    of the Comintern [ML]

Instruction for using the Statute:

The following Statute is yet only an idea, only a draft for the future, a helpful orientation, an outlook – still not more.

(this is a quotation of an extract of the original „General Line of the Comintern [ML]“ – which is not yet completely translated from German to other languages. So this is only an English translation of the extract:

    The following statute (-draft) is a proposal, orientated to the old Statute of the Comintern, but not a dogmatic pattern of it, because time is not ripe for overtaking the old Comintern Statute until several bolshevist parties are not yet joint.

    First, it is very important that in every country Marxist - Leninists Parties shall attend to the political education of their members in the principles of Marxism - Leninism so that any future attempt on the part of leaders to divert a Party along the path of revisionism may be checked and eliminated before it has done any permanent damage;

    It is important that the joint organisations must work, in cooperation with other Marxist - Leninist organisations and parties, for the unification of the Marxist - Leninist forces in each country into a single Marxist - Leninist Party;

    It is important to understand that the continued existence of revisionism presents the most serious hindrance to Marxist - Leninists everywhere, and we must particularely beware of those who call themselves `Marxist - Leninists` but in reality practise revisionism;

    More than loose organisational ties between the Comintern [ML] and its supporting sympathizers cannot be presumed under the present conditions. However, to avoid spontaneous developments in the very beginning we insist on ideological clearness, discipline and strong demarcation-line against revisionism concerning the principles of the Statute of the world`s communist party. The Statute has to serve the centralization of class-struggle – it may never be a dogmatic hindrance of our struggle. We need a Statute which brings us forth. So we must change it flexibly - suitable for every special stage of development of our organization. In the current situation it is nearly impossible to work with a statute sufficiently.

    Introduction

    In accordance with the old Comintern the members of the Comintern [ML] strive for Sections on the countries` level ground.

    It is only the free will of the Marxist-Leninists all over the world to join the Comintern [ML], as it is as well their free will to join the bolshevist party in their own country. Marxist-Leninists are internationalists and organize in internationalist parties who strive for the unity of the bolshevist party in their own country and its unification in the bolshevist world party. So the Statute of the Sections and the Statute of the World Party differ in the form but are the same in their contents.

    All the Sections are parties - built on the Leninist type of bolshevist parties as well as the world party itself. The bolshevisation of its members is basically pre-condition of the functionability of the Comintern [ML] and therefore anchored in the Statute of the Comintern [ML]:

    Only those parties can be member of the Comintern [ML] who anchor in their statute the 12 theses of Stalin concerning bolshevisation and who try to realize bolshevisation permanently in practice.

    Moreover the members of the Comintern [ML] are not only obliged to acknowledge the General Line, the Statute and the Programme ( 1928 ), but also to transfer it into the class-struggle of the own country and to apply as well to the international stage of the class-struggle, to help each other in solidarity, to strengthen the best revolutionary forces of the world proletariat so that they are able and really leading the Comintern [ML]. The Statute of the Communist International [Marxists -Leninist] demands for the organizational assurance of the concentration of the best revolutionaries all over the world.

    The organization of all bolshevist parties within the Comintern [ML] has to unfold instruments of the best possible support of the class-struggle of all proletarians all over the world concerning the worldwide struggle in a whole as well as the class-struggle in each single country.

    The strength of mutual class-solidarity will be achieved by tight centralization, unification and optimal coordination of all the forces by a common General Staff of the whole world proletariat. This Genral Staff stands in narrow, elastical and dialectical connection with the leadership of the Sections in every single country. The leadership of the Sections organizes the unity of all revolutionary forces to lead their own struggle according to the special situation in their country. Their independent strategy and tactics, their agitation and propaganda, the transformation of their own general line is based upon international principles decided by the Comintern [ML] to contribute to the international aims of the world proletariat, to contribute to the world revolution.

    The organizational forms are different and manyfold, because of the difference of particular conditions all over the world so that it is not possible to fix all of them in one statute. But there is also certain joint use of according organizational principles, that can be applied by all successfully:

    As uniform as possible and as specific as necessary unfolding the needed support of class-struggle on an international stage as well as in every single country and this concerns also accordingly to agitation and propaganda.

    The obligation of decisions, the reliability of practical transmissions and control by organizational forms of criticizm and self-criticizm will be achieved by the principles of proletarian discipline and democratic centralism. The democratic centralism of the Comintern [ML] presumes the own democratic centralism of the Sections. To be able to smash world imperialism, to be able to conquer the political power of the world proletariat, the democratic centralism of the Comintern [ML] and that of the Sections have to be coordinated on a maximum level for optimal productivity and most effective output of struggle-results. Highest elasticity and manoeuvrability of the world proletarian movement can only be guaranteed, if the interests of the world proletariat as a whole have the precedence under general conditions. The Sections do not only cooperate on common targets, but also cooperate among each other under centralized coordination – where it is possible and necessary ( for example neighbouring countries, who operate together as special detachments at common fronts; for example country-overlapping; for example continental : Europe; – North America; - South and Middle America; - Near and Middle East; - Russia; Central Asia; - South Asia; - East Asia; Australia/New Zealand and Europa.

    The General Line of the Comintern [ML] does not replace the General Line of each Section, but serves as the basical line which is obligatory for all in like manner. The Sections derive their own General Line consisting of elements of the basical General line of the Comintern [ML] and the particular conditions of each single country. The whole organizational apparatus of the Comintern [ML] has to guarantee the opportunity of each single Section, to get the most possible support from the Sections of all the other countries.

    To maintain this purpose the Comintern [ML] ratifies the following paragraphs of the Statute:

    § 1

    The new international worker`s association is created to organize common revolutionary actions of the proletariat of different countries which strive for the aims:

    Destruction of capitalism, establishment of the proletariat`s dictatorship, installing an international Soviet Republique for the realization of world`socialism and gradually for the complete abolishment of the classes to enter the communist society.

    § 2

    The new international worker`s association is called:

    „Communist International [Marxists-Leninist]“ and for short: „Comintern [ML];

    as an abbreviation: „CIML

    § 3

    All the Parties who join the Comintern [ML] only add to their own original name :Section of the Comintern [ML]

    In addition of the mother tongue name of he parties it can be helpful to use an English translation, too:

    example:

    full name in German: „Kommunistische Partei Deutschlands / Marxisten-Leninisten“ (Sektion der Komintern/ML)

    full name in English: „Communist Party of Germany / Marxists – Leninist (Section of the Comintern [ML])

    abbreviation: KPD/ML (CIML)

    English abbreviation: CPGer/ML (CIML)

    § 4

The symbol -respectively the flag- of the Comintern [ML] has a red background with hammer, sickle and rifle in the center of the globe. By this symbol we express the revolutionary unity of workers, peasants and soldiers in demarcation of the revisionists, whose symbols are still „hammer and sickle“.

    § 5

    The Comintern [ML] is the bolshevist world party and therefore obliged – as well as each single Section -

    to apply to

    Stalin`s 12 theses of bolshevization.

    Commonly the Comintern [ML] and the Sections care for purity of their bolshevist character by criticizm and self-critizism.

    § 6

    Under the current conditions of international class-struggle the Comintern [ML] is an organization with illegal character (Marxist-Leninist guiding principles of the illegality). The First World Congress changes – in case if it`s needed - the Terms of Admission for the membership of the Sections. Till then the Terms of Admission from 6th of August, 1920 are in force (Lenin, II. Congress of the Comintern).

    § 7

    The World Congress decides on the ammount and the social composition of the members of the executive committee, as well on the vote-distribution of the represented countries.

    § 8

    The principle of organization is the democratic centralism:

    Admissions – respectively exclusions of Sections and (leading) organs of the Comintern [ML] all by democratic elections; obligation of account of all elected organs; obligation of decisions from top to bottom; subordination of the minority under the majority; observance of iron party-discipline. The organization of the Comintern [ML] is based on collectivity and equal status of all the members.

    § 9

    The highest instance of the Comintern [ML] is the World Congress represented by all parties and organizations who joint the Comintern [ML]. The World Congress meets on the decision of the participating parties and organizations. The World Congress decides on the General Line, Statute and Programme of the Comintern [ML] and as well on the necessary changes. All important questions concerning the Comintern [ML] basically have to be decided by the World Congress. The World Congress can delegate decisions to other organs for e.g. Executive Committee.



§ 10

    The World Congress elects the Executive Committee of the Comintern [ML] wich is the leading organ of the Comintern [ML] between the World Congresses. The Executive Committee is a collective leading-group of all the united Sections and responsible towards the decisions of the World Congress. Decisions of the World Congress are obligatory for the Executive Committee as well for the Sections. The World Congress creates its own cotrol-organ for the observance of the decisions.

    § 11

    The World Congress decides on tasks, instruments and competences of the Executive Committee, on the control of the decisions and on necessary regulations in the case if the internationalist discipline was violated, inclusively the violations of the Executive Committee.

    § 12

    The World Congress decides on the modalities of financial and material supplies, on the necessary communication system and Staff of specialists.

    Residence of the ECCI (Executive Committee) and the locality of the World Congress shall be determined by the World Congress itself.

    § 13

    The World Congress decides on the general directions for the cooperation and the coordination among the Sections and between the Sections an the Comintern [ML]. Generally cooperation between single Sections shall be coordinated by the executivecommittee of the Comintern [ML]. Cooperation among Sections are however not always necessarily coordinated by the ECCI – it is okay, if the ECCI will be informed in time and comprehensively.

    § 14

    The Comintern [ML] and its Executive Committee has not only to take into account the whole central activity, not only the international tasks, but also to consider the different circumstances under which each single Section is fighting. This does mean that it is only allowed to make decisions with general obligatory character, if these decisions can be really transformed by the Sections.

    § 15

    On the creation of necessary international sub-organizations of the Comintern [ML] – Red World Army, Red International of the Unions etc. decides the World Congress.

    § 16

    The revolutionalization of the current world situation and the necessarily growing importance of militance of the international class-struggle commands illegal structures, especially the Comintern [ML] and its Sections need special measurements for their safety and protection. A second front against the class-enemy has to be built up. The combination of illegal and legal work is urgently needed. Illegal work restricts classical forms of democratic centralism for example concerning the practice of the World Congress as the most important institution of the Comintern [ML]. A minimum of decisions and control from the bottom is indispensible to guarantee the vital organism of the Comintern [ML]. In former times of the Comintern there was Moscow, in times of the Comintern [ML] is no Soviet Union and it is therefore much more difficult to build up a centralized world organization. An isolated General Staff is impossible and violates the statute. So the Comintern [ML] has to consider the difficult situation of party-building in the very beginning.

    § 17

    This does mean that the Comintern [ML] is not able to use the Statute in the first phase of its creation. To realize the party-building is very difficult without statute. Only such organizational forms can be anchored in a statute which are makable, practicable. We have to start with loose connections, intensive exchange of ideological work to find out a basis for practicable cooperations. The Sections are thrown on their own forces and decisions. They have to study carefully the General Line and all the basic documents of the Comintern [ML]. They have to analyse earnestly the situation in their own country and to transform the general tasks under the special circumstances of their country. The Sections have to investigate much efforts supporting the upbuilding of the Comintern [ML] particularly in the first times. Though the current situation is very hard, all comrades have to work with iron discipline to help the Comintern [ML] to develop as fast and as effective as possible. The own initiative of every comrade is demanded to arrange the necessaries of the world proletariat. Let`s do the great work – one for all and all for one. More than half a century passed since the dissolution of the Comintern. We cannot waste more and more time. The world proletariat needs urgently its vanguard organisation. Let`s keep our nose to the grind stone! We have to reconstruct the Communist International and we shall succeed to reconstruct the Communist International! The world proletariat has never lost its Communist International and it will never loose it . These are the words of comrade Lenin. Let`s make them come true!!
