The world proletariat has no other weapon than the own independent proletarian world organizations - which are guided by the Comintern (SH) :

for the liberation from world capitalism, for seizing political world power, for establishing the global proletarian dictatorship, for constructing world socialism, and for creating the classless society of world communism.

 

 

5 Guide lines

for the Solution of the Organizational Question of the Comintern (SH)

 

1.

- Learning from all the treasures of the historical development of proletarian organisation and Bolshevik organisational principles, first of all the organizational treasures of the 5 Classics of Marxism-Leninismus in general, and that of the CPSU (B), the PLA, and of the Comintern, in particular.

 

2.

- Equip the Comintern (SH) with new advanced and further developed organisational weapons for both the imminent organizing of class struggle and our organisational perspectives of the world socialist revolution.

 

3.

- Struggle against the double-strategy of open and hidden bourgeois-revisionist attempts of infiltrating, splitting, degenerating and liquidating our revolutionary organisations.

- Struggle against all revisionist and opportunist falsifications of the organisational question of Stalinism-Hoxhaism.

 

4.

- Master the further developed Stalinist-Hoxhaist theory on the global proletarian organisation in practice.

Stalinism – Hoxhaism in the question of organisation is the theory and tactics of organizing the world proletarian revolution, in general, and the theory and tactics of organising the world dictatorship of the proletariat, in particular.

 

5.

- Implementation of the different organizational tasks of construction of the Comintern (SH) and her Sections according to the different stages of party-building. In the current stage we cannot copy unmodified the organizational instructions of the Comintern which were valid on the stage of party building, namely forming Bolshevik organizations with mass character. We are in the first stage of party-building - as determined by the lessons of comrade Stalin:

The new type of Stalinist – Hoxhaist organisations is of

world Bolshevist type

 

The world proletariat has no other weapon in the struggle for world power than its world organization, that combines and centralizes the fighting units of all countries.

In a globalized world there can be only one globally centralized party of the proletariat which fights in every country of the world for the same goal of communism, namely by means of her Sections. The old type of national Bolshevik parties have made way for

our new Stalinist-Hoxhaist world party:

One world proletariat - one proletarian world party, the Comintern (SH).

One proletariat in every single country - one Section of the Comintern (SH) in every single country.

The new type of Stalinist – Hoxhaist organisations is a world Bolshevist type

- organised by the world proletariat to unite and lead the struggle of the proletarian divisions in all countries with the common goal to overthrow the world bourgeoisie, to establish the world dictatorship of the proletariat and to create global socialism.

The highest form of the world proletarian class organisation is the Stalinist - Hoxhaist World Party. As the highest form of class-organization the Communist International determines the general political line and its application through achievement of uniformity of global leadership.

The Sections of the Comintern (SH) are the conscious bearer of the Stalinist-Hoxhaist class movement of the proletariat in their country.

The world proletariat needs the unity of its national detachments.

This unity of the world proletariat is only possible with a single world organization; whose decisions all the Sections do carry out, to the best knowledge and belief. Advise about a question; express different opinions; listening the views of the majority by all organized sections; determined bring this view in a decision; express conscientiously carry out this decision - this is known all over the world as real unity of struggle. And such a unity is infinitely precious, infinitely important for the world proletariat. Separated, isolated, split in the countries, all so called 'independence' of the former Communist parties brings nothing in a globalized world. Together the proletarians of all countries are everything and have everything if they organize in Sections of the world party!

The continuation of the history of the Comintern is an important step for the victory of the socialist world revolution and socialism on a world scale, namely a victory in the fight for the elimination of the inevitability of the danger of its own bourgeois degeneracy and repeated dissolution. This danger exists as long as imperialism dominates the world.

Nobody in the world has been fighting for the re-establishment and reconstruction of the Comintern of Lenin and Stalin so thoroughly, as the Comintern (SH).

Not until the turn of the millennium, 57 years after its dissolution in 1943, the Communist International was re-established - exactly on December 31, 2000.

This foundation of the Comintern (SH) is an event of great historical importance. From that day on the great work of the Comintern had been continued actively and honorably.

The Comintern (SH) was founded because the Comintern history teaches that the world proletariat can not be victorious without its world party. Without revolutionary leadership of a Bolshevik world organisation, the matter of the world-proletarian revolution is doomed to failure.

Only a party of a new type of Stalinism-Hoxhaism is functioning under the present conditions of globalization, to lead the world proletariat in the decisive battles against the global power of the world bourgeoisie, and to eliminate the danger of the inevitability of its own bourgeois degeneracy. The Stalinist-Hoxhaist party of new type is not an umbrella organization of seperate, independent Communist Parties of individual countries (as it was the case with the Comintern), but a unique, one and only monolithic Bolshevik world party - equipped with its own global system of democratic centralism and global party structure (from the party cell to the ECCI).

Our party-banner - "hammer, sickle and rifle" - demonstrates not only the continuity in the further perfecting of the invincible communist ideology, but also the resoluteness in eliminating the possible risk of the destruction of the Comintern, and last not least, it is an expression of over 150 years vitality and life force of the tradition of the communist movement.

The Stalinist-Hoxhaist world movement was born out of the struggle against the neo-revisionism. The Neo-Revisionists operate under the guise of "Marxism-Leninism" and "anti-revisionism" for the restoration of modern revisionism. The victory of the old glorious Marxist-Leninist World Movement of Comrade Enver Hoxha can only be defended and successfully be continued by defeating the neo-revisionism, thus by the global destruction of various poly-centrist camps and centers of the neo-revisionists.

The Stalinist-Hoxhaist World Movement is the communist world movement of the 5 Classics of Marxism-Leninism: Marx - Engels - Lenin - Stalin - Enver Hoxha.

The Stalinist-Hoxhaist movement is the globally centralized and coordinated movement of the proletarian fight-detachments of countries on all continents for the victory of the rule of the world proletariat on a world scale.

We call the today's Stalinist-Hoxhaist world movement the most conscious and the most revolutionary movement for the global socialist transformation of society, that is the only real movement which globally terminates and eliminates the present condition of the world capitalist system.

The Stalinist-Hoxhaist world movement is a chain-link and current result within the history of Bolshevization of the world communist movement.

To study the history of the world revolution in its various stages and from its inception until today, we need to follow up the course of the main front line of the historic struggle of the antagonist classes on a global scale. In particular, we need to examine the historical global relations of classes in terms of their attitude toward the world socialist revolution. We must study the historical development of the relationship between revolution and counter-revolution on a world scale and have to extract its inner principles. Most important here is the elaboration of the law of development of the world camp of the proletarian class face to face with the world camp of the bourgeoisie - that it its international history, its trend of further globalization, in present and future. After all, it is the special long-term objective of the world communist movement to eliminate the inevitability of class struggle between these two world camps, and in general, the global abolition of the class society.

The First International was the international organization of the world proletariat in the pre-imperialist stage of capitalism.

The Second International was the organization of the world proletariat in the beginning of the imperialist era, before the First World War and before the establishment of the first proletarian state.

The Comintern was the organization of the world proletariat in the period of socialism in "one" country.

The Cominform was the organization of the world proletariat in the period of the emergence of the Stalinist world camp.

The Comintern (SH) is the organization of the world proletariat in the period of the revolutionary transition from world capitalism to world socialism, and from world socialism to world communism. 

What is the dialectical-historical principle of the permanent renewal and advancement of the proletarian world-party ?

Karl Marx defined this iron principle as follows:

"Thus, instead of dying out, the International did only pass from its first period of incubation to a higher one where its already original tendencies have in part become realities. In the course of its progressive development, it will yet have to undergo many a change, before the last chapter of its history can be written." [ Karl Marx: "Mr. George Howell’s History of the International Working-Men’s Association", in: Karl Marx/Friedrich Engels, Volume 19, page 147, German edition. - , 1878]

"The Communist International had not ceased to exist and it will not cease to exist" (Lenin ).

"The International is indestructible, because the world proletarian revolution is indestructible." [ Comintern (SH) ]

.At the time of foundation of the Comintern (SH), there was neither a revolutionary world center under the dictatorship of the proletariat, nor a Comintern - supported by communist parties, and even not a single genuine Marxist-Leninist party. There were still only weak remainders of the former Hoxhaist Parties.

By the supremacy of world capitalism, the communist world movement entered completely into a new situation. In the course of the globalization of the conditions of the class warfare, there was the necessity of the creation of new globalized organizations of class struggle of the world proletariat.

We are thus entering the period of the prevailing globalization of communist organizations, the globalization of the world communist movement, a new phase of the global preparation of world socialist revolution. The times, in which the single communist parties of the countries had dominated in the communist world movement are gone forever. In the coming period of the socialist world revolution, in the period of the world socialism, the world proletariat needs a new type of global communist organisations and movements. These global communist organisations will determine the future appearance of the communist world movement.

The world proletariat is becoming a globalized class not only because of its increasing world wide unification, but also because of its growing world socialist consciousness.
Only the Stalinist-Hoxhaist world proletariat is a revolutionary proletariat that recognizes its class tasks, namely, the overthrow of the world bourgeoisie by the world socialist revolution and the establishment of the armed dictatorship of the world proletariat.
Anyone who, today, denies the necessity of the Communist International and her Sections and clings to the old national party type of the Communist Party or to non-party organizations of revolutionism, represents the position of the bourgeoisie, which propagates the necessity of the non-partyness of the proletariat. To renounce the party of the world proletariat corresponds to the bourgeois conception of non-partyness and is incompatible with the views of the world proletariat, namely to build up its own Stalinist-Hoxhaist world party.

Down with the bourgeois-revisionist conception of non-partyness of the world proletariat !

Down with Dimitrovism which justified the dissolution of the Comintern with the thesis of autonomy of national parties !

The definition of Dimitrovism in the organizational question is the non-partyness of the world proletariat which was later maintained and further developed by the nationalist parties of modern revisionism.

The revisionists of all hues, inclusively the neo-revisionists, are declared enemies of the Stalinist-Hoxhaist formation of the world party of the proletariat.

The Communist International (Stalinist-Hoxhaists) is not only the sum of her Sections of the countries. The Comintern (SH) is leading a global system of Bolshevist organisations, their unification in all forms as a united whole. The Comintern (SH) is the highest but not the only class-organization of the world proletariat. All the global organisations serve the world proletariat in this way or other. As the highest form of class-organization the Comintern (SH) determines the general political line and its application through achievement of uniformity of global leadership. The political leadership of the Comintern (SH) spans all forms of the organizations of the world proletariat. The Comintern (SH) is the most important and central instrument of the Stalinist-Hoxhaist World Movement.

The organizational principle of globalized class struggle is the

democratic centralism:

centralize the struggle from top to bottom as well as democratize the struggle from bottom to top;

centralize the struggle from the top of the world down to the bottom of the country, as well as democratize the struggle from bottom of the country to the top of the world. 

Without the strength and flexibility of the class struggle on a national stage the struggle of the World Movement would become powerless and motionless on a global stage. To prevent this from happening, the forces and movements of all national detachments must be brought into conformity with the strength and movement on a global stage.

On the one hand the manifold Stalinist-Hoxhaist Movements in the countries get together to form its whole consistent unity of the world movement. On the other hand the Stalinist-Hoxhaist World Party centralizes the unification processes of the countries' movements. Both sides must be necessarily coordinated in harmony. This way, the world revolutionary movement unfolds its highest potency for the required clout against the world bourgeoisie in general, and against the bourgeoisie in the countries in particular. That is the mode of action, the nature of the functionality of the Stalinist-Hoxhaist World Movement.

Without this complete mode of operation between parts and whole, neither a victory of the socialist world revolution, nor a victory of the socialist revolution in a country will be possible and releasable. The Law of the Stalinist-Hoxhaist unity shows that the unification of the proletariat, the enforcement of its revolutionary interests in each country with the unification of the world proletariat and the enforcement of its total global interests match, definitely.

Universality and versatility of the world socialist revolution, which is expressed by the variety and manifoldness of the socialist revolution in each country, is the typical approach and manifestation of the power of their unified, coordinated action as a whole, is actually the physiognomy of the global revolutionary process of today's world proletarian class-struggle.

Only by means of the construction of the world party of Bolshevist type we will succeed in our dedicated work for the development of the Stalinist-Hoxhaist World Movement, the world revolutionary struggle of the world proletariat, by supporting (by propaganda, by moral and material support) just such a struggle, - and only such a line - by the proletariat in all countries - without exception.

Conditions of Admission to

the Communist International

(Stalinist-Hoxhaists)

 

 

Comintern (SH) - "Codex of collectivism”

 

Member of the Comintern (SH) can be every communist all over the world who dedicates his/her life in words and deeds to the revolutionary liberation and emancipation of the world proletariat, who actively supports the political-ideological line of the Comintern (SH)

[both locally and globally] , who takes actively part in the class-struggle of the Comintern (SH) - [also in financial regard], and who acts unconditionally according to all the rules, directives and decisions of the Comintern (SH).

Strict periodicity for dialogue between all members of Comintern (SH) is to be established and guaranteed. Every member of the Comintern (SH) has the right to be informed about the inner life of the Comintern (SH), to say freely his/her opinion and to take actively part in decision-making and has simultaneously the duty of giving report on the work for which he/she is responsible. The Bolshevist principle of criticism and self-criticism and mutual control is indispensable for the strengthening of the Comintern (SH), in general, and that of the individual comrades, in particular. Every member of the Comintern (SH) maintains the maximum discipline and responsibility in work. Each comrade of the Comintern (SH) is an exemplary example of high conscious and heroic work!

Everything we do, serves the world proletariat and therefore we take over fully joint responsibility to the revolutionary matter of the world proletariat, for both the positive and negative results of our work. We conduct ourselves in solidarity with each other, as models of genuine proletarian internationalists. We are all together guided by the teachings of the five classics of Marxism-Leninism and we educate and support each other in their spirit.

The Comintern (SH) does not accept hierarchy in our ranks. We neither accept "big" nor "small" comrades, neither "guided" nor "leading" comrades. All comrades in the Comintern (SH) are equal, independent of each other, each to its ultimate consequences in solidarity with the great cause of the proletarian, socialist world revolution. We provide each other mutual aid and assistance, we advise each other and work together, coordinate our thoughts and actions to achieve our common goal. We should prove the boundless fidelity to ideas of Marxism-Leninism and ideas of Communism.

Each comrade should try to help the other comrades to improve their work and to correct their mistakes; however, each comrade should also be fully prepared to accept criticisms and corrections coming from the other members of the Comintern (SH).

In this way, comrades will assist each other (indeed, even during the process of work, the comrades should put forward proposals relatively to the work of the others and if one of them finds some sources or materials which can be useful to aid the other participating comrades, he should not hesitate about telling them). Only after this period of mutual criticisms, self-criticisms and corrections, the comrades should present their work to the other members of the Comintern (SH) which did not take direct part in its elaboration. And, once more, the work will be subjected to the criticisms and corrections of these other members of the Comintern. Therefore, before being published, articles will be examined, criticized, analyzed and corrected by all comrades of the Comintern.

This strategy has the advantage of permitting that all members can exercise mutual revolutionary vigilance over the works and activities of the other comrades. This is very useful because we live in a bourgeois-capitalist world, we are constantly subjected to anticommunist ideology and that can cause us to commit mistakes and to suffer deviations from genuine Marxist-Leninist-Stalinist-Hoxhaist ideological principles, even if we do this unwittingly and unconsciously. It can happen that, in a bilateral contact, some errors go unnoticed. But this is much more difficult to occur if all comrades analyze and criticize a determined work in an authentically communist manner.

This also permits that every task accomplished by the Comintern will be always a collective work, it will be authored by all comrades because all of them, without exception, contributed to its fulfillment.

The principles of democratic centralism, the norms and rules of the sections of the Comintern (SH) are based on internationalist proletarian collectivism. They are discussed and decided collectively , apply uniformly to all and they are all equally authentic and obligatory. Each section is not only responsible for its own work but moreover for the work of the other sections and the whole Comintern (SH). Everything, the section is doing serves the world proletariat and therefore each section takes over fully joint responsibility to the revolutionary matter of the world proletariat, for both the positive and negative results of our common work. The sections conduct themselves in solidarity with each other, as models of genuine proletarian internationalist sections. We are all together guided by the teachings of the five classics of Marxism-Leninism and we educate and support each other in their spirit.

This is and remains a firm bond that binds the sections inseparable. Our collective energy of proletarian internationalism which we share is the inexhaustible source for the successful development and the further strengthening of the Comintern (SH). The Comintern (SH) does not accept hierachy in our ranks. We neither accept "big" nor "small" sections, neither "guided" nor "leading" sections. All sections within the Comintern (SH) are equal, independent of each other, each to its ultimate consequences in solidarity with the great cause of the proletarian, socialist world revolution. The sections provide each other mutual aid and assistance, we advise each other and work together, coordinate our thoughts and actions to achieve our common goal. We will always and everywhere be inspired and guided by the teachings of the five classics of Marxism-Leninism.

 

 

How to win new members of the Comintern (SH) and how to recruit them as leading cadres ?

 

How did Lenin tackle this question?

Lenin wrote in "What is to be done?":

“The fact is that society produces very
many persons fit for “the cause”, but we are unable to make use of them all. The critical, transitional state of our movement in this respect may be formulated as follows: There are no people — yet there is a mass of people. There is a mass of people, because the working class and increasingly varied social strata, year after year, produce from their ranks an increasing number of discontented people who desire to protest, who are ready to render all the assistance they can in the struggle against absolutism, the intolerableness of which, though not yet recognised by all, is more and more acutely sensed by increasing masses of the people. At the same time, we have no people, because we have no leaders, no political leaders, no talented organisers capable of arranging. extensive and at the same time uniform and harmonious work that would employ all forces, even the most inconsiderable". (Lenin, Collected Works, Volume 5, page 467-468, English edition)

“It is necessary to have a strong organisation of tried revolutionaries.” (page 469)

“Specialisation necessarily presupposes centralisation, and in turn imperatively calls for it.” (page 470)

Lenin wrote “that our very first and most pressing duty is to help to train working-class revolutionaries”. (page 470)

Attention, therefore, must be devoted principally to raising the workers to the level of revolutionaries; it is not at all our task to descend to the level of the “working masses” (page 470)
“As the spontaneous rise of their movement becomes broader and deeper, the working-class masses promote from their ranks not only an increasing number of talented agitators, but also talented organisers, propagandists, and “practical workers” in the best sense of the term (of whom there are so few among our intellectuals who, for the most part, in the Russian manner, are somewhat careless and sluggish in their habits). When we have forces of specially trained worker-revolutionaries who have gone through extensive preparation (and, of course, revolutionaries “of all arms of the service”), no political police in the world will then be able to contend with them, for these forces, boundlessly devoted to the revolution, will enjoy the boundless confidence of the widest masses of the workers.” (page 473)

  The teachings of Lenin now also gives us an exhaustive knowledge of attracting new members, the education of the revolutionaries, representatives of raising the ordinary workers to the level of revolutionaries. We must make full use of this teaching of Lenin and develop it in the direction of that in modern conditions, with regard to the biggest transnational monopolies, is destroyed any national borders for our activities to attract people to our ranks from among the workers of the monopolies themselves. How, then, during the preparation and conduct of the October Revolution, the Russian Bolsheviks joined the ranks of his party from the ranks of the advanced workers themselves of large industrial enterprises, and we must now bring them out of the largest industrial multinationals, which are the multinational monopolies. Until now, we did not limit the issue is industrial monopolies. We must clearly make our heavily on workers' representatives of the world's largest monopoly, should put them at the head of our movement, led by the World Socialist Revolution! That was our weakness so far and we have this weakness to turn our inexhaustible strength as the world capital entirely rests primarily on the global monopolies. In fact, the destruction of the whole world capitalism possibly by the beginning of its destruction from global monopolies, and the workers of monopolies at this great historical work should act as the main driving force, as the main subject of the future of World Socialist Revolution. Our work in this direction will give us new members, will give the world new revolutionary workers and expand the theoretical and practical limits of our work. The Comintern (SH) serves primarily the interests of the world's industrial workers, because they have to make a vanguard of the future World Revolution, and only then, we reinforced and supplemented by industrial workers, revolutionaries can accelerate to high speeds, the locomotive of the World Revolution. Without that we can not gain sufficient revolutionary force, and holding the World Socialist Revolution will require the mobilization of such a large number of forces that is unique in all of human history. And the main components of this force can act only global industrial workers! Of course, for them will be also representatives of the peasantry, which until the end of the active phase of the world revolution will remain a national scale, but because today we can see also a partial conversion to the monopoly of the world agricultural system as a whole (by monopolizing sales of agricultural products, as well as genetic modification basic agricultural products in order to obtain the rights to their "intellectual property" and, therefore, crop and yield spreads!), then in the near future will be able to also try to get started with the work of these companies, which can be described as "global monopoly" in agriculture area. But, in any case, as the vanguard, we must always and in all circumstances to put the world's industrial workers of monopolies and keep it working directly with them! The issue is fully centralized, and does not depend solely on the actions of our individual Sections. It is the leading role of the world industrial workers on which the Comintern (SH) must implement in practice its main slogan in the era of globalization: "Workers, unite all countries!". Understanding this issue should be the cornerstone and the foundation for all our revolutionary work!

The Comintern (SH) must become the organization of world revolutionaries, surrounded by growing (communist) networks of sympathizers and supporters !
To prepare for the socialist world revolution, the Comintern (SH) must be equipped with a globally centralized headquarters of the world proletariat. That is impossible without creation of a central combat apparatus. This centralized apparatus must necessarily meet the standards of the illegal construction of the Bolshevik organization. The standards of illegality can be fulfilled only if they are implemented and monitored diligently. We need a special cadre , who organizes our illegal apparatus. This specialized comrade should study the concerning lessons of the 5 Classics of Marxism-Leninism and train all members in impementing illegal rules of the party. Re-foundation of the Cadre Schools of the Comintern of Lenin and Stalin


Without a certain amount of cadres, the Comintern (SH) can provide no international fight apparatus. That's why it is one of the currently important tasks of the construction of the Comintern (SH) to win, to select, to train and to steel suitable cadres.

The question of learning Marxism-Leninism we have to raise to a higher level.

New members - namely, they must be trained and to give at least the minimum exam on the basis of Marxism-Leninism and the teachings 5 ​​classics of Marxism. It is not easy, but without it, too, is impossible. Otherwise, we have already seen, and every time we face the opportunism at work with new members or sympathizers persons. It will also be useful for older members of the Comintern (SH), because without constant training and development of theoretical knowledge no one can be proud and honorable name of "Communist." In the matter of mastering deep knowledge of philosophical science of Marxism-Leninism, we must put very high requirements for the heads of the national Sections of the Comintern (SH), as from leaders on their preparedness in the theoretical and practical issues will vary depending Work all Sections. Allow as managers untrained people - it means to condemn the existence of the entire Section on the theoretical and practical setbacks and failures. And this is-we can not allow!

Training of cadres is a permanent essential task.

We have already created the largest communist Internet archive in the world. Taking our time for the recruitment and training of new cadres – that is the right path of strengthening our party building.

At the future stage of party building the Comintern (SH) gets more and more the character of a cadre organization.



Who gives us suitable cadres ?

 

There are no ready-made cadres. We must educate all of them by means of relying on our own forces.

At first, people are interested in what we are fighting for. They contact us and ask us questions. Some of them have already studied our literature archives, others have convinced themselves about the correctness of our goals, and again others write us that they accept our 21 rules of admission and apply for their membership's admission. And there are also such kind of comrades that we invite and encourage to become member of the Comintern (SH).
We ask applicants for their concise personal information, such as age, profession, place of residence (generally without precise details of street names and house numbers). And we ask them about their ideas, goals etc. In addition, we are interested in personal competence and suitability, which are essential for the determination of their new tasks. We also ask them how they think to support of the Comintern (SH) at best. With this keyword-like profile, we give these new comrades initially small and easily fulfilling tasks. For which tasks the new comrades will be suited best, we will know and determine only in the course of their practical party work and be able to. Preferably we select the best activists for the most responsible tasks.
Depending on how the new comrades will develop, we will also provide more sophisticated requirements. The suitable comrade to the suitable post - that is the general rule for the assignment of our cadres.

We learn from Stalin:

If the general line and the programmatic goals are already determined, then the organizational implementation decides everything, then the implementation by the cadres is decisive.

What does this mean in the current situation of our party-building?

We are in an intermediate phase. The work on our strategy and tactics are rather complete, however their implementation can not yet begin because of lack of cadres. To tackle with the problem of this intermediate phase, we must begin with the recruitment of cadres, without losing sight of completing our general-line and ideological-programmatic work.

Mind you, the party is not in the service of her cadres, but conversely, the cadres serve the Comintern (SH). The cadres serve the world proletariat, serve the exploited and oppressed masses. Will and action of the Comintern (SH) will be jointly determined by all the members and not only by the cadres. Cadre party does not mean subordination everything entirely under the cadres, but conversely, subordination of the cadres under the entire world party, under the interests of the world proletariat, under the interests of the masses of the world.

Under conditions of the ruling capitalist world, we Communists are only a drop in the ocean, expressing the overall interests of the international working class and the exploited masses. In world socialism we Communists transform us from drops into powerful ocean currents towards world communism. And in world communism only some regressive drops will remain in the ocean of the Communists.




What are the concrete current tasks for the new members of the Comintern (SH) ?



1.

They participate in updating our central organ "world revolution" and other key tasks of the Year-Plan. For the main purpose of the centralization of the party, we need executives who assume executive responsibilities for the headquarters. As a rule, the members will first develop in the Sections, and then later designed to take over global tasks, especially on the recommendation of the Sections.



2.

In the beginning, most of the new members support the Section, respectively begin to build a new Section in their own country.



3.

New members support building up various mass organizations of the Comintern (SH) - as YCI (SH), RILU, CWI (SH), etc.



4.

The new members participate in the common, global actions of the Comintern (SH) - such as the 1st May and other global activities which have been decided by the Comintern (SH) and its Sections.



5.

There are also "special orders" of the Comintern (SH) in “special cases”. These special orders are usually individual orders (or group orders) that are finished after fulfillment (for example regarding illegal tasks, raising funds, counterintelligence, procurement of weapons , illegal actions, etc.). These issues need to be solved without knowledge of the majority of members of the Comintern (SH) because of security reasons. Everybody should only know as much as one needs to fulfill such “special tasks”. It's about protecting our world party against attacks of the counterrevolution. And the less of these illegal duties will be known to the comrades, the safer it will be, both for the operative comrades as well as for the entire party.

Our cadres will learn to guide the class struggle, especially through participating actively in the class struggle. The best fighters are the ones who at best prove themselves in the class struggle, who gain valuable experience there, and who implement at best the instructions of the party.

Educating cadres, that is, to guide them, to support them, to control them and to correct them if necessary. Education includes mainly theoretical training, but also strengthening of collectivism and communist morality. The recognition of their valuable work for the party is of great importance for the motivation of the cadres. Nothing goes without commending the cadres for their valuable work.

Discipline of the cadres is based on their devotedness to the world proletariat, on communist conviction and on communist voluntariness.

The cadres must apply the principle of criticism and self-criticism. The entire party is responsible for care of the cadres, as well as the cadres care about the party. As true communists, cadres must master their own weaknesses, must work hard for their own personal development, must perfect their communist attitudes constantly.



General principle of the collective spirit of the cadres is this:

The most experienced cadres support the inexperienced cadres.

And the inexperienced cadres model themselves on the most experienced cadres. Experienced and inexperienced cadres form an indivisible unity in their common struggle for the party.

New cadres who live in countries where already exists a Sections, are trained directly by the Sections.

As long as this happens quite rarely, the headquarters will take care about new cadres in the beginning period. But in the course of development, when the influx of members to our Party increases, then the Sections must completely take over this task, for the relief of the headquarters. One day, the headquarters will just delegate those new members to the Sections who contacted the headquarters.

The majority of the new members will then be recruited within the country by the Sections themselves.
The Sections and the head office inform each other and work together on the issue of the cadres. If problems occur, they both care for their solutions collectively.

Basically, we only accept the best of the best. Again, only the best of the best !!

Namely not those who are “allegedly” the best, but only those who are actually the best. Wrong decisions about the selection of the best cadres could not only throw our work back for several years, but also threaten our very existence!

This question can only be decided after a period of probation. The selection is decided not solely on theoretical criteria, but also and above all with reference to reliable practical revolutionary work. Once again: Overhasty decisions on admission of members and wrong use of cadres threaten the very existence of our world party, and must therefore be avoided at all costs.

Our misjudgments resulted in the decision on the 21 criteria for admission in August 2015. These criteria of admission are only worth as much as they are absolutely correct applied and controlled in practice. Members of the Comintern (SH) are soldiers of the socialist world revolution. We act like communist soldiers and we are regarded by the world proletariat like soldiers of the socialist world revolution. We are not a discussion club. Those who do not meet these high criteria of world revolutionary soldiers, can not be a member of the Comintern (SH). It is the quality, not the quantity of members that counts in such an organization like the Comintern (SH). Those who replace quality of members through quantity of members, will ruin the Comintern (SH).

It is impossible to foresee the difference between suitable and not suitable members. Let's never forget that the majority of former members of the illegal KPD/ML in the social-fascist GDR (1975-1989) consisted of undercover agents from “STASI” (State Security Service) which caused the complete destruction of our illegal party.

In general, most of the applicants and aspirants will notbe suitable and we must sort them out without hesitation. We have the authority and we must execute our authority. This is our duty in the interest of the party, in the interest of the world proletariat, in the interest of the socialist world revolution.

We can not avoid admission of unsuitable members beforehand. However it would be an unforgivable mistake, if we let those members remain in the party after they proved to be unsuitable. Such mistakes march upon suicide of the party. Let's have always in mind that there is no absolute guarantee. Experiences of the whole communist world movement prove that infiltration of undercover agents cannot be absolutely excluded. There is never 100% achievable security of the party. The party can't help but permanently increase vigilance and security measures of all sorts. This is unavoidable. And therefore it is, at all times, also unavoidable to purify our party from those members who are more harmful than beneficial. These difficulties may not hinder us to open our doors for new proletarian members as wide as possible. As we can see, this problem must be regarded differentiated and handled attentively. We must do anything possible to reduce wrong estimations and decisions. Helpful is learning from concrete experiences of the 5 Classics of Marxism-Leninism, concerning this matter.


Not only in the current stage of construction of our world party, but for all times to guarantee the best recruitement of the best communist fighters of the world - that is always the first duty of the Comintern (SH).

At present, we consider ourselves as the core of the vanguard of the world proletariat, as masters of creating the best avant-garde of the world proletariat that has ever existed. The avant-garde is only as good as their cadres. If we want to be the best existing avant-garde then we must command the best cadres.



What are the characteristics of the best comrades of the best avant-garde of the world?


- The best comrades are not only the best theoretically pupils of the teachings of the 5 Classics of Marxism-Leninism, but also those who understand to implement their knowledge of the communist ideology in every situation of daily class struggle;

- The best comrades, are the most class-conscious comrades, are the most courageous fighters who are on the front lines, fighting on the barricades, who master even difficult situations, and who cope with all occurring difficulties;

- The best comrades are the ones who earn the confidence of the masses. The best comrades are deeply rooted among the masses;

- The best comrades indulge completely the revolutionary cause of the world proletariat, the world socialist revolution, not only in words but also in deeds;

- The best comrades are most loyal to the party, especially in the most difficult conditions under which the Comintern (SH) must struggle; when it comes to defending the existence of the Comintern (SH), then the best comrades struggle without cease until the danger is averted and dispelled.

- The best comrades behave properly towards the class and the masses in order to gain their trust, in order to secure their support;

- The best comrades show boundless self-sacrifice, tenacity, perseverance and heroism in the class struggle;

- The best comrades take personal responsibility for implementing the decisions of the Party. They perfectly combine collective spirit with selfless own initiative;

- The best comrades are loyal to the leadership of the party (not to be confused with non-critical behavior);

- The best comrades maintain a reliable, effective Bolshevik style of work and practice Bolshevik discipline, again and again, Bolshevik discipline

- The best comrades master honest criticism and self-criticism as an essential contribution for the strengthening of the Comintern (SH);

- The best comrades are extremely vigilant against the class enemy and occupy an irreconcilable attitude towards such lackeys, like the neo-revisionists, and all the opportunists of various trends and currents.

- The best comrades concentrate their vigilance for purifying our ranks from hostile elements. They detect possible deviations early, and they help the party in eliminating deviations;

- The best comrades are the best proletarian internationalists and in solidarity with all our members, with the workers, with the masses all over the world.

- The best comrades have the best communist morality.


Without such comrades, without such a vanguard, without such a red international shock brigade, the world proletariat will not establish its world party, the world proletariat can not be led to victory over the world bourgeoisie. The world proletariat needs better fighters than the counterrevolutionaries of the world bourgeoisie. How should we otherwise be able, to defeat them? Therefore, the Comintern (SH) must be the best cadre party of the best world revolutionaries.



What is the vanguard of the world proletariat?

The vanguard of the world proletariat is the highest form of class association of the globalized proletarians of all countries.




What is the force of the vanguard of the world proletariat?

The force of the vanguard of the world proletariat is characterized by the ability to unite and centralize the best revolutionary proletarians of all countries, by the ability to guide the proletarians globally in the struggle against the globalized class enemy.


From where receives the vanguard of the world proletariat its strength?

The vanguard of the world proletariat derives its power from the mass organizations of the proletarians of all countries, from the mass organizations of the Comintern (SH).


How leads the vanguard the world proletariat to the victory of the socialist world revolution?


With the vanguard alone, the world proletariat can not be victorious.
The vanguard, alone, can not lead the world proletariat to the socialist world revolution. This requires transmission belts between the Comintern (SH) and world proletariat, and then transmission belts between the world proletariat and all the oppressed and exploited masses around the world.

The socialist world revolution requires the leadership of the Comintern (SH), plus the guidance through the mass organizations of the world proletariat, plus the mobilization of the mass organizations of the world proletariat, plus the execution of the socialist world revolution by the exploited and oppressed masses all over the world. The organization of the socialist world revolution is therefore characterized by a whole series of transitions, which are all interlinked in a global revolutionary movement.
The importance of the vanguard of the world proletariat consists precisely in assessing realistically the will, the condition and the stage of consciousness of the class and then the masses assess before the socialist world revolution can be performed successfully.

In short, the avant-garde must take into account the exact stage of development of the subjective factor of the socialist world revolution. If the subjective factor is not yet mature enough, and if the Comintern (SH) ignores the subjective factor, then the socialist world revolution will inevitably suffer defeat. On the other hand, if the subjective factor is fully matured and if we miss the most appropriate point of time to get ready for the outbreak of the socialist world revolution, then this would also lead to the defeat. It is the most important historical task of the vanguard to determine the exact time of the beginning of the socialist world revolution.



What is the main task of the vanguard of the world proletariat?

The main task of the vanguard of the world proletariat is, generally, to create the most favorable conditions for the maturing of the subjective factor of the world socialist revolution. In short: first of all to convince a revolutionary minority of the world proletariat, then to convince the entire world proletariat and finally to convince the broad masses of the necessity of the socialist world revolution.

The main task of the vanguard of the world proletariat is, in particular, to summarize the class struggle of the mass organizations of the proletarians of all countries globally and to steer towards the goal of world socialist revolution.

There is no other alternative for the avant-garde, to lead the proletariat victoriously to its world power and to the establishment of world socialism.

Only the Comintern (SH) can play the role of the leader of the liberation struggle of the world proletariat. Only the Comintern (SH) can take the lead for the establishment of the system of the dictatorship of the world proletariat.

Stalinism-Hoxhaism educates the vanguard of the world proletariat by means of education of the cadres. The cadres are organizors, teachers and conductors of all the exploited toilers in the global battles against the world bourgeoisie.

Comrades,

each of us must know that the class struggles increase dramatically in the conditions of economical and political world crisis. Consequently, the Comintern (SH) has to reckon with increased pressure of the world bourgeoisie. We must be ready for the toughest conditions and to take the necessary measures.

How can this be achieved, without having the necessary cadres and reserves at our disposal ? We need comrades who are ready and able to take these indispensable tasks for the protection of the party.

As we can see, we need new cadres not only in future but now ! This urgent task can be postponed, especially not under the conditions of the dramatic escalation of the world crisis, world war danger and fascization of the capitalist world system [which will not leave the Comintern (SH) untouched.]

The day is approaching when the ideological weapon of criticism will be transformed into critical weapons of revolutionary upheavals. Armed forces of the world proletariat can not take action without building mass organizations of struggle beforehand. The creation of such organizations is absolutely undeniable, if we do not want to pay lip service to the world revolution. And to renounce the recruitment of new cadres is nothing else but a lip service to the world revolution.


In the present situation we are faced with the weakness of the number of members. Therefore, the activities of the Comintern (SH) can not be unfolded in all areas simultaneously. That is why the Comintern (SH) must concentrate on her main task, namely the creation of the vanguard of the world proletariat, primarily by means of our communist propaganda and agitation on the Internet and on the street, and without losing sight of our task of the direct recruitment of the workers in the factories. With a larger number of members we will begin with our systematic work in the trade unions and factories.

Some workers can ultimately only be convinced by our activities in the street and at the working place. So words and deeds must match. Only with beautiful (rrr.. revolutionary) phrases we can convince anyone. We may not hide ourselves behind words if we are a genuine fighting organisation. For short: revolutionary ideas cannot substitute revolutionary deeds. Word and deed of communists must always match, independently of the number of members, independently of the weakness or strength of a communist organisation. Therefore, at least in nearest future, the Comintern (SH) must not fail to participate in street actions and strikes, for attracting the vanguard of the world proletariat.

Focus on the main task does not mean to neglect minor tasks or even ignore. To this end, always a minimum of reserves and resources must be provided. We can not send to all fronts simultaneously our best cadres. We cannot burden them with too many tasks only because of lack of forces. Cadres must not be misused by overloadings or even be burnt out. They must not be inundated with party work. We must treat the cadres carefully and considerately. The aim of the training of the cadres is ultimately preparing them for their role as leaders of the Comintern (SH) and their organizations, as leaders of mass struggles, as leaders of the socialist world revolution.

The conditions and requirements for the use of cadres are not the same in every country. Here the concentration and distribution of all forces of the Sections play an important role through a centrally run lead. Primarily, it is the consideration of the overall interests of the whole world proletariat which decides on the distribution of the cadres both on the world scale and in every country. Every Section arranges the distribution of the cadres in agreement with the central leadership of the party, respectively with other Sections, namely in case if mutual cooperation among Sections are needed.

The Sections are part of the Comintern (SH), which fulfill their tasks in their respective country in accordance with the global tasks of the Comintern (SH). No centralized activity of the world party is possible, if the Sections are not centrally united and coordinated to participate in global activities.

The world proletariat must be able to carry out own global actions at every time, in every situation and under every circumstances.

It is therefore the common task of the Sections and the leading center of the Komintern (SH) to equip the world proletariat with all organizational instruments which are needed to achieve the optimum of global manoeuvrability of the proletariat. On the issue of globally organized activities, the world proletariat expects from the Comintern (SH) highest ability of interaction between the central bureau and the Sections. Every discrepancy between the Comintern (SH) and her Sections endangers the global actionability of the world proletariat. The fight against autonomism of the Sections is not only a question of principle, but also a result of the negative experiences of the history of the international class struggle. Without subordination of the Sections under the central leadership, the Comintern (SH) will be unable to lead the proletarian class to world power.
The uniform centralized leadership of the Comintern (SH) is a basic principle of the world party of Bolshevik type. The organizational principles of world Bolshevism require the unconditional subordination of the Sections and all the other organizations under the central overall leadership of the world party. Only by means of democratic centralism, the unification of will and deed of the party and then of the whole world proletariat can be guaranteed. Without this centralist Bolshevik principle, the Comintern (SH) can not unfold her global fighting capacity - can the decisive battles for the dictatorship of the world proletariat not be won.

It is the task of the central leadership to evaluate information from the Sections about their current situation. Based on this information, based on the experiences and results of the Year-Plan, the Comintern (SH) examines the main issues, organizes their discussion and decides on their common solution. To fulfill the tasks, the existing forces must be properly assessed and distributed. To achieve the jointly desired annual target, the central leadership distributes the commonly decided tasks, supports the Sections in organizing their tasks, practices criticism and self-criticism in case if needed, controls the correct implementation of tasks and makes corrections if necessary.

Comrades!

Only on the basis of a genuine cadre organization can the Comintern (SH) be developed to a genuine mass party.

Only as a mass party we will be able to lead the world proletariat to the victory of the socialist world revolution.

With this long-term objective, we will educate our cadres as leaders of the class and then as leaders of the masses.
We can not foresee, how long time we will need to achieve this aim. This depends on many objective and subjective factors, but in the end it will depend on ourselves. Whether in 10, 20, 30 or 50 years, no matter how long it will last, crucial is that the mass party is based on the strong cadre party, and that's why we need new strong cadres.
Either we solve the problem of the cadres or we will never reach the goal of world communism.
We are genuine communists! And that's the guarantee that we reach our goal.

We will accomplish it in spite of all hindrances and difficulties, if not our generation, yet certainly the future generations of communists.

The better we Communists fight today, all the easier the communist fighters have it who will follow us.

The final word on the organizational question has Comrade Stalin:

"Some people think that it is sufficient to draw up a correct Party line, proclaim it for all to hear, state it in the form of general theses and resolutions, and have it voted for unanimously, for victory to come of itself, automatically, as it were. That, of course, is wrong. It is a gross delusion. Only incorrigible bureaucrats and red-tapists can think so. As a matter of fact, these successes and victories did not come automatically, but as the result of a fierce struggle for the application of the Party line. Victory never comes of itself— it is usually won by effort. Good resolutions and declarations in favour of the general line of the Party are only a beginning; they merely express the desire for victory, but not the victory itself. After the correct line has been laid down, after a correct solution of the problem has been found, success depends on how the work is organised; on the organisation of the struggle for carrying out the Party line; on the proper selection of personnel; on checking upon the fulfilment of the decisions of the leading bodies. Other wise the correct line of the Party and the correct solutions are in danger of being seriously prejudiced. More than that, after the correct political line has been laid down, organisational work decides everything, including the fate of the political line itself, its success or failure. The releationship

between the Comintern (SH) and her Sections

 

The strengthening of the Sections is indispensable for the strenghtening of the Comintern (SH).

All our Sections know very well their important role for fulfilling the revolutionary mission of the world proletariat and its vanguard of which the Sections are a part.

All the more it is very important to answer the practical question about the minimum requirements for the foundation of a new Section and for upholding its existence [ not to mention its necessary strenghtening and growing as the only guarantee for the prospering of the Comintern (SH) as a whole ].

Sections must primarily serve the revolutionary matter of the world proletariat and the strengthening of its world party - the Comintern (SH), in general, and especially in their own country.

The preparation, creation and development of our Sections is essentially and exceptionally based on our correct application of the theory, principles and rules of Bolshevist partybuilding.

The party-building of the World party requires highest standard of rules and principles of Bolshevist party-building in general.

And in particular, the type of the party-building of the Bolshevist world party is different from every other type of Bolshevist party-building:

The upbuilding of the Comintern (SH) as the central head quarter of the world proletariat must be dialectically combined and be brought into accordance with the upbuilding of the Sections as the Comintern' s detachments and head quarters of the proletariat in the countries.

Every interruption, every error and mistake, every failure and delay of the necessary combination and harmonization of these two inseparable elements of the party-building of the Bolshevist world party (central head quarter and Sections' head quarter) can lead to complications, to weaknesses, and in the worst case to the total liquidation of the Communist International, and thus to the defeat of the world proletariat in its struggle for getting rid of world capitalism and for establishing its global dictatorship.

How do we define the "self-dependence" of the party-building of the Sections ?

The word "Section" is defined as an inseparable, immanent part of the Communist International. Consequently, the self-independence of the Section is defined as part of the self-independence of the world party.

The self-independence of the party-building of the Sections is needed for building up the Comintern (SH) in their own countries, in general, and in taking part in the global partybuilding, in particular. This is in accordance with the self-independence of the proletariat in single countries which strengthens the self-independence of the world proletariat.

The self-independence of the world party is needed for its global party-building in general, and for building up its Sections, in particular - according to the self-independence of the world proletariat.

The self-independence of the proletariat of the countries is part of the self-independence of the world proletariat.

There is no self-independence of the Comintern (SH) without the self-independence of the Sections. And vice versa, there is no self-independence of the Sections without the selfindependence of the Comintern (SH). Both form an inseparable unit.

The relationship between the self-independence of the party building of the Comintern (SH) and that of its Sections is generally defined by the Bolshevist rules and norms of democratic centralism.

The democratic centralism of the World party requires highest standard of rules and principles of democratic centralism in general.

And in particular, the type of the democratic centralism of the Bolshevist world party is different from every other type of Bolshevist democratic centralism:

The democratic centralism of the Comintern (SH) as the central head quarter of the world proletariat must be dialectically combined and be brought into accordance with the democratic centralism of the Sections as the Comintern' s detachments of the proletariat in the countries.

Centralism is the crucial principle of the Bolshevik world party. However, strict centralism of the Comintern (SH) does not exclude or replace the own initiative, the own democratic centralism of the Sections. In the contrary, the one requires the other.

The democratic centralism of the Sections is immanent and inseparable part of the democratic centralism of the world party. There is no Chinese wall between the democratic centralism of the Comintern (SH) and that of its Sections.

There is no democratic centralism of the Comintern (SH) without the democratic centralism of the Sections. And vice versa, there is no democratic centralism of the Sections without the democratic centralism of the Comintern (SH).

Every interruption, every error and mistake, every failure and delay of the necessary combination and harmonization of these two inseparable elements of the democratic centralism of the Bolshevist world party can lead to complications, to weaknesses, and in the worst case to the total liquidation of the Communist International, and thus to the defeat of the world proletariat in its struggle for getting rid of world capitalism and for establishing its global dictatorship.

Just as the proletariat in a single country is an inseparable part of the world proletariat, so are the Sections inseparable part of the Comintern (SH). We strengthen our global unity not only ideologically but consequently also organizationally.

 

 

Who is a Section of the Comintern (SH) ?

 

The Sections are the representatives of the Comintern (SH) in their own countries and fight in their particular situation.

The revolution in every country is indivisible part of the world revolution. The Section is therefore indivisible part of the world party.

The Comintern (SH) has its Sections who act independently and self-reliant in their own country in accordance with all the other Sections and in accordance with the Comintern (SH) as a whole world party. Every Section proudly joins the world proletarian army of the revolution ! The enemy in every country has become a global enemy and therefore we must organize ourselves globally if we want to overthrow world capitalism inclusively the capitalism in our own country.

Fraternal trust and unity are gradually being restored among the communists of different countries by means of the cooperation of the Sections of the Comintern (SH).

This in turn, will create conditions for united revolutionary actions by the workers of different countries.

Only such actions - organized by the world party and its Sections - can guarantee the most systematic development and the most likely success of the world socialist revolution.

That is the essence of the organizational question of the Sections of the Comintern (SH).

In the first period of the Bolshevist party-building, the Comintern (SH) is the driving force for the Bolshevist party-building of the Sections. In the advanced period of the partybuilding of the world party, the party-building of the Sections will become the decisive driving force of the further development of the whole Comintern (SH).



 

What are the criteria for the foundation of a new Section of the Comintern (SH) ?

 

1.

There is no Section of the Comintern (SH) which is not guided by the lessons of the 5 Classics of Marxism-Leninism.

The first and formost criterion for the foundation of a new Section is the total clearness and guidance by the lessons of the 5 Classics of Marxism-Leninism.

The foundation of the Comintern (SH) was based on the 5 Classics of Marxism-Leninism and this concerns automatically also to the foundation of the Sections of the Comintern (SH).

The Comintern (SH dictates imperatively and without exception the complete break with neo-revisionism as well as the complete break with any centrist position towards the neorevisionists as a precondition for the foundation of a new Section of the Comintern (SH).

The 5 Classics of Marxism-Leninism are our incontrovertible demarcation-line from any other comrades, groups and organizations, and superior criterion for founding a Section of the Comintern (SH).

One of the basic and indispensable tasks of every Section is the unconditioned, permanent and actual propagation of the Comintern (SH), its ideas, its theoretical documents , its central organ ... including statements etc. - namely translated in the native language.

This concerns also to the obligatory participation of every Section in central actions of the Comintern (SH).

Every Section supports the propaganda and actions of all the other Sections.

Vice versa, the Comintern (SH) and the other Sections - on their part - support the propaganda and actions of every single Section obligatory.



4.

The preparation, creation and development of our Sections is essentially and exceptionally based on our correct application of the theory, principles and rules of Bolshevist partybuilding according to the teachings of the 5 Classics of Marxism-Leninism.



5.

The upbuilding of the Sections as the Comintern' s detachments of the proletariat in the countries must be dialectically combined and be brought into accordance with the upbuilding of the Comintern (SH) as the central head quarter of the world proletariat.



6.

The self-independence of the proletariat of the countries is part of the self-independence of the world proletariat. Consequently: The self-independence of the Sections is part of the self-independence of the Comintern (SH).



7.

The democratic centralism of the Sections is immanent and inseparable part of the democratic centralism of the world party.



8.

New Section can be founded annually only on the 8th of November (foundation day of the PLA). This is a historical date and we impose an obligation on the comrades of the new Section to follow the path of the PLA in words and deeds.



9.

A certain probationary period is indispensable to examine candidates in practice if they are eligible and reliable candidates BEFORE the Comintern (SH) decides on the foundation of a new Section.



10.

The Comintern (SH) decides on the foundation of a Section.

The delineation of these criteria for the creation of Sections will be decided by the Comintern (SH).



11.

We actively prepare and educate candidates for the nomination of the foundation of a new Section by supporting them in their countries - for example by giving them a public platform for their propagation in their native language on our web-sites which are, last not least, all completely controlled by the Comintern (SH) which decides on what is published or not.



12.

Last not least, we can check up on candidates if they only propagate their "own ideas of their country" or if they also propagate the ideas of proletarian internationalism, the socialist world revolution and the internationalist character of socialism and communism, the texts of the Comintern (SH) in general, and the texts of the other Sections in particular.

Candidates who do not propagate the basic and topical ideas and statements of the Comintern (SH) and Sections - namely in the native language of their country - can hardly be eligible candidates for creating a Section of the Comintern (SH).

 

 

The tasks of the Sections of the Comintern (SH)

 adopted August 6, 2015

 

 

1. The ideological task is:

 

to study, propagate, implement and further develop the lessons of the 5 Classics of Marxism-Leninism and the main ideological documents of the Comintern (SH) by drawing the principled ideological demarcation line, and by struggling mercilessly against all sort of revisionism and neo-revisionism - no matter by which masks opportunism is hidden, in general;

to study, propagate and defend the ideological treasures of the PLA and comrade Enver Hoxha as the 5th Classic of Marxism-Leninism, in particular.



2. The political task is:

 

the recruitment and leadership of the proletariat in your country as a detachment of the world proletariat, guided by the Bolshevik world party, for the preparation, propagation and implementation of the socialist world revolution, in general, and for the preparation, propagation and implementation of the socialist revolution in your country, in particular.

 

The organizational tasks of the Sections

The world proletariat has no other weapon in the socialist revolution and for the dictatorship of the world proletariat than its world organization.

Just as the proletariat of your country is indivisibly part of the world proletariat, your Section is indivisibly Part of our World Party.

Therefore, it is the organizational task of your Section to strengthen the Comintern (SH).

Implementing the central organizational decisions of the Comintern (SH) is the general organizational task.

The organizational task, in particular, is organizing the class struggle of the proletariat in your country on all battle fields – closely linked with the struggle for the socialist revolution:

the economical struggle ( organizing improvements of the living conditions of the proletariat and the people in your country)

the struggle against fascism and reaction (organizing the struggle against the counter-revolution in your country for its revolutionary overthrow)

the anti-imperialist struggle against world imperialism in general and against single imperialist powers in particular. Liberation from all external and internal, hidden and open enemies of your country. On a global scale, your Section supports our struggle against the superpowers and their imperialist camps.

Last not least: organizing the support of the closest class ally of the proletariat – the poor peasants.

The organizational structure of the Sections of the Comintern (SH) is built up according to the organizational norms and principles of the Bolshevik World Party (globalized democratic centralism). The own democratic centralism of your own Section is embedded in, and inseparably part of, the democratic centralism of the Comintern (SH).
