What is unemployment and how can the problem of unemployment be solved?

 

We define unemployment as a condition independent of the will of the worker, as a condition forced on him, which occurs as soon as the worker does not find a buyer to sell his commodity of labor power on the labor market - especially in the critical condition of capitalist development (depression, recession, economic crisis, etc.).

Unemployment is inextricably linked to the historical tendency of capitalist accumulation.

"Accumulation of wealth at one pole is, therefore, at the same time accumulation of misery, agony of toil, slavery, ignorance, brutality, mental degradation at the opposite pole." (Karl Marx, "Capital", Volume 1, A Critical Analysis of Capitalist Production )

There is no capitalism without unemployment. Capitalism creates unemployment at an ever higher level.

One of the typical causes of the rise in unemployment is the replacement of the workforce with technical rationalization measures (machines, robots, digitization).

With increasing unemployment, the competition among workers on the labor market, which the capitalists use as a means of exacerbating exploitation, intensifies.

Capitalism produces more labour power than it needs for avarage production. This "overproduction" of the commodity of labor power is reflected in the creation of an unemployed army, the proletarian reserve army. The proletarian reserve army is necessarily part of the capitalist system of exploitation and serves to increase the wealth of the bourgeoisie. In times of good business the reserve army serves to check the wage demands of the workers regularly employed, and in times of bad trade it serves to depress wages.

They are the workers needed by capitalism for the potential expansion of enterprises, but who can never be regularly employed. The surplus population, being a necessary concomitant of surplus production, is an indispensable attribute to the capitalist economy, which could neither exist nor develop without it. (Lenin, Volume 2, page 180-181)

Since the worker has nothing other than his laborpower, his life and that of his family, that is the basis of his reproduction, depend on the sale of his labor power. Unemployment is an expression of the systematic impoverishment of the worker in capitalism.

The cause of unemployment lies in the capitalist exploitation system of wage slavery, the private appropriation of the labor power for the purpose of making profit.

If the worker wants to avoid the constant threat of losing his job, if he wants to free himself from the scourge of unemployment, he must eliminate its cause - wage slavery. And to free themselves from wage slavery, the worker must join the world proletariat's army and its reserve army to overthrow the world bourgeoisie, which maintains the world capitalist system of wage slavery to enrich itself.

The problem of unemployment cannot be solved within the framework of capitalism, because capitalism needs unemployment again and again and to an increased degree for its own further development.

The revolutionary struggle against unemployment begins where it goes beyond the capitalist framework. The goal is to overcome capitalism, to smash down the world capitalist system of wage slavery. Only with the establishment of the dictatorship of the world proletariat and with the development of world socialism can wage slavery and thus unemployment be eliminated.

Without the world socialist revolution, unemployment cannot and will not be abolished.

The worker cannot free himself from the chains of unemployment without destroying the private ownership of the commodity of labor power, without liberating the labor power from its commodity character.

That is the Comintern (SH) 's view of unemployment and how it can be overcome, expressed in short, simple words.

And so it says in the world program of the Comintern (SH):

We want to abolish wage slavery. 

The working classes alone are the ones who produce all the values ​​of which they are deprived.

The sale of labor power to the capitalist is the cornerstone of the capitalist exploitation of the worker.

The worker must produce more than he gets payed for the value of his labor-power. This surplus-value, emanating from unpayed labor, is appropriated by the capitalist privately.

Lenin teaches:

"Men's labour-power becomes a commodity. The wage-worker sells his labour-power to the owner of land, factories and instruments of labour. The worker spends one part of the day covering the costs of maintaining himself and his family (wages), while the other part of the day he works without remuneration, creating for the capitalist surplus-value, the source of profit, the source of the wealth of the capitalist class. The doctrine of surplus-value is the corner-stone of Marx's economic theory. (Lenin; Volume 19, page 26).

The economic principle of present-day world imperialism is moreover the pursuit of maximum profits by globalized exploitation, ruin and impoverishment of the world's population, by globalized subjugation and plunder of all countries through imperialist predatory wars and world fascism. The globalized wage slavery is the most extreme form of all previous forms of slavery. We have to destroy world imperialism if we want to remove the inevitability of globalized wage slavery.

We want to abolish the increasing split of the world society, between a small propertied class (choking on its abundance), and the large, propertyless class of wage laborers (whose existence is not even protected by the wages).

We want to abolish unemployment and to remove the global army of unemployed (dissolution of the international proletarian reserve-army). World communism is a world in which everybody works for communism of his own free will.

The replacement of the economic conditions of wage slavery through the conditions of free associated labor is only possible by a longer period of economic transition. In the period of world socialism, the world proletariat implements increasingly the socialization of world-production and - distribution. Every man becomes a working man, and productive labor ceases to be confined to class society if wage slavery will have been once abolished all over the world. The surplus-labour is no longer based on the existence of classes, but will be used as the indispensable pre-condition of the construction of a classless society. Each world-worker is systematically integrated into a world economy plan, which will be jointly created, organized, and implemented by the workers of the whole world. The fulfillment of the world economy plan directly serves the World Commune, no matter how specific the character of each individual communist work would be.

The provision of surplus-labour remains indispensable - as in all social formations - even in world communism, namely for the further future trend of the world society. Karl Marx teaches:

"Surplus-labour in general, as labour performed over and above the given requirements, must always remain. In the capitalist as well as in the slave system, etc., it merely assumes an antagonistic form and is supplemented by complete idleness of a stratum of society. A definite quantity of surplus-labour is required as insurance against accidents, and by the necessary and progressive expansion of the process of reproduction in keeping with the development of the needs and the growth of population, which is called accumulation from the viewpoint of the capitalist. It is one of the civilising aspects of capital that it enforces this surplus-labour in a manner and under conditions which are more advantageous to the development of the productive forces, social relations, and the creation of the elements for a new and higher form than under the preceding forms of slavery, serfdom, etc. Thus it gives rise to a stage, on the one hand, in which coercion and monopolisation of social development (including its material and intellectual advantages) by one portion of society at the expense of the other are eliminated; on the other hand, it creates the material means and embryonic conditions, making it possible in a higher form of society to combine this surplus-labour with a greater reduction of time devoted to material labour in general.

The actual wealth of society, and the possibility of constantly expanding its reproduction process (..) do not depend upon the duration of surplus-labour, but upon its productivity and the more or less copious conditions of production under which it is performed. In fact, the realm of freedom actually begins only where labour which is determined by necessity and mundane considerations ceases; thus in the very nature of things it lies beyond the sphere of actual material production. Just as the savage must wrestle with Nature to satisfy his wants, to maintain and reproduce life, so must civilised man, and he must do so in all social formations and under all possible modes of production. With his development this realm of physical necessity expands as a result of his wants; but, at the same time, the forces of production which satisfy these wants also increase. Freedom in this field can only consist in socialised man, the associated producers, rationally regulating their interchange with Nature, bringing it under their common control, instead of being ruled by it as by the blind forces of Nature; and achieving this with the least expenditure of energy and under conditions most favourable to, and worthy of, their human nature. But it nonetheless still remains a realm of necessity. Beyond it begins that development of human energy which is an end in itself, the true realm of freedom, which, however, can blossom forth only with this realm of necessity as its basis. The shortening of the working-day is its basic prerequisite." (Marx, Capital, MEW, Volume III, page 571).

It is the historical merit of Karl Marx and Friedrich Engels that they not only discovered the dialectical law of negation of negation, but also applied it to overcome unemployment:

"The capitalist mode of appropriation, the result of the capitalist mode of production, produces capitalist private property. This is the first negation of individual private property, as founded on the labour of the proprietor. But capitalist production begets, with the inexorability of a law of Nature, its own negation. It is the negation of negation. This does not re-establish private property for the producer, but gives him individual property based on the acquisition of the capitalist era: i.e., on cooperation and the possession in common of the land and of the means of production." (Karl Marx. Capital Volume One, Chapter Thirty-Two: Historical Tendency of Capitalist Accumulation)

The abolition of unemployment follows the objective development law of world society.

Karl Marx and Friedrich Engels did not stop with the discovery of this dialectical development law, which eliminates unemployment. They also described the revolutionary way in which this dialectical process takes place:

"[ It] grows the mass of misery, oppression, slavery, degradation, exploitation; but with this too grows the revolt of the working class, a class always increasing in numbers, and disciplined, united, organised by the very mechanism of the process of capitalist production itself. The monopoly of capital becomes a fetter upon the mode of production, which has sprung up and flourished along with, and under it. Centralisation of the means of production and socialisation of labour at last reach a point where they become incompatible with their capitalist integument. This integument is burst asunder. The knell of capitalist private property sounds. The expropriators are expropriated. That which is now to be expropriated is no longer the labourer working for himself, but the capitalist exploiting many labourers." [ibidem]

And this is the path that Karl Marx and Friedrich Engels have shown with their teachings, which the Comintern (SH) is taking today in the fight against unemployment that world capitalism has created in the wake of the coronavirus pandemia.

We have therefore compiled a collection of quotations from the works of Marx and Engels for Karl Marx's 202nd birthday in order to make our revolutionary contribution to solving the question of unemployment.

As a world party of the world proletariat, we are not only committed to raising propaganda, but also to active solidarity in the class struggle of the working class against the scourge of unemployment.

Proletarians of all countries - unite the worldwide class struggle against unemployment all over the world! - this worst capitalist scourge of mankind

In our opinion unemployment can be completely abolished and full employment can be fully guaranteed by the class struggle led by the world proletariat :

No-one shall be in trouble any more, to lose any job next morning.

No-one shall ask any more anxiously, how to survive next day.

No-one unemployed shall be harassed by bureaucratic papers; no-one shall stand in queue; no-one shall go back home without getting a job.

No-one unemployed shall ever feel to be superfluous, second class, ejected by the society, isolated within one`s own four walls.

No-one shall be put in a permanent unemployed army, in any labour – reserve - army , in any job-waiting-room.

No-one shall be forced to leave home and country, no-one shall emigrate or immigrate because of unemployment and economical necessity.

No-one shall suffer under the disastrous competition of the world`s capitalist labour market

a) labour market`s competition between the suppressed and the suppressing countries

b) labour market`s competition among the suppressed countries

c) labour market`s competition among the supressing countries,

because the division of the world into suppressing and suppressed countries shall be abolished by the overthrow of world capitalism. Boundary - lines between unemployment and employment shall fall internationally as well as nationally by the destruction of the capitalist world`s labour market and the new development of the socialist`s world labour market regulated by the proletarian world state which guarantees work for everybody on this earth.

No-one shall be violently urged on increased capitalist drudgery, worse and worse working conditions, less and less wage by sweating and wage-dumping under the pressure of becoming unemployed. The capitalist deviding labour will have lost its disastrous effects.

No-one shall enter into suicidal competition with one-self by offering one`s working power to worse and worse terms. No-one shall seize the working place of any colleague that makes him unemployed by wage dumping.

No-one needs to suffer from unemployment ever again, because there won't be any only worker in the world without job and payment.

The times will pass away, when the capitalist law of profit was valid:The more you work, the less you get payed, the faster you`re fired, the more difficult you`ll get back another job!“

The times will pass away, when the world division of wage slavery accelerates, when the rationalization by globalized technical machinery urges millions of workers to get the sack, when the wages sink to the buttom by the world competition of the proletarians of all countries ( even faster than the growth of the productive, globalized capital!).

The times will pass away, when the accumulation of the globalized capital speeds up the displacement of workers by modern machinery – producing on the one pole the riches of the world and on the counterpole pauperism and misery, producing the „relative superfluity“ of workers, the „world capitalist overpopulation“ to the advantage of world capital: making more profit by increasing world production with the result of the world overproduction crisis.

The times will pass away, when some monopolists of this earth win the global battles not alone by entice away the worker`s armies of some other monopolists on easier terms, but by the gradual destruction of the whole world`s worker`s army.

The times will pass away, when the interdependence and contradictions of wage- labour and capital increases, which leads to the accelerating of pauperization and even from time to time to absolute pauperization of the world proletariat - especially in times of imperialist wars.

The times will pass away, when the last world capitalist will be expropriated by the revolutionary world proletariat.

This expropriation takes place by the game of the immanent laws of the capitalist world production, by the further centralization and concentration of the world capital up to that point, when the globalized capital of monopoly finally becomes the bond of the globalized way of production, when the world capitalist wrap bursts, when the world capitalist private ownership is converted into a worldwide association, when it is internationalized by the world proletariat.

Labour for everybody!

Guarantee of world`s labour rights by the world`s state of the working class!

It is clear that a worldwide victory over the exploiters won't alone change the situation of the unemployeds, but also the situation of the whole world population, basically , that its life conditions shall improve durably – instead of changing to worse. The new liberated working class of the world has the power to work in a new way - in an internationalist and world socialist way:

Elimination of the capitalist fluctuation of the labour forces concerning time and location;

elimination of labour levelling mania;

uniform and just world-wage-system (same pay for same work!) organized and controlled by the world proletariat itself;

Improvement of the life conditions of the workers all over the world.

The worldwide liquidation of the parasitical classes leads to the complete disappearance of exploitation of people by people, leads to the disappearance of wage-slavery, to the disappearance of unemployment in all countries of the world.

The capitalist world economic system is abolished in the case:

(by similar fundamental ideas and proved primary forms and modulation of the former successful abolishment of the capitalist economic system in a single socialist country ! )

- If the political and economical power over the world won`t belong to the capitalists no more;

- If the production instruments and -- means on the whole earth are no more concentrated in the hands of the world imperialists;

- If the world production is no more subordinated to the principle of securing a high capitalist profit, but serves the principle of the improvement in the material situation of the working masses worldwide;

- If the world income of the people is no more distributed by the interest of securing maximum profits for the world exploiters, but by the interest of an improvement in the material situation of the working people in all countries;

- If the capitalist rationalization and the fast growth of such a world production is strictly stopped, which purpose is only to secure higher profits for the world capitalists. With these restrictions the further impoverishment and bad conditions of the working masses can be forestalled, too, who didn't always have the possibility under the capitalist world economy to satisfy their needs also only in the context of the utmost minimum, which unavoidably prepared the ground for overproduction crises, for the growth of the unemployment and the mass misery everywhere in the world;

- If the working class and the working farmers are no more exploited, but if they work for their own interests and nor more for the interests of strange classes, work no more for the world bourgeoisie.

The socialist world economic system means:

( applied to the proved dispositions, factors and components of the former successfull socialist economic system in a single country; the socialist world economic system takes charge of the function of that of the single socialist country – by the liquidation of upcoming revisionist exploiting classes who led socialism to the defeat and to the restoration of capitalism! )

1.

The class power of the capitalists of the whole world and that of the landowners, too, is completely battered and replaced by the power of the world`s working class and the working farmers in the whole world;

2.

the capitalist production instruments and - means, the industrial plants of all countries, the real estate, ground, soil etc. are confiscated, internationalized and assigned to the working classes and the working farmer masses;

3.

the development of the world production isn't subordinated to the principle of securing capitalist profit but the principle of scheduled line and systematic increase in the material and cultural standard if the working people in the whole world;

4.

the income of the people shall not be distributed by the interest of the exploiter classes` money-making and their numerous parasitical appendix, but by the interest of systematic increase in the material situation of all workers and farmers of the socialist production in all countries of the world, everywhere in town and country;

5.

the systematic improvement in the material situation of the working people in the whole world and the uninterrupted increase of their needs (the spending power), which are the permanent growing source of the international production`s expansion, which are a guarantee for the working people in all countries against global overproduction crises, against increase of the unemployment and the misery in the world;

6.

the working class and the working farmer are masters of their new world and they do not work for the capitalists, but for their own people.

The economic base of the elimination of the unemployment in the whole world will be achieved,

- If the socialist world economic system has abolished the capitalist world economic system completely, if the world proletariat has established the dictatorship , and if the capitalist private property is completely removed in a world`s scale;

- If all capitalist elements on the world are completely replaced from all spheres of the world economy and the parasitical classes have been liquidated all over the world;

- If the complete world capitalist private property will be changed into a source of the world socialist accumulation sufficient to bring all people on earth bread and work again;

- If the crisis of capitalist world economy has been overcome by applying to the economical socialist laws of corresponding the productive forces with the new socialist world relations of production, the congruation of socialized world production and socialized production property. The world socialist accumulation forms the source from which the necessary new industrial workers can be financed worldwidely;

- If the socialist world trade is fully unfolded, a trade without capitalists, without monopolies, a trade without speculators. Socialist world trade means that all products arrive on the easiest, savest and cheapest way to whom they belong and where they are mostly needed. The flourishing socialist world trade is a source of socialist accumulation for the financing of millions of new jobs;

- If the banks are confiscated and expropriated all over the world, If the banks are in the hands of the working people, internationalized by the international state of the world proletariat, if the suppressed world is liberated from the debts burdened by the former imperialist countries, If the burden of world debts will be removed, then the world will be able to create new world reserves. The credits and loans serve to the creation of new jobs instead of capitalist investments in destroying working power to make higher profits. The world proletarian state bank is necessary for the prosperity of the socialist world economy, is a source for creating millions of new jobs all over the world;

- If the socialist world state replaced all the former capitalist exploiting and suppressing states, it shall enlarge the riches of the people instead of plundering the budgets of the states by all the parasitic classes. Only the elimination of the complete state world bureaucracy, the retention of a strict socialist thrift regime is a large source of accumulation by which millions of unemployed can be helped with new jobs. The world state of the workers serves to the development of the socialist world economy and of the creation of jobs on the earth in a most useful, most effective and most meaningful way;

- If the private property of real estate, of soil and lands, if the land owners and agrarian world monopolies, the agrarian industrial monopolies etc. are all expropriated, the misery of the majority of the world farmers comes finally to an end and they shall be able to live from their hard work that will be eased by new scientific methods and industrial machineries. Imperialist agriculture will be replaced by world socialist agriculture and save world`s nature ecologically.

Tomorrow the poor farmers have work enough on the base of millions of collectives which are organizationally combined in worldwide, gigantic kolkhoz economies. The global collective economy will be a complete victory over the ruinous and languishing state of individual agrarian economy as in times of world capitalism. The agrarian misery will have disappeared from the world. The villages shall prosper and flourish, so that the slumses of the large towns, of the large world centres of poverty shall disappear, if the farmer finds his way back to his home and collective soil. The capitalist contradiction between town and land are solved and starvation removed from this planet. Millions of people shall find a job to feed the world population sufficiently.

- If the world imperialism is removed, the imperialist war also will be removed. The world population then saves much money! All unemployed of this world could have work with the saving of the war costs. The world socialism which abolishes the imperialist wars makes, safeguards and protects millions of jobs not to destroy mankind and nature, but to save the world by humanity, by communism.

World socialism will sweep off the unemployment – forever!

Slaves of work – raise your fists, raise your weapons against imperialist wars, the counter-revolution and world fascism !

Make an end with world imperialist slavery!

Crush world capitalism – the cause of every single unemployed !

Proletarians of all countries – unite!

World proletariat - unite all countries !

Proletarians of all countries create your own future world which shall be definetly far better than the present capitalist world !

Create the world of SOCIALISM – owned by the world proletariat itself
