisions of the VI World Congress with the result of the bourgeois Popular Front - thus he made a pact with the bourgeoisie. That what Dimitroff did, was nothing else but hiding the liquidation of Bolshevism behind his opportunist slogan of "Bolshevisation". And this pleased Mao Zedong.


The Bolshevik Comintern of Comrade Lenin and Stalin ended finally and completely with the dissolution of the Comintern. Then it followed the liquidation of the Communist parties, which were transformed into bourgeois parties of modern revisionism - partly by unification with social-democratic parties. This is the historical truth and our response to our Chinese comrades. The Maoists are unable to refute this truth, because it was Mao Zedong himself, who praised frankly the revisionist Comintern line of Dimitrov. And Mao Zedong denounced simultaneously the Bolshevik Comintern line of comrade Stalin. The Chinese Section of the Y C I (SH) has not only heroically defended the 5th Classic of Marxism-Leninism against the attacks of today's Maoists in China, but also the 4th Classic - Comrade Stalin.

Mao said: "To follow the Russians - that's the only conclusion". Mao never followed Stalin. Mao was an anti-Stalinist. And today's Maoists do nothing else. They attack Stalin and simultaneously propagate Putin, this representative of aggressive Russian imperialism.

The Chinese comrades did also ask us:

"Is it a correct application of Marxism-Leninism, that Stalin took sides with the one bourgeoisie to fight against another, during World War II ?"

Stalin sided never with the bourgeoisie. He was the leader of the world proletariat in the struggle against the world bourgeoisie - even in difficult and complex situations of World War II.

What is the definition of the Stalinist policy?

Stalin's policy is the policy of the struggle of the world socialist camp against the capitalist world camp. His politics were characterized by the excellent capability of exploiting the contradictions within the capitalist camp for the purpose to strenghten the socialist camp and weaken the capitalist camp. It was a policy which forced the class enemy to support the interests of the Soviet Union. This led to a great victory of the struggle of the socialist world against the capitalist world - unparalled in world history.


Of course it is very important in China to defend Stalin and Enver Hoxha against the Maoists. This is the basis of the struggle to recruit the Chinese proletarian youth for the socialist world revolution.
In China, the students are currently conducting a fierce fight against the social fascist government namely by means of democratic demands. Is that good or bad? This is obviously good because this weakens the Chinese social-fascist rulers. But of course this is not at all sufficient for their overthrow! It is well-known that the democratic movement in itself can not change the class relations in China fundamentally. Democracy without leadership of the proletariat is nothing else but bourgeois democracy. Democracy for the proletariat and the majority of the population is only possible under the dictatorship of the proletariat. And this can only be achieved by the socialist revolution. However, it is also well-known that there is no socialist revolution without a series of previous democratic revolutions. With the support of democratic revolutions we can convince the people to march further to the socialist revolution.
Therefore, it is the task of the proletarian youth of China to raise the democratic movement onto the level of a socialist movement, to make it useful for the support of the Chinese proletariat in its struggle for the armed destruction of the capitalist state and the establishment of the dictatorship of the proletariat.


We have to educate the Albanian and Chinese working class youth in the spirit of proletarian internationalism, in the spirit of the world socialist revolution and in the spirit of world communism on the basis of the lessons of Marxism-Leninism-Stalinism-Hoxhaism!


The Y C I (SH) and its Sections have to work primarily among the proletarian youth and to lead class-struggle of the exploited and oppressed youth. We need to make them understand that the future can mean nothing else but world socialism.
Every day of prolongation of the capitalist world system means prolongation of the misery of the masses all over the world, means a toiling youth without perspective.

Last not least, the Stalinist-Hoxhaist youth organizations have to fulfill their educational tasks.


The Y C I (SH) and its Sections are especially "schools of the world socialist revolution," "Schools of world communism". And these schools need to be filled with life and activities. They must be schools of heaviest class struggle against the class-enemies !
