Introduction

 

"A specter (presumed dead) is still haunting the world — the spectre of Bolshevism.

All the imperialist powers and super powers, the powers of the world's reaction and fascism, and all their lackeys did not desist from their hundred years old, holy alliance to exorcise this specter."


Perhaps, those could be the words of Karl Marx and Friedrich Engels if they would write a new "Manifesto of World-Bolshevism", today.
Well, we know that the founder of Bolshevism was their great successor, Comrade Lenin.

Over 100 years have passed in which the world bourgeoisie and the world reaction felt impelled to repeat their tirades against Bolshevism for the thousandth time.
This shows that they have not stopped until today, to be afraid of Bolshevism and that they still regard Bolshevism as their most dangerous enemy.

Nothing, even not the revisionists, can save world imperialism from the triumph of World-Bolshevism .

 

It is time that we, the present-day Bolsheviks, dispel the old tale of the specter of Bolshevism - namely forever.

Following in the words of the Communist Manifesto, we - the Bolsheviks - disdain to conceal our views and aims.

We openly declare, there is only one reason why we Bolsheviks are still active:

Revolutionary overthrow of the entire imperialist world order!

 

Let the ruling world bourgeoisie tremble at our world Bolshevist revolution. The world proletarians have nothing to lose but their chains. The world proletariat has a world to win - the world of communism.

This is the purpose of this brief Manifesto of the World's Bolshevik Party, the Comintern (SH).

All over the world there will be no power that can stop us World Bolshevists, for we know how to capture the global corridors of power and how to consolidate and maintain the victory of the world socialist revolution.

... the global, Marxist-Leninist theory and tactics of the world proletariat, of its Bolshevik party, the Communist International (Stalinist-Hoxhaists) and its Sections in all countries,

for complete and final, revolutionary destruction of the entire world capitalist system,

the abolition of the world order of imperialism,

the realization of world socialism through the establishment of the dictatorship of the world proletariat,

and finally to achieve the ultimate goal - the classless society of all mankind

- World Communism.

World-Bolshevism is ...

... the tactical principle of the inevitability of the victory of proletarian class struggle on an international scale according to the teachings of Marx, Engels, Lenin, Stalin and Enver Hoxha,

and all this in spite of the fact that the world bourgeoisie has temporarily beaten Bolshevism in the Soviet Union and in Albania - with the help of the revisionists.

What is the meaning of

World-Bolshevism ?

 

 

 

The victory of World-Bolshevism -

That means the victory of the dictatorship of the proletariat on a world scale.

 

 

 

 

The victory of World-Bolshevism -

That means victory of the world proletariat over the bourgeoisie through the socialist world revolution - the boiling point of global class struggle - guided by the Comintern (SH) and its sections in every country .

 

 

 

The victory of World-Bolshevism -

- That means the expropriation of all banks in the world, of the multinational corporations, of the world monopolies and of all capitalist private ownership at the means of world production ( including at the natural resources and cultural treasures of the world),

the expropriation of international large-scale landed property, manufacturing and production equipment, etc.

- ultimately the abolition of the world order of capitalism through establishing a new world order - the world-economic system of socialism.

 

 

 

The victory of World-Bolshevism -

That means the end of Wall Street and of the speculators in the world markets,

the final destruction of the capitalist exploitation and oppression,

the liberation of the people from the slavery of world imperialism,

the abolition of colonialism and neo-colonialism, the end of the division of the world into dominant and dominated countries and nations,

the end of the epoch of superpowers and their global competing domination blocks, etc., etc.

- that is freedom for all people - for every individual - the first time in human history.

 

 

 

The victory of World-Bolshevism -

That means abolishing the inevitability of imperialist war and the abolition of the inevitability of the restoration of fascism throughout the world - through the direct transition of the combined economic struggle, the anti-fascist and anti-war struggle against world imperialism into the socialist struggle for the world proletarian revolution and the establishment of the world dictatorship of the proletariat.

 

 

 

The victory of World-Bolshevism -

That means the material basis for a secure future of the working people throughout the world who create their own new world without exploitation and oppression.

 

 

 

The victory of World-Bolshevism -

That means world domination of the proletariat, the world government of workers-peasants- and soldiers' councils in all countries, the government of the Soviet World Republic.

That means the correct globalized application of the teachings of the 5 Classics of Marxism-Leninism,
That means continuation of the world-revolutionary path of the Comintern of Lenin and Stalin - and its protection from renewed deviation into opportunism,
That means the victory of the Comintern (SH), the genuine successor organization of the Comintern of Lenin and Stalin.

That means compliance and implementation of the general-line of the Comintern (SH), and thus our new strategy and tactics of the proletarian, socialist world revolution.

 

 

The triumph of Bolshevism - on a global scale -

is not yet proven.

But already proven is the victory of Bolshevism outside of its native country, the Soviet Union.

Without restoration of Bolshevism in power (in Russia AND Albania), without continuation of the great heritage of the Soviet Union and Albania, the victory of Bolshevism on a world scale is impossible.

The program of

World-Bolshevism

(in brief)

 

 

The history of all hitherto existing society is the history of class struggles. The epoch of imperialism is the epoch of moribund capitalism - first in one country and then around the world, is an epoch of one of the highest developmental stages of the class struggle in the history of the class society.

Both the imperialist wars and crises as well as the realization of socialism in the Soviet Union and Albania accelerated and shortened the course of world history, to replace the capitalist world order by the socialist world order.

 

Today we have reached a point where the question of world revolution has become an issue of practical solution when the entire world is facing the final battle:

 

World socialism or world barbarism.

In the history of the class struggle between the world bourgeoisie and the world proletariat succeeded the proletarians initially by the victory of the October Revolution in Russia, through the creation of the socialist camp of Stalin, and the victory of the anti-fascist revolution in Albania, to establish the dictatorship of the proletariat in a single country. Thus, the inevitable end of the world bourgeoisie was heralded historically, however not globally sealed in the very first step.

 

The world proletarian revolution could therefore not be performed to a victorious end, because the world bourgeoisie temporarily managed to defeat socialism in a single country, to roll back the socialist world camp of Stalin, to retake the power there again, and to restore capitalism.

A single socialist country, a number of emerging socialist countries, could be still kept in check, but the world bourgeoisie will never be able to crush the universal, global revolution of the whole world proletariat .

 

 

The Manifesto of World-Bolshevism

is the programme for the winning and establishing the dictatorship of the world proletariat.

 

The objective laws of social development can neither be amended and converted nor repealed and abolished.

The removal of world imperialism through world socialism is inescapably effected by the universal law of the development of today's class society.

And the Manifesto of world Bolshevism is to accomplish this objective world revolutionary development with the most effective forces and resources as well as the quickest, shortest and simplest way, on a world scale.

The laws of political economy, whether they are active in capitalism or in socialism, are objective laws, which determine all world-economic processes - beyond the influence of our will.

With the help of scientific socialism, the world proletariat is able to foresee the course of events in the economic life of all peoples and nations. The world proletariat will outstandingly demonstrate its ability for handling, guiding and mastering the global economy for its own benefit and for the benefit of the whole world community.

The world proletariat will have the leading role in the whole political and economic development of the world-socialist society.

The world proletariat will take over the world one day - in spite of current and past defeats and setbacks. And no one can and will ever change anything about this fact.

We World-Bolcheviks can not predict, at what exact time world socialism will begin, but we know with certainty that the world proletariat will transform the world socialism into an epochal fact, just as we have already demonstrated the construction of socialism in two countries, the Soviet Union and Albania, namely as an incontrovertible historical fact.

The capitalists have already globalized the forces of world production and its distribution, so that it is ripe for its global socialization as the basis of the construction of the socialist world ecomic system.

The decisive step is the revolutionary global annihilation of all existing capitalist relations of production - namely without exception.

 

The difference between the world proletariat and the other classes in the world that have existed throughout history, and which have revolutionized the relations of production, is that the world proletariat is the only global class whose class interests merge with the interests of the vast majority of the world population.

The world proletarian revolution does not mean abolition of one or another form of exploitation in one or another country, however the abolishing of any kind of exploitation in all countries of the world - without exception.

The revolutions of all other classes always remained within the narrow confines of their own class interests, which were always in conflict with the interests of the majority of society.

 

In future, world socialism will create a new class structure, whose character has nothing in common with the old well-known structure of the exploiting and exploited classes in the capitalist world. An entirely new world proletariat will emerge through the revolutionary overcoming of the old capitalist world. The world proletariat who has destroyed the capitalist world will not be any more the same of that who will create the socialist world.

 

Even the victory of the proletarian dictatorship had created an entirely new class structure in the history of mankind, the class structure of the socialist society in "one" country.

All exploiting classes were liquidated in socialism of "one" country. Only the working class, the peasant class and the social stratum of the intelligentsia still remained.

 

In the capitalist world-economic system, the capitalist class possesses all means of world production and - instruments with which the world proletariat and other classes are globally exploited.

 

Whereas the capitalist class in the socialist Soviet Union and in the socialist Albania was liquidated. The means of production were in the hands of the workers, so that any possibility of exploitation of the working class was excluded.
Socialism was implemented just as Karl Marx had once taught:

 

In order to free itself, the proletariat must smash the capitalist class, must confiscate and socialize the capitalist private ownership at all means of production. Those relations of production which enslave the proletariat have to be destroyed by the proletariat.

By doing this, the proletariat of the Soviet Union and Albania, transformed itself into a completely new class, into a socialist working class, which has created socialist ownership for paving the way towards communism.

Also the world proletariat as a global class will change itself into a world-socialist class.


Even the peasant class will be transformed by world socialism into a global socialist class.

In capitalist society, the farmers are a class of small producers, they belong to the middle class and to the lower middle class in its vast majority. They are not to be mixed up with agricultural workers, or respectively, with the poor of the village.
The petty bourgeoisie as a whole has a tendency to sink into the proletariat, because the livelihood of the petty bourgeoisie is gradually deprived by the industrialization of the multinational agricultural monopolies. The poor peasants are unpunished exploited by large land owners, agricultural capitalists, and increasingly by multinational monopolies, who are the dominant owners of global industrialized agriculture - as a characteristic phenomenon of today's globalization. These relations of globalized agricultural production have to be destroyed, socialized and replaced by new global forms of collective ownership.

The Soviet Union and Albania developed a peasantry that was free from exploitation. Private property was no longer the basis of the economy of the peasantry, however the collective property, which developed on the basis of collective work.

In the advanced period of socialism the socialist state began to replace successively the collective property by the public state property - striving for communism.

Only in the epoch of world socialism the petty bourgeoisie ceases globally to be a privileged class in face of the world proletariat. It merges with the working class before it ceases to exist. However, the world proletariat will not forget that the petty bourgeoisie will never abandon its role as a source of the restoration of capitalism. Therefore the dictatorship of the world proletariat is still needed even if the bourgeoisie was abolished long ago.

World socialism means globalization of the farmers' collective property.

 

 

World Socialism shields the property of all peoples from the restoration of capitalist property. This will be guaranteed by the globalization of the public property of the peoples.

It thus begins the era of the complete fusion of all the state-owned property of the nations by the commonly existing world-state-owned property.

 

The Manifesto of the World Bolshevist Party states:

In a socialized world the public property of the peoples will be transformed into the public property of the world state, before both the state and property will be completely abolished in world Communism.

 

The globalization of capitalism leads to the intensification of the contradiction between town and country.

The globalization of socialism leads to the reduction and ultimate elimination of the contradiction between town and country.

 

 

 

Socialism has given rise to a new social stratum of the working intelligentsia that never did exist in previous times. Under capitalism, and even in the pre-capitalist period the intelligentsia was the servant of the rich. This privileged social stratum was recruited mainly from the classes of the rich.

In socialist society, there was no more exploiting class and consequently no demand for its servants. Under socialism, the intelligentsia was servant of the working class. And the new toiling intelligentsia was mainly recruited from the working class and the farmers.

In the new socialist class structure, the boundaries between the working class and the peasantry blurred gradually. And this concerns also the boundaries between the working class and the collective farmers, on the one hand, and the new social stratum of the intelligentsia, on the other hand. The old exclusivity of the capitalist class society vanished.

A characteristic feature of the socialist class structure was the fact that, first, the distance between these social groups decreased more and more, and secondly, that both the economic contradictions and political differences between these social groups blurred more and more. Under the leadership of the ruling working class they formed united forces for achieving the common goal of communism.

The socialist class structure included both remnants of the old class structure and already features of the future classless society. We can speak with complete justification of a class structure that represents the transition from the old to the new classless society - initially on a national scale and in the second period of socialism on an international scale.

That this development could only take place in the sharp class struggle against the remnants of the old classes should be highlighted explicitly. Finally, the historical fact is well-known that the revisionist class structure restored the bourgeois class structure.

By the temporary defeat of socialism, the socialist class structure was destroyed, indeed. But it leaves still deep, indelible traces. The post-socialist capitalism cannot cope with the glorious heritage of the golden years of the past. No one can judge the advantages of socialism over capitalism clearer than the workers of the former socialist countries. Nobody in the world will therefore struggle more consistently for the restoration of socialism.

The people who once have built socialism in their country, will be the first to fight for the world socialist revolution. Only world socialism is able to overcome the avoidable and unavoidable mistakes of the first period of socialism.

The restoration of socialism, realized by the creation of world socialism , this is one of the pillars of the Manifesto of the World Bolshevik Party.

Today, the antagonistic class contradictions have globalized. It is the epoch of the sharpest and grimmest class struggles in which the whole world is completely involved.

There is an extreme polarization of two globalized classes. The global class struggle between the world bourgeoisie and the world proletariat will decide the future of humankind. These two classes determine the fate of the world. While the world proletariat represents the vast majority of the world population, the world bourgeoisie represents only a small minority.

Either the world bourgeoisie will win - and then world capitalism will overthrow the earth into the abyss. Or the world proletariat will win and build a new world without exploitation and oppression. There are no other alternatives.

 

Therefore, this Manifesto calls for the united front of all progressive world forces to participate in the final global battle of the world proletariat against the world bourgeoisie.

 

 

The world bourgeoisie stirs up the conflicts of nations to maintain their global power.

The world proletariat unites all countries for the overthrow the capitalist world power.

Only through unification in the world socialist revolution will the workers of all countries be victorious !

World proletariat - unite all countries !

 

 

The globalization of world capitalism is presupposition for the globalization of world socialism.

Without capitalist globalization - no socialist globalization !

 

Globalization of capitalism means more enrichment of the rich nations, on the one hand, and much more impoverishment of the poor nations, on the other hand.

Globalization of Socialism means minimizing and elimination of the contradiction between the rich and poor nations.

World socialism will be constructed by the united forces of the proletarians and their allies of all nations, and everything what they jointly produce, will be distributed among themselves equitably:

Each country according to its benefits -

each country according to its needs !“

 

 

 

The spontaneous consciousness of the world proletariat develops towards the world-communist class-consciousness by means of the world Bolshevist party which is the bearer of modern socialist science. The teachings of the 5 Classics of Marxism-Leninism are basis and guide line for the conscious class struggle of the workers' world movement.

By the organized combination of the doctrine of Marxism-Leninism with the real world labor movement, with the application of the ideas of proletarian internationalism in the international centralized class struggles, the world proletariat creates the necessary subjective conditions for the triumph of the world proletarian revolution by means of the leadership of its World Bolshevik Party.

 

 

The Manifesto of the World Bolshevist Party states:

The proletarian world revolution is the only way out of the capitalist world crises

 

World capitalism and world crises belong together like Jack belongs to Jill. However, the current world crisis is the deepest and most critical one in the whole history of capitalism. It is a crisis of the globalized world that has shaken the entire system of capitalism up to its foundation, but ultimately to bring world capitalists to their knees - this is only possible by the socialist revolution of the world proletariat - by no one else!

The current world crisis does not only weaken the economical position of the world bourgeoisie. Consequently also its political position begins to totter.

In this situation it is the task of the world proletariat to take advantage of the current weakness of world capitalism and to seize the opportunity, to unite its forces in joint revolutionary actions.

Lenin seized his opportunity successfully in the situation of the weakness of world imperialism which was once caused by the first imperialist world war.

World Bolshevists of today must seize the opportunity to take advantage of the current world crisis which causes the weakness of the world imperialists.

This means to follow the Bolshevist path of comrade Lenin !


 

 

The World Bolshevist program is not only a program for the overthrow and expropriation of the capitalists all over the world, but also a program to build the world-socialist economy.

 

 

From the proletarian gravediggers of capitalism in one country emerge the gravediggers of the entire international world capitalism.

The world proletariat will not and cannot stand idly until the world imperialists will have ruined entirely all livelihood.

The working class will forestall D-day to keep afloat and not going down with the world bourgeoisie. It is vital for the existence of the world proletariat to stand up for the overthrow of the world bourgeoisie. The world proletariat will therefore not miss a single chance for the proletarian seizure of power for the purpose of quickly replace the destructive and ruined capitalism by a new world socialist economy.

 

 

One day the global products will be common property of all peoples of the world. They will be used to fulfill the most urgent needs and demands of all the peoples.

 

Only by strict limitation of the spheres of the mode of the functioning of the international law of value and its restricted role as a regulator of global production can the inevitability of the world recurring capitalist crises of overproduction be overcome.

 

The law of value is effective as a regulator of the production through the conditions of the circulation of commodities, through existence of private ownership at the global means of production , through competion at the world markets, through the anarchy of world production, through crises of overproduction, and especially through buying and selling labor force at the labor markets, etc.

 

In the world-socialist economy the sphere of action of the law of value will be drastically reduced by the presence of the global social ownership of the means of production, by the power of the law of planned and balanced development of the world economy.

The value is - equal to the law of value - a historical category that is related to the existence of commodity production. If commodity production disappears, then also both the value (in all its forms) and the law of value will disappear.

 

The Manifesto of the World Bolsgevist Party states:

We strive for the abolition of the world society which is based on selling and buying commodities. Primarily we strive for the abolition of the commodity of labor.

What we strive for is the direct global exchange of globally produced goods.

 

Marxism-Leninism argues that the transition from socialism to communism and the communist principle of distribution of the products expressively excludes any exchange of commodities.
Consequently, communism excludes expressively any exchange of products into commodities and with it their transformation into value.

 

In the second phase of communist society, the spent labor for the production of global goods will not be measured crabwise, thus not by means of the value and its forms as it was the case in the production of commodities.

Communist labor will be measured directly and straight by the amount of time, by the number of hours that has been used for the fabrication of products .

 

 

 

Concerning the distribution of labor, the distribution of labor will not be regulated by the law of value (which is no longer in force) between the international branches of production, but by the growing product demand of the world community.

 

So this will be a world where the production is regulated by the needs of the world population, and where the inclusion of the needs of the world's population will become of prime importance for the world-socialist Five-Year-Plan, for international planning institutions, for a global planning commission etc. in which the representatives of the peoples of the world have a say.


Then the world of capitalist production, the times of the exploitation of the world labor, the profit-driven times, will disappear forever. The economic law of capitalism will no longer be operative.

 

What is the purpose of the capitalist world production?

Marx explains the pure purpose of capitalist production:

 

"The direct purpose of capitalist production is not production of goods, but the surplus value or profitability in its developed form, not the product, but the surplus product.From this standpoint labour itself is only productive if it creates profit or surplus product for the capital.

As far as the worker cannot make this, his/her labour is unproductive. Thus, the volume of applied productive labour is only to such degree interesting for the capital, as the volume of surplus labour grows. It is the permanent purpose of capitalist production to fabricate a maximum of surplus value or surplus production by means of a minimum of advanced capital. And as far as this result is not achieved through excessive labour of the workers, there is a tendency of capital, by which it strives for creating a given product by means of most possible lowest efforts - namely economizing on labour and costs ...

According to this view the workers appear themselves as that what they really are in the capitalist mode of production - a mere means of production, not as an end in itself and not as purpose of production (see: "Theories of Surplus Value, Volume II, Part 2).

 

As for the consumption, so capitalism needs it only in so far as it satisfies the purpose of creating profit. Apart from this fact, the question of consumption of the world's population loses every sense for capitalism. The people and their needs disappeared from the world of capitalism.

 


What is the purpose of the socialist world production?

 

Care for the world population and its needs is the most important purpose of the world of socialism.


Purpose of the world-socialist production is not profit, but to satisfy the needs of all people in the world, ie, the satisfaction of both their material and cultural needs.

 

Engels formulated:

After Capitalism "a socially-planned regulation of production according to the needs of all and of each individual - replaces the social anarchy of production. With this the capitalist mode of appropriation (in which the product firstly enslaves the producer, but then also the appropriator) is replaced, by the mode of appropriation of the products which, in itself, is based in the nature of the modern means of production:

The one hand, direct social appropriation as a means of preserving and expanding the production, on the other hand direct individual appropriation as food and pleasure average" (Friedrich Engels' Anti-Dühring").

 

It's no longer about the ruinous securing a capitalist maximum profit through exploitation, ruin and impoverishment of the majority of the world population, by subjugation and systematic plundering of the peoples of all countries, especially the colonial and neo-colonial countries, and by imperialist wars and militarization of the world economy.

 

Instead of securing maximum profits = securing of the maximum satisfaction of the material and cultural needs of a global society;

instead of critical decline in production, interruptions by periods of crises = continuous expansion of production related to the growth and needs of the world population;

instead of destruction of the world-productive forces (accompanied by imperialist wars, crises of overproduction and periodic interruptions in the development of the technology) = continuous improvement of global production on the basis of the world's high technology and highest standard of environmental friendliness.

 

The law of planned development of the world economy can only fully develop if it is based on and applied to the economic law of world socialism, which will be effective both in every single country and on a global scale:

 

Stalin formulated:

"The essential features and requirements of the basic law of socialism might be formulated roughly in this way: the securing of the maximum satisfaction of the constantly rising material and cultural requirements of the whole of society through the continuous expansion and perfection of socialist production on the basis of higher techniques."

The long-term aim of the Manifesto of the World-Bolshevist Party:

- transition to world communism

 

As for the reproduction, so Karl Marx had postulated that his theory of reproduction is also valid for the socialist production. Thus, it is also basis for the world-socialist reproduction. In his "Critique of the Gotha Programme" Karl Marx analyzed the economics of socialism and the transition period to communism and adopted the most important theses of his theory of reproduction, which he regarded as mandatory in a communist society. This also applies to Engels in his "Anti-Dühring".

 

For the transition to world communism, at least three basic preconditions must be fulfilled:

    1.

    First, it is necessary to secure steady growth of total world production by preferential growth of production of means of production.Preferential growth of production of means of production is not only necessary because they must supply both the companies in each country, as well as the companies in all other countries with equipment, but also because otherwise there is no expanded global reproduction.

     

    2.

    Second, it is necessary, to raise the collective property onto the level of general world property (by gradual transitions which are advantageous for both the individual collective farms in a country and for the collective farms in all countries, and consequently also for the entire world population).

    And the commodity circulation must be replaced by a system of exchange of products among all countries ( also by gradual transitions).

    A central world authority is needed, or any other socio-economic world headquarter which is able to acquire and evaluate the total world production of products and its distribution, in the interest of the world's population.

     

    3.

    Third, it is necessary to achieve such a high cultural growth of the world socialist society which provides, to all the members of the world community the all-round development of their overall physical and mental potential.
    The members of the socialist world community should receive an education that is sufficient for being active participants in the new social world development and to allow them to make their free choice in all their activities.

    Nobody shall be tied to a particular field of activity in all his/her life - by virtue of the existing division of labor in different countries.

    The individual socialist countries require enough space and free time to develop their cultural growth.

     

    These are the three main conditions for the preparation of the transition to world communism. Only after the fulfillment of all these conditions in its entirety is to be hoped that the work in the eyes of all members of world socialism changes from a heavy load towards "the first desire of life" (Karl Marx) and that the heavy load of labor will become a "pleasure" (Friedrich Engels ).
    The social ownership shall be considered as unshakable and inviolable basis of existence of all mankind, namely by all members of the world-socialist community .

     

    Only after the fulfillment of all of these preconditions (in its entirety) can the socialist formula:

    "Each country according to its abilities - each country according to its achievements"

    be transfered, towards the communist formula:

    "From each according to his ability, to each according to his needs".

    This will be the fundamental transition from an economics of world socialism to another, higher economics, the economics of world communism.

 

 

Concerning the planning of the global economy, on the basis of a common political economy of world socialism, there are only two conditions which must be fulfilled to obtain positive results

 

a)

if it really reflects the demands of the law of planned and balanced development of the world economy,

 

b)

if it is in harmony with the requirements of the basic economic law of world socialism.

 

While the political economy studies the laws of development of relations of production in the world, the world-socialist economic policy draws practical conclusions. It concretizes it and uses it for its daily implementation.

Object of political economy are the relations of production, the economic relations of the people in all countries of the world.

These include:

a)

the forms of ownership of the means of production;

b)

the resulting position of the different social groups within the world production and their interactions or, as Marx says: the way they "inter-exchange their activities with each other";

c)

the forms of distribution of the product which they fully determine by themselves.

 

All these things are object of the world-political economy.

 

The world-capitalist system has its own basic economic law and - in contrast - the world-socialist system has also its own basic economic law.

 

That which was once valid for the accordance between the productive forces and the relations of production in the economy of the former socialist country, applies in even more pronounced area to the world-socialist economy.

If the relations of production lagged behind the growth of the productive forces of the former socialist country (and the forces of production, as is known, are the most mobile and revolutionary forces of production) - so they will also run ahead in world socialism.

Only after some certain time the global relations of production can be transformed, in a way which completely corresponds with the character of the productive forces. Then we get to the perfect harmony between the relations of production and the character of the productive forces - in accordance with the universal economic law of world socialism.

The role of the new relations of production in the economy of world socialism is not that of a brake-shoe which would be overcome by increasing growth of the productive forces.

On the contrary, the new global relations of production are the most important and decisive power in the coming socialist world, which basically determine the powerful development of the productive forces. Without socialist relations of world production, the productive forces will be condemned to vegetate, as is currently the case in the capitalist world crisis.

 

The world's productive forces can not regenerate and consolidate until the world proletarian revolution has triumphed.

Not before the old, capitalist relations of production have been replaced by new socialist relations of production, the productive forces can again unfold their full capacity.

Without this permanent revolutionizing of the relations of production, the productive forces in world socialism would have stagnated someday just as in world capitalism.

Of course, the new production relations can not and will not exist eternally unmodified. They begin to grow old, develop gradually into a contradiction to the further development of the productive forces, they begin to lose their role of the main driving force for the productive forces and they transform themselves into a brake-shoe of world production.

Then emerge new relations of production instead of the old ones, which take over the role of the main driving force for the further development of the productive forces.

This peculiarity of the development of the relations of production from the role of a brake-shoe of the productive forces to the role of its main driving force and, in return, from the role of the main driving force to the role of a brake-shoe of the productive forces - this is one of the main elements of the Marxist materialist dialectics (Stalin, "Economic Problems of the USSR").

 

The question of ownership of the global means of production is the fundamental question of the world revolutionary movement of the proletariat.

 

In the epoch of world socialism it would be an unusal phenomenon that newly appearing contradictions between productive forces and relations of production remain unsolved. Of course, this could be dangerous, because the non-antagonistic contradiction could mutate into an antagonistic one. And this would unavoidably cause heavy class conflicts and class struggles.

However, there are socialist methods, instruments and ways to bring in line the backward relations of production with the character of the productive forces. And by means of its correct implementation can any dangerous situation be avoided. It is the particular character of world socialism - in contrast of the character of the former socialist countries - that the danger of restoration of capitalism has become really AVOIDABLE !

 

It is known that there are no more exploiting classes in socialism. There are only remnants that are trying to organize their resistance.

Therefore, the challenge is to remove these contradictions, for example through transition of collective property into public state property and public property of the nations into the property of the world state ( of course gradually).
Another method is the gradual introduction of exchange of goods, production sharing etc. and to remove commodity circulation successively.

 

Of course, the danger of the restoration of capitalism will exist as long as classes exist.

 

So the class struggle will remain a necessary tool in order to avoid or overcome conflicts between unprogressive relations of production and the character of the productive forces.

The use of economic laws has always and everywhere particular backgrounds of class interests in a class society , even in the socialist world economy in which the dictatorship of the world proletariat prevails.

 

The world proletariat is the most progressive class, the standard bearer of mastering economic laws in the interest of the world community.
However, the dying classes with the world bourgeoisie at the head will try to oppose and to resist all developments of world socialism, namely as long as their remains have not disappeared.

The class struggle in the conditions of world socialism is uncomparable deeper in scope and focus than the class struggle in a former socialist country.

However, despite this increased intensity of international class struggle, the world bourgeoisie has not the means and opportunities to withdraw and regenerate somewhere.

 

In a completely socialist world there are no more capitalist areas of retreat !


The world proletariat is determined and vigilant to protect its global class-dictatorship!

 

In the course of development of world socialism, class distinctions will gradually disappear on a global scale. The world production will be concentrated in the hands of a vast association and the public power will lose its political character.

Actually, political power is the organized power of one class for oppressing another.

If the proletariat unites to an international class in the struggle against the world bourgeoisie, if the world proletariat becomes the ruling class by means of the victory of the socialist world revolution, if the world proletariat has violently destroyed the old relations of production of world capitalism, then after having mastered the whole epoch between capitalism and communism (in the long term), the world proletariat will finally abolish all relations of productions which were basis for its own existence as a class, then the world proletariat will abolish its own dictatorship, its own existence as a class - to pave the way for relations of productions in a classless world community .

 

In place of the old bourgeois society, with its classes and class antagonisms, now enters a world association in which the free development of each individual is the condition for the free development of all the inhabitants of the earth

- world communism !
