"Questions of Leninism" (STALIN)
The work of Stalin on the "Problems of Leninism" - consistent within itself - is based on Stalin's famous book
which he wrote two years ago.
On the basis of this book, further important works of Stalin were published:
All these writings were most valuable contributions of the defense of Leninism in general, and answers to the specific questions of the practical construction of socialism in the Soviet Union, in particular, with which Stalin gave a résumé of all the discussions that have taken place about it.
Stalin implemented the general line of Lenin on the socialist industrialization and collectivization of agriculture successfully, defended Leninism and developed it further in the fight against the Zinoviev-Kamenev group that had turned away from Leninism. This faction ("new Opposition") did not believe in the victory of socialism in the USSR, hampered the construction of socialism in "one" country, and tried to restore capitalism.
Stalin unmasked this Trotskyist capitulatory ideology.
Stalin's fight against the "new Opposition" ended with a great victory of the ideological and organizational strengthening of the party's unity - namely under the great banner of Leninism.
Stalin developed Lenin's doctrine of the possibility of the victory of socialism in individual countries further and emphasized the great international importance of the Soviet Union.
The Soviet people had shown to the proletarians all over the world how successful they have built socialism under the conditions of the world capitalist encirclement. This was a great impetus for the world proletariat and thus the Soviet Union became the model, the basis and the lever for the building of socialism on a world scale.
Stalin defended Lenin's doctrine concerning the dialectical relationship between the building of socialism in "one" country and on a world scale. Without the victory of the world socialist revolution the victory of socialism can not be guaranteed in a country which is surrounded by the capitalist world. This important Leninist doctrine proved historically right until today.
The importance of building the Soviet Union for the purpose of the final victory of socialism on a world scale, this is the internationalist main idea of Stalin's: "Questions of Leninism".
The possibility and necessity of the construction of socialism, even without the victory of the world socialist revolution, on the one hand, and the impossibility of the GUARANTEE for the maintenance of socialism in "one" country without world socialist revolution, on the other hand - these are the two things that the "Opposition" was unable to distinguish. And today there are people who do not understand this in relation to the socialist world revolution under conditions of globalization.
We must combat disbelief in the world socialist revolution.
We must overcome the disbelief in socialism both on a national and international scale. The conditions of capitalist globalization have opened the door towards socialist globalization.
From the bosom of globalized capitalism can be born nothing but globalized socialism.
The future of socialism in an individual country will be determined by socialism on a global scale.
The construction of world socialism is impossible without victory of the socialist world revolution. There's no getting around it.
This does not exlude that we Stalinist-Hoxhaists would principally rebuild socialism in "one" country under present conditions of world capitalist-revisionist encirclement, whenever the opportunity would arise. We can not and will never exclude this possibility. Doubtlessly, this would be an enormously support for the realization of our goal of world socialism. Socialism in "one" country is not impossible under conditions of globalized capitalism,but we are no prophet. Anyway, the fact that we must fight for the socialist revolution in each country, is absolutely right and indisputable. That is why Stalin's work, "Questions of Leninism", remains part of our general line.
It is one of the most important tasks of the Comintern (SH) to explain scientifically the effects of globalization on realizing our goal of the restoration of socialism by all possible means.
The world socialist revolution
and the question of the definition of Stalinism-Hoxhaism
The socialist revolution in individual countries is indivisable part of the socialist world revolution. The Comintern (SH) always regards the question of the liberation of the proletariat in an individual country from the superordinated view of the global liberation of the working class.
As internationalists we concentrate on the global needs and interests of the entire world proletariat under conditions of globalized exploitation and oppression.
There, where exploitation and oppression is globalized, the resistance struggle will also be globally.
The global resistance struggle will unavoidably be transformed into a globalized liberation struggle. And the global liberation struggle will unavoidably end with the removal of the globalized capitalist system of exploitation.
And the removal of the global capitalist system of exploitation will unavoidably pave the way to the construction of the globalized system of socialism, namely to a world system without exploitation and oppression.
Globalized conditions did not yet exist at the time when Stalin's work "Questions of Leninism" was written.
Under the changing conditions of the international class struggle Stalin has further developed Leninism and Enver Hoxha has further developed Stalinism.
Anyone who doubts this historical fact, denies not only the revolutionary nature of the development of proletarian ideology, denies not only the existence and significance of Stalinism and Hoxhaism, but also the ability of the world proletariat for its own revolutionization. The proletarian class developed towards a gigantic global class. And this global class will develop on an ever higher scale, including its own world revolutionary consciousness. And it is Stalinism-Hoxhaism with which the world proletariat equippes its world-socialist consciousness.
The globalized development of the proletarian ideology is determined by the historical conditions of the globalization of the proletarian class. The globalized proletarian ideology enables the world proletariat to take the shortest and easiest way to its global liberation and further globalized development.
The theory of Stalinism-Hoxhaism enlightens the world-proletarian way towards the destruction of world imperialism, towards the establishment of world socialism, and finally towards the transition to world communism.
The Stalinist-Hoxhaist strategy and tactics is the means for implementing the Stalinist-Hoxhaist theory into world-revolutionary practice.
It is the purpose of the Stalinist-Hoxhaist strategy and tactics to continue the Marxist-Leninist strategy and tactics on a higher qualitative level of globalization, to realize world socialism and world communism, sometimes step by step, and sometimes in great global historical leaps.
Today the world bourgeoisie and the world proletariat wage a global class struggle, ie under the conditions of globalization. It is clear that the world proletariat has therefore also to globalize its theory and tactics.
That is why we need Stalinism-Hoxhaism as the guide to world-revolutionary action under conditions of globalization.

The definition of Stalinism-Hoxhaism is not at all in conflict with the definition of Leninism. Stalinism-Hoxhaism is based on Leninism, and remains inextricably linked with Leninism.
Already in his work "On the Foundations of Leninism" Stalin defined Leninism as follows:
" Leninism is Marxism of the era of imperialism and the proletarian revolution. To be more exact, Leninism is the theory and tactics of the proletarian revolution in general, the theory and tactics of the dictatorship of the proletariat in particular."
This definition is still correct and therefore we Stalinist Hoxhaists defend this definition.
We have only modified the definition of Leninism under the present conditions of globalization. If we would not do so, then we could not achieve the desired results under today's global conditions.
The construction of socialism remains only practicable for the world proletariat, if it is modified for its adaption to the new globalized conditions, namely if it is modified by Stalinism-Hoxhaism.
In his work "Questions of Leninism" Stalin unmasked the denial and falsification of the definition of Leninism. And learning from this, means nothing but to unmask every denial and distortion of the definition of Stalinism-Hoxhaism.
Leninism is in particular the theory of the possibility of building socialism in one country, which has been encircled by the capitalist world.
Stalin proved that Leninism is an international ideology and not limited to Russia.
Leninism is applicable and suitable for all countries. This international character of Leninism determined also Stalinism and Hoxhaism.
Stalin struggled succesfully against nationalist distortion of Leninism.
Enver Hoxha struggled successfully against nationalist distortion of Stalinism.
And we are those communists who apply this Leninist-Stalinist line in the struggle against the nationalist distortion of Hoxhaism.
We struggle against all those elements who deny/distort the international character of Stalinism-Hoxhaism.
"Leninism is the generalization of all experience of the revolutionary movement of all countries," said Comrade Stalin in his reply.
It is without saying that Lenin could not generalize experiences after his death. Taking into account both the previous, subsequent and present experiences of class struggle in all countries of the world, all this is the common essence of all teachings of the classics of Marxism-Leninism. That is what the teachings of the 5 Classics of Marxism-Leninism makes immortal.
Leninism was further developed by Stalinism, namely developed under the terms of the international spread of socialism, not only among the Soviet peoples, but also outside the Soviet Union.
And then Stalinism was further developed by Hoxhaism, namely developed under the conditions of capitalist-revisionist encirclement. And secondly, Hoxhaism proved that even a small country can successfully build socialism and can break through the omnipotence of world capitalism - including the revisionist lackeys at power.
Finally Stalinism-Hoxhaism has arisen, namely in the era after the defeat and removal of socialism by the restoration of the absolute world power of imperialism.
We Stalinist-Hoxhaists say: if socialism has proved to be practicable in every country of the world then it is all the more suitable and applicable on a world scale.
Stalin and Enver Hoxha defended Lenin's theory of building socialism in "one" country and have further developed this Leninist theory.
And we defend the Stalinist-Hoxhaist theory of building socialism on a world scale, and we shall further develop this theory by our own future experiences.
Stalinism-Hoxhaism is the generalization of the experience of the revolutionary movement of all countries under the present conditions of globalization of imperialism.
Stalinism-Hoxhaism is the doctrine of the construction of world socialism which is based on the historical experiences of the construction of socialism in countries which were encircled by the capitalist / revisionist world.
All this does not mean that Stalinism-Hoxhaism would allegedly discard the teachings of building socialism in its first period of development.
Today the industrial proletariat is objectively a gigantic global army. Capitalism can be defeated on a world scale with ease, if this global army marches centrally organized.
However, the defeat of capitalism on a global scale is not a guarantee for the successful construction of world socialism.
It is only a prerequisite.
One must not forget that the defeat of capitalism on a world scale cannot be equated with the defeat of capitalism in single countries.
Capitalism within a national framework exists much longer than within a global framework. And therefore capitalist nations have much more experiences (are more resistant) than the multinational capitalists and world monopolists. The world capital is closely linked to the national capital. All these manifold national ties of global capital must be cut through and finally destroyed. Consequently:
Stalinism-Hoxhaism teaches that the world proletariat can eliminate world capital not without uprooting its national ties. And this cannot be done successfully without the socialist revolution of the proletariat in the given country.
The danger of capitalist restoration on a national scale remains to exist, even after the destruction of the power of the global corporations. The national roots of global capitalism do not automatically disappear by the establishment of the dictatorship of the world proletariat. Even during the era of world socialism a certain time will be needed until all the national roots of international capital are completely destroyed.
That is why capitalism has not only to be destroyed on a world scale, but also in each country.
The defense of Stalinism-Hoxhaism against those who deny and distort it
The definition of Stalinism-Hoxhaism, which is based on the definition of Leninism, must be particularly defended against those forces who deny or distort internationalist character of the proletarian ideology, especially the dialectical differentiation of its application on a world scale and a national scale.
With the argument of "world revolution", the "Opposition" attempted to prove that the construction of socialism in "one" country would be allegedly "impossible". Both Stalin's writing "Questions of Leninism" and the successful construction of socialism in the USSR proved the contrary.
Likewise, the revisionists try to prove with their argument of "socialism in one country" and its "peaceful transition" to world socialism, that the armed socialist world revolution would be "superfluous" and "unnecessary".
The world bourgeoisie is clever enough to foresee the inevitable approach of the socialist world revolution.
The world bourgeoisie would not hezitate for a second, to reinstall new revisionists to power who would pull her chestnuts out of the fire. The world bourgeoisie is trying to resort to the historical success of the restoration of capitalism and even to apply it on a global scale in case of need.
The restoration of capitalism could not be victorious transformed into the restoration of socialism to this day. And the inevitability of capitalist restoration can be abolished only in the era of world socialism.
Stalinism-Hoxhaism is the teaching of the global destruction of the encirclement of the capitalist-revisionist world.
Stalinism-Hoxhaism is the teaching of the global abolition of capitalist restoration.
The global character of Stalinism-Hoxhaism determines its necessary application also on a national scale.
To restrict the validity of the definition of Stalinism-Hoxhaism on an international scale (and to deny simultaneously its significance on a national scale), is equally incompatible with the proletarian ideology of internationalism, like the "national-restricted" definition of Leninism that was victoriously unmasked and combated by Stalin's "Questions of Leninism".
Globalization of capitalism means the spread of capitalism across the globe, namely in every country of the world without exception. Even in the today's most backward and least developed countries around the world, the main contradiction between capital and labor dominates. Consequently:
Stalinism-Hoxhaism means nothing else than the doctrine of the world socialist revolution as an ensemble of the socialist revolution in every single country, namely for the purpose to solve the contradiction between capital and labour on a global scale.
The validity of the world socialist revolution is based on the validity of the socialist revolutions in any and all countries of the world.
The issue of "permanent" revolution
As regards the question of "permanence" of the revolution, Stalin emphasized in "Questions of Leninism", that this Trotskyist theory did not only underestimate the role of the peasantry as a vast reserve of the proletariat, but also the role of the hegemony of the proletariat as leader of the peasantry.
Stalinism-Hoxhaism implements on a global scale the doctrine of Leninism about the role of the proletariat as the leader of the non-proletarian toiling masses, namely before, during and after the socialist world revolution.
With regard to the "permanence", Stalin defended Lenin's doctrine of the uninterrupted transition from the democratic revolution to the socialist revolution. Stalinism-Hoxhaism has proved the correctness of the principle of the transition from the countries of people's democracy to countries of socialist democracy, even in a small and backward country like Albania.
Stalinism-Hoxhaism teaches that the democratic revolutions can be unified and coordinated on a world scale, and thus be used as a powerful basis and a strong lever for the transition to the world socialist revolution.
Although, the democratic revolutions can even on a world scale not solve the class contradictions, they are indispensable condition for the uninterrupted transition from the state system of world capitalism to the state system of world socialism.
The democratic revolutions take place entirely on a global scale as soon as the capitalist order is established even in the last country in the world. This is already the case. And that's why today's globalization (among other things) facilitates the transition from capitalism to socialism on a world scale. That's why the conditions for the establishment of Soviet power greatly mature on a global scale.
The question of the dictatorship of the world proletariat
The dictatorship of the proletariat was necessary in a country where the socialist revolution has triumphed, and which was encircled by the capitalist-revisionist world.
Today the question comes up:
Can the world proletariat do without its global dictatorship if there is nowhere capitalism anymore, which could encircle the socialist world?
Of course not.
Stalinism-Hoxhaism teaches that the danger of capitalist restoration continues to exist, even without capitalist encirclement. Quite simply because world socialism emerges from nothing other than from the womb of world capitalism.
The capitalist roots can not be completely uprooted within one day. This requires a whole historical period of the dictatorship of the world proletariat.
There is no peaceful transition from world capitalism to world socialism, no peaceful transition from bourgeois democracy to proletarian democracy.
The international liberation of the proletariat is not only impossible without the violent world revolution, but also without busting the imperialist world system of states, established by the ruling classes.
Only if the world proletariat has already shaken off the yoke of world capitalism and globally built the proletarian dictatorship, only then the victorious proletariat will win the world vast masses of the world for itself, namely by satisfying their most basic needs at the expense of the international exploiters.
The world proletariat shares power with no other power in the world.
We Stalinist-Hoxhaists emphasize that we fight for the unlimited, sole and exclusive political world power of the working class.
However, the dictatorship of the world proletariat does not refuse alliances with other classes, in the contrary, takes them for granted.
There is no dictatorship of the world proletariat without alliance with the toiling peasants and the masses of other toiling classes.
The dictatorship of the world proletariat is strengthened by the fact that the world proletariat retains its own leadership in the alliance with the toiling masses of other classes, namely until the establishment of the classless world society.
This alliance is indispensable in particular in the fight against the danger of restoration of capitalism, because this danger exists as long as the world is divided into classes.
The dictatorship of the world proletariat ties the masses to world socialism and simultaneously separates them from the growing influence of the restoration of capitalism.
The dictatorship of the world proletariat serves to the long-term goal of the abolition of class struggle, however class-struggle will remain indispensable, as long as class society exists.
The dictatorship of the world proletariat is the continuation of the dictatorship of the proletariat with international means and globalized forms and methods.
The dictatorship of the world proletariat is the continuation of the class struggle of the proletarians of all countries, which have triumphed and have conquered the political world power.
The dictatorship of the world proletariat is the continuation of the class struggle against the bourgeoisie, which is although vanquished on an international scale, but not yet destroyed and disappeared in all countries of the world.
Under the dictatorship of the world proletariat, the world bourgeoisie will not stop to offer resistance. In the contrary. The world bourgeoisie will never surrender voluntarily. The world bourgeoisie will do everything to reconquer her lost privileges of exploitation both in the international and national scale.
The significance of the dictatorship of the world proletariat is not confined to the domination over the bourgeoisie.
It is also a source and force for the inevitable victory of world communism.
This source and power consists in particular in the organization of the world socialist economic system, which is by far superior to the old world economic system of capitalism.
Last not least, the dictatorship of the world proletariat is the indispensable global instrument of the education of the socialist world society.
The dictatorship of the world proletariat serves the organization of world socialism, the abolition of classes on a world scale, the transition to the classless world society.
The dictatorship of the world proletariat equally serves the global oppression of the former ruling classes and the organizing and armed protection of the global socialist society.
Party and the working class
in the system of the dictatorship of the world proletariat
The particular form of the dictatorship of the world proletariat is that the Communist International (Stalinist-Hoxhaists) takes over and retains the undivided role as leader of the socialist world society.
For this purpose, the Comintern (SH) uses all levers or transmission belts of global mass organizations of the proletariat.
Without the leadership of the Comintern (SH) and her support by means of her mass organizations, neither the dictatorship of the world proletariat nor the construction of world socialism is possible.
The dictatorship of the world proletariat is realized under leadership of the Comintern (SH), however not directly, but by means of its mass organizations, which it uses as a transmission belt.
Between the Comintern (SH) and the world proletariat, between the vanguard, the class and the masses there is no equal sign. The interaction of all three categories is necessary to jointly fulfill the mission of the dictatorship of the world proletariat.
The system of the dictatorship of the world proletariat consists not only in the leadership of the Comintern (SH), but also in the leadership of the mass organizations of the proletarian class, in the leadership of the proletariat and finally in the leadership of all allied forces, and last not least in the active participation of the entire world's population itself.
The interrelationship between the Party, the working class and laboring masses, as Stalin has described this in his work "Questions of Leninism", retains its full validity also in the system of the dictatorship of the world proletariat. We will globally continue the struggle of Stalin against those forces who equated the dictatorship of the proletariat with the dictatorship of the proletarian party. Though this accusation was misused by the "Opposition", neither Stalin nor we Stalinist-Hoxhaists underestimate the danger of forces who try to make an equal sign between party and class. In "Questions of Leninism" we find all the valuable countermeasures to forestall all the negative consequences of this fatal error, which led (among other things) to the restoration of capitalism.
The method of conviction of the class and finally the masses, and the method of learning from the class and the masses, remains the main method of the leader of the world proletariat, the Comintern (SH).
That is why we have published this famous book of Stalin not only in 17 languages of the world, but also wrote this comment.
Today we need to study Stalin's work "Questions of Leninism" under the current conditions of globalization. In the present world situation the work of Stalin "Questions of Leninism" remains as an unerring compass for victory of the world socialist revolution, the victory of socialism and communism on a world scale.
