Message of the Portuguese Section of

the Comintern (SH)

on occasion of the 15th meeting

of revisionist and social-fascist parties in Lisbon


In 8-10th November, 2013, the 15th meeting of revisionist and social-fascist parties took place in Lisbon.

With some few Maoist and Titoist exceptions, the participants at this meeting were anti-communist parties that previously followed Soviet social-imperialism and that, after the destruction of this last one, remained very much attached to revisionism of Khrushchevist type. As stated in the official documents of the Comintern (SH), we Stalinists-Hoxhaists are aware of the fact that, nowadays, the most dangerous form of revisionism is not that of Soviet/Khrushchevist type anymore. Right now, it is neo-revisionism (that is, “anti-revisionism” in words, revisionism in deeds) that occupies that place. Nonetheless, due to the persisting existence of pro-Khrushchevist parties and organizations in several countries, we think that their denouncement and unmasking from genuinely communist positions is always useful and indispensable. This is particularly true to the Portuguese Section of the Comintern (SH) which, as the vanguard of the Portuguese proletariat, unfortunately still operates in a country where a huge revisionist party of Khrushchevist type still holds a very significant sway over the minds of working masses. Before the end of Soviet empire, the alignment of the P “C” P with social-fascist Soviet Union was so intense that the then leading Cunhal clique (whose personality cult reached unbelievable proportions during the meeting) never lost an opportunity to defend even the most horrendous crimes committed by Soviet social-imperialists against peoples’ liberation and socialism. After its destruction, Portuguese revisionists continued supporting all kinds of anti-communist regimes, from Castroist Cuba until monarcho-fascist North Korea.

With such “credentials”, it is no wonder that the P “C” P was chosen to be the host of this meeting (for a more complete account of the P “C” P history and revisionist character, please see our article about the 90th anniversary of the P “C” P). And who were the guests? In the list of parties that were in Lisbon, we can find some of the worst enemies of socialism and of Stalinism-Hoxhaism. We have, of course, the revisionist parties from Latin America, which are nowadays, without exception, totally submerged in the most nauseating forms of opportunism. Among them was the “Communist” Party of Chile, the same one whose pacifist and parliamentarist vices led its country to a fascist dictatorship and that still nowadays insists on the “peaceful road to socialism”. Another one is the “Communist” Party of Brazil that once affirmed its loyalty to comrade Enver’s socialist Albania only to betray it later and enter into alliance with the other revisionists - something expectable in a party which never managed to clean itself from opportunist poison (see our article: “Down with Brazilian neo-revisionism!”). And then, of course, we have the social-fascist “Communist” Party of Cuba. We will not spend our time describing its violently anti-communist nature and all the damages that Castroist-Guevarist revisionism has brought and continues to bring upon the cause of world socialist revolution. This we have tried to make in our article “Down with Cuban revisionism!” Here, we will only notice the disgusting “friendly” manner in which Portuguese revisionists were eager to receive Cuban social-fascists, in what was a shame for Portuguese workers aspiring to authentic socialism. But the Cuban anti-communist party was not the only revisionist party in power that participated in the meeting. The monarcho-fascist “Workers’” Party of Korea (whose nature and purposes we unmasked in our article “Down with Korean revisionism!”) and the Social-fascist Party of China were also there. As we stated many times in our Declaration of War on Maoism, the Chinese revisionist party is one of the worst enemies of world proletariat and of exploited and oppressed classes. It is the representative of the predatory Chinese monopolist-imperialist bourgeois class which is nowadays on the verge of global domination. Chinese social-imperialism – which is an offspring of Maoist revisionism - is surpassing American imperialism as the planet’s main exploiter and oppressor, but the Portuguese revisionists and the other participants at the social-fascist Lisbon meeting didn’t say a single word about this. Instead, they preferred to continue with their ridiculous “denouncements of American and European imperialism” while keeping workers away from the necessary struggle against Chinese social-imperialism. Today, it is impossible to struggle for the accomplishment of world proletarian dictatorship, of world socialism and world communism without fighting against Chinese imperialism and its anti-communist ideology. By preventing world workers from understanding this, the revisionists and social-fascists are again committing one more serious crime against the cause of world socialist revolution for which they will answer one day.

And there is much more. A large number of the participants in the meeting came from European countries. Among them there were the Titoist “New Communist” Party of Yugoslavia, the crypto-fascist “Communist” Party of the Russian Federation – which nowadays still dreams in restoring Soviet social-imperialist order – and also the bourgeois-reformist French “Communist” Party, whose responsibilities for the opportunist deviations that occurred within the former communist movement are well known. It was not by chance that French revisionists led by Thorez were among the first ones to embrace and implement the anti-socialist “theories” of Dimitrov that defended submission towards the bourgeoisie. However, one of parties whose participation was more expected was the German “Communist” party – the heir of the social-fascist GDR. The Portuguese revisionists justified this “expectative” with the fact that Germany is nowadays the main imperialist oppressor in Europe, and therefore the participation of the so-called “German communists” would be very important. They also falsely affirmed to:

In first place, the Portuguese revisionists “forget” the fact that to definitively destroy all kinds of imperialism, racism, fascism, anti-communism, etc. is necessary to also definitively destroy the system which inevitably gives birth to them: capitalism. As neither the P “C” P, neither the D “K” P, neither any other revisionist party intends to eliminate capitalism and his inherent evils (like for instance reactionary “austerity measures”, unemployment, hunger, poverty, war, etc.) but to perpetuate them, then all their ridiculous “anti-fascist”, “anti-racist”, “anti-imperialist”, etc. shibboleths are nothing more than empty rubbish.

And of course, another of the parties who presence at the meeting was “obligatory” was the twin-brother of the P “C” P: the “Communist” Party of Greece. Due to its size and numerical proportions, the “C” PG turns Greece in the only European country - besides Portugal - where a Khrushchevist party is still a very relevant force. Both the P “C” P and the “C”PG love to depict themselves as “hard-line Marxist-Leninist parties” while rejecting the inclusion of the proletarian dictatorship in their party programs and while doing everything they can to keep capitalism alive in their respective countries (like all other revisionist parties, by the way). The Greek revisionists affirm that:

So, the Greek revisionists affirm to be against “bourgeois positions”. This is a very “interesting” statement coming from a party which decided to voluntarily deliver the weapons to the monarcho-fascists at the service of foreign imperialism during Greek Civil War, when the proletariat was successfully defeating anti-communist forces and was conquering power to construct socialism. And what about that so-called “popular front” proposed by Greek social-fascists? We, Stalinists-Hoxhaists, remember too well about the infamous “popular front theories” of Dimitrov which opened the path towards revisionist ascension and led communist movement away from Leninist-Stalinist principles and towards its nearly-annihilation. Contrary to the Greek revisionists, we reject any kind of capitulation and ideological miscegenation with the bourgeoisie and other exploitative classes whose purpose is always to detach workers from Marxism-Leninism-Stalinism-Hoxhaism and from authentic communism.

In general, we can say that the 15th meeting of revisionist parties proves our assertion that these kind of anti-socialist “meetings” only serve to mislead world proletariat and workers in favour of bourgeois class interests and to give a false aura of a supposed “proletarian internationalism” that doesn’t really exist among social-fascist parties and organizations.

But this situation will not last forever. One day, the revisionists from all colours will receive the treatment they fully deserve when Portuguese, European and world exploited and oppressed classes will finally get rid from all kinds of opportunist influences and they will see social-fascist parties as they really are: instruments at the service of world capitalism-imperialism. As comrade Enver Hoxha once said:

No force, no torture, no intrigue, no deception can eradicate Marxism-Leninism from the minds and hearts of men.” (Enver Hoxha, Eurocommunism is anti-communism, Tirana, 1980, edition in English)

In their quest to destroy social-fascist influence and to construct socialism and communism at a global scale, world workers can always count with the steeled proletarian leadership of the Comintern (SH) – the only authentically communist organization that exists in today’s world.

– Message of the Portuguese Section of the Comintern (SH)

39 years ago, the fascist form of bourgeois dictatorship was replaced by the “democratic” form of bourgeois dictatorship in Portugal. With this, Portuguese exploiting classes and their revisionist lackeys aim at perpetuating capitalism and profit maximization by hiding the inevitably and inherently oppressive and exploitative class nature of their state behind “democratic” and even “popular socialistic” masks, thus preventing oppressed masses in general and workers in particular from acquiring a true communist consciousness and keeping them away from Marxism-Leninism-Stalinism-Hoxhaism.

But this situation will certainly change. Under the steel leadership of the Comintern (SH), guided by the teachings of the 5 Classics of Marxism-Leninism and in union with all other world exploited, Portuguese oppressed and exploited classes will accomplish socialist revolution and proletarian dictatorship towards genuine socialism and communism. The democratic turn in the history of the Portuguese people caused them a lot of sacrifices in the struggle of fascism. Carnation Revolution and the victory over fascism had a progressive side and were a brave act of evolution in the Portuguese society and the significance of the democratic struggle for the preparation of the socialist revolution in Portugal, for the abolition of the inevitability of fascism and for the establishment of proletarian democracy through the victory of the dictatorship of the proletariat cannot be underestimated. We should not renounce the lever of the democratic struggle which is indispensable for our socialist struggle, in general. Without combination of the socialist revolution with the struggle for the people's democracy, the proletariat would fail to seize political power. If the democratic struggle is in the hands of the bourgeoisie and petty bourgeoisie, then we are principally not allowed to leave them our own field of class-struggle for democracy - which eases our struggle for the socialist revolution. It is different to struggle in conditions of open fascism or with some legal possibilities. Of course, we would not ignore this difference. After all, the fight for democracy is OUR struggle and we do not leave it in the possession of the revisionists. If the revisionists possess the democratic field of class struggle for deceiving the masses, then we must snatch them this weapon out of their hands. We must unmask them and convince the people that we are the only true representative of the struggle for proletarian democracy and against bourgeois "democracy". The masses must learn the difference of the class-character of democracy. We, Stalinist-Hoxhaists, have to take into account the growing significance of struggle for democracy on concrete conditions of the course of the current world capitalist crisis. The growing resistance of the working class and the toilers is very dangerous for the maintenance of the rule of the Portuguese bourgeoisie. Therefore, the Portuguese bourgeoisie is unavoidably forced to prepare and implement in time the transformation of her dictatorship into open fascist terrorist forms against the people, and especially against the revolutionary forces in Portugal, including Stalinist-Hoxhaists, who will become the leaders of the class struggle in Portugal. It would be a crime if we would not call for the masses to struggle against open fascist terrorism by means of democratic and socialist demands. We cannot defeat growing fascism if we ignore the significance of democratic demands in our struggle for the revolutionary overthrow of the dictatorship of the bourgeoisie. It is our duty to unmask the revisionists as that what they really are: the agency of fascist transformation within the workers' movement for the purpose to save the bourgeois dictatorship from its replacement by the proletarian dictatorship. Social-Fascists and Fascists are twins who are enemies of the democracy. Therefore we have to struggle for democratic demands in the interest of the socialist revolution against both these twins. To underestimate this necessity would mean "left" opportunism, and to over-estimate it means right-opportunism. We have to struggle both against "left" and right-deviations and to defend the Leninist line in the correct handling of the democratic question.

However, history teaches us that the restoration of fascism is unavoidable if the working class does not destroy capitalism completely. Only socialism, under the dictatorship of the proletariat, guarantees the abolition of the danger of fascist restoration. The democratic struggle in itself is totally unable for getting rid of exploitation and oppression of the ruling classes. Only in combination with the socialist struggle, and especially through the subordination of the democratic struggle under the socialist struggle can the bourgeois dictatorship violently be overthrown. Anything else is revisionist-reformist garbage and "democratic" lip service in the interest of maintaining the class rule of the bourgeoisie. Moreover, the social-fascist lackeys are the stirrup holders of the restoration of fascism.

Under capitalism, all regimes without exception are bourgeois exploitative repressive dictatorships – no matter if they wear fascist or fake “democratic” clothes!

Greeting Message of the Portuguese Section


Dear comrades of all Sections, 

today, we celebrate the 28th anniversary of comrade Enver Hoxha’s death. Comrade Enver’s legacy is immortal. He, just like all other Classics, will live forever on the minds and hearts of every worker and of every communist.  

Comrade Enver was, after the death of comrade Stalin, the greatest anti-revisionist of the world. He was engaged in a fierce battle against all kinds of revisionists, from Titoism to Maoism, and while Enver was alive, socialist Albania remained proudly victorious against all anti-communist enemies. After comrade Stalin’s death and Khrushchev’s ascension to power, while other false “communist” countries were contesting among each other to see who would be the quickest to erase even the most superficial traces of Stalinist principles and to openly assume their character of bourgeois-revisionist class tyrannies, comrade Enver’s socialist Albania invariably refused to give up Marxist-Leninist-Stalinist principles. And in the end, it triumphed. Comrade Enver’s tiny socialist Albania, a country which in 1945 was totally destroyed by imperialist war, was able to transform itself into a completely independent and developed agro-industrial country and to defeat the almighty Soviet and Chinese social-imperialists on its own while being always ready to denounce the lies and trickeries of opportunists and anti-socialists of all hues. It also showed the world that socialism is not only a possibility, but moreover an inevitable historical necessity; that all the evils, oppression, exploitation, slavery, etc. that capitalism-imperialism brings upon world workers can be and will certainly be overcome.  

Comrade Enver and the other Albanian Marxist-Leninists were true examples of proletarian strength, revolutionary temerity and communist fierceness. During almost 40 years, Albanian working class led by comrade Enver’s PLA confirmed again (after comrade Lenin’s and Stalin’s Soviet Union) that capitalism, imperialism and revisionism are not inevitable and that authentic proletarian dictatorship and authentic socialist and communist construction are unbeatable.  

Today, the Comintern (SH) is the only true defender not only of comrade Enver, but also of all other Classics, as it is impossible to support one of the Classics without equally supporting also all others without exception. Based on the invincible teachings of the 5 Classics of Marxism-Leninism, we march resolutely towards world socialist revolution, towards world proletarian dictatorship, towards world socialism and world communism

Long live 102nd Women’s day!


Today, 8th March, 2013, the Portuguese Section of the Comintern (SH) likes to greet all other Sections and comrades on occasion of the 102nd women’s day.

The only manner through which proletarian and working women can accomplish their emancipation from all kinds of bourgeois-capitalist-imperialist oppression and exploitation is by participating and contributing to the world socialist revolution, to the establishment of world proletarian dictatorship towards world socialism and world communism. There is no other way.

The Portuguese Section of the Comintern (SH) bases its policies towards women in the declarations and documents of the CWI (SH). We condemn all attempts by bourgeois-capitalist organizations and “feminist” movements to divide and separate feminine proletariat from masculine proletariat or to divide “local” working women from “migrant” working women with the purpose of preventing the triumph of world socialism and world communism - because these goals can only be accomplished if proletarian/working men and women of all countries are united, are mutually supportive and enjoy from equal rights and duties always under the guidance of Marxist-Leninist-Stalinist-Hoxhaist ideology and of the Comintern (SH). Gloria Steinem, a representative of the pro-capitalist and pro-wage slavagist “feminist” movements once treacherously affirmed that “the movement to liberate women belongs to no one but to all those who care about human rights”. But this is false! World bourgeois-imperialists-capitalists (which created the so-called “feminist” movement) couldn’t care less about fake “human rights” – the only “human right” they recognize is their own plutocratic “right” to enslave and exploit both men and women in order to maximize profits.

The authentic movement to truly and definitively liberate proletarian / working women belongs exclusively to us, genuine communists, and to nobody else! Only by faithfully following and applying the invincible teachings of Marxism-Leninism-Stalinism-Hoxhaism can proletarian and working women be freed from exploitation, oppression, wage slavery and achieve total liberation in all aspects.

The Stalinist-Hoxhaist fight for women’s emancipation is inherently related to all other struggles of world proletarian communist movement to achieve the final annihilation of world capitalist-imperialist exploitative, repressive and wage slavagist order.

World proletarian / working women – unite! 

Only through unwavering adherence to the teachings of the 5 Classics of Marxism-Leninism can world feminine proletariat achieve total and definitive liberation from all kinds of bourgeois-capitalist-imperialist exploitation and oppression! 

Long live unity between proletarian men and women! 

Death to the reactionary bourgeois-capitalist “feminist” movements whose only aim is to keep working women subjected to endless exploitation and oppression!

Comrade Stalin’s communist legacy is invincible and immortal, no matter how much the anticommunists paid by world imperialist-capitalist plutocracy try to erase it through shameless lies and calumnies. Comrade Stalin may have been murdered by our class enemies, but he will live forever in the hearts and minds of every worker and of every authentic communist.

Dear comrades of all Sections,  
the Portuguese Section of the Comintern (SH) likes to send you the following message:  
today, it the 80th anniversary of Hitler's rise to power in fulfillment of the bloody class interests of world capitalists-imperialists in general, and of German capitalists-imperialists in particular. Nazi-fascism is just another form of bourgeois exploitative dictatorship, just like the so-called bourgeois "democracy". All forms of bourgeois dictatorship are essentially equal. Their purpose is to permit the maximization of plutocrats' profits through repressing and slaughtering workers (and communists in particular) in order to avoid socialist revolution and proletarian dictatorship by all means.  
The only manner to prevent the inevitability of all kinds of bourgeois tyranny - whether they are fascist, social-fascist, "democratic", etc. - is by accomplishing world socialism and world communism under the leadership of the Comintern (SH) in accord with the principles of Marxism-Leninism-Stalinism-Hoxhaism.  

Down with all forms of bourgeois dictatorship in general, and with its nazi-fascist form in particular!

Message of Solidarity

to the German Section of the Comintern (SH)

Dear comrades,


first of all, thank you very much for the greeting/solidarity message of the German comrades. It means the world for us, as it represents the steel-like union that exists between the Sections of the Comintern (SH). What the message said is totally true – “Alone, we are nothing. Only together we are strong!”


Dear comrades from the German Section, it may seem to you that everything is going on in Southern Europe, but the truth is that – as you pointed out – the entire European working class is paying capitalist crisis and not only the Portuguese, Spanish, Italian and Greek toilers. European bourgeoisie tries to mislead German workers by making them believe that this crisis has nothing to do with the exploitative class order, but with the alleged “incompetence” of Southern European peoples.  But she will not succeed. European proletarians will understand that only union can lead them towards a better life in a socialist and later communist world.


In Portugal, Germany is often wrongly seen by some workers as an inherently reactionary country, but this is not true. Germany is the birthplace of communist ideology. And one just has to think about the glorious November Revolution (which was an inestimable experience to the entire proletariat, no matter if it was defeated by reaction…) or about the heroic struggle of Thalmann’s KPD against Nazism to conclude that Germany is in fact one of the European countries with greatest revolutionary traditions. This can be proved by the ideological quality and proletarian firmness that German communists invariably revealed in all historical epochs – and which makes them a model for all the other genuine socialist revolutionaries in Europe and in the whole world.


Without the German proletariat, socialist revolution and proletarian dictatorship in Europe (and in the world...) would never last for a single second. Unfortunately, there are still some Southern European toilers who have difficulties accepting this, as they are being manipulated by their respective countries' nationalist bourgeoisie - who hates to see German dominant classes getting such a great share of profits for themselves … – and who does its utmost to spread division among European proletarians. Anti- Austerity - Protest in Portugal

Report of the Portuguese Section of the Comintern (SH)

The demonstration in which the Portuguese Section of the Comintern (SH) participated followed the recent announcement made by the Portuguese bourgeois-capitalist government in which it announced more austerity measures. This episode is included in the savage attack that world finance capital is launching against world peoples in general and European peoples in particular. In order to maximize profits, the plutocratic creditors don’t stop at nothing and they will do whatever is necessary to ensure their moneyed interests. In fact, despite the application of the barbarous “austerity program”, the truth is that portuguese debt is increasing more and more – in accord with the interests of finance creditors like Goldman Sachs, Citigroup, etc…Indeed, all countries in which the IMF (the creditors’ representative) has set foot are only getting more miserable and desperate. Through their outrageously speculative interest rates, the plutocratic creditors are launching the world in general and Europe in particular to bankruptcy. And contrary to what happened until very recently, this is not a phenomenon exclusive of Southern Europe anymore. Today, the effects of finance capital insatiable gluttony can be felt in countries like England, Germany or Sweden.

But let’s return to our demonstration. When we arrived at the avenue where the demonstration would start, we immediately noticed that the revisionists of the Portuguese “Communist” Party were already there with their hateful slogans and propaganda. Just like had occurred in other occasions, we were shocked by the immense numbers of Portuguese revisionists present at the demonstration. Indeed, the demonstration was called and organized by them. And official statistics show that the number of supporters of the P “C” P increased exponentially since the IMF and the European imperialists intervened in Portugal. Through misleading the working classes with their fake “socialistic” talk, the revisionists of the P “C” P are starting to dream with a social-fascist Portugal. After all, the P “C” P is a revisionist party of pro-Khrushchevist type which supports all past and present social-fascist and social-imperialist states. The vision of hundreds of Portuguese revisionists at the demonstration was terrifying. The definition of “social-revengeist” could not suit better to the Portuguese revisionists.

When seeing them marching through the avenue, one cannot avoid wondering what would happen if they took power. In which social-fascist state would they inspire in order to establish a bourgeois-revisionist dictatorship in Portugal? Perhaps in the monarcho-fascist North Korea, to where the leaders of the P “C” P still travel frequently. Or in Nepotist Cuba, which is described by them as being some kind of heaven on earth. Or even in the social-imperialist Soviet Union, which the Portuguese revisionists admired so much during its lifetime. And this not to mention many other social-fascist states (German Democratic Republic, Tito’s Yugoslavia, Ceausescu’s Romania, etc…) which still populate the dreams of the P “C” P’s social-bourgeois leaders.

Despite their horrendous social-fascist leanings, the Portuguese revisionists manage to treacherously seduce many people who are disillusioned with capitalism, mostly among the unemployed which live in destitution (and who were heavily present at the demonstration…). Those people may have honest intentions, but they are uninformed about the true social-fascist character of the P “C” P. Far from being a menace to the bourgeois-capitalist system, the Portuguese revisionists only want to establish a dictatorship of the revisionist bourgeoisie under phoney “socialist” and “progressive” masks in order to make capitalist exploitation and wage slavery last forever.

Another aspect noted by us was the absence of the Portuguese Maoists and of the members of the so-called “15th October movement” at the demonstration. We guess this movement is running extinct and no wonder why. Bourgeois-capitalist masquerades like the “15th October movement” never last much if they are not able to mislead toiling masses. When they fail doing this, the ruling classes stop from considering them to be useful to penetrate the proletarian ranks and annihilate them.

As for the Maoists, their refusal to participate in a demonstration organized by the P “C” P is part of their fake “anti-revisionist” disguise whose purpose is to hide from the oppressed classes that they are as revisionist, as pro-capitalist, as social-fascist, as social-imperialist and as anti-communist as the P “C” P.

Of course, there were also some groups which did not seem to be affiliated to the Portuguese revisionists. We joined one of them and shouted some slogans: “Out with the IMF!”, “Death to imperialist E.U!” Interestingly – and contrary to what happened in other demonstrations in which we participated – there were no great troubles with the police this time. Of course, we saw that pro-capitalist police was present, but it refrained from intervening. It seemed to us that the “security forces” at the service of the exploitative system were combined with the Portuguese revisionists. In previous demonstrations not so intensively controlled by the P “C” P, the police was never tired from provoking the demonstrators, from beating them and perturbing the course of the demonstration. But in this case - in this demonstration totally manoeuvred by the Portuguese revisionists – the police seemed determined to grant that everything was relatively calm and in accord with the revisionists’ desires.

Inevitably, we also heard the speech made by the general-secretary of the CGTP – the major revisionist trade-union in Portugal which is (how not?) under the sway of the P “C” P (the majority of the leaders of the CGTP are also members of the Central Committee of the P “C” P). Unsurprisingly, the speech was full of revisionist and opportunist shibboleths whose objective is to keep the Portuguese proletariat away from the authentically revolutionary Marxist-Leninist-Stalinist-Hoxhaist ideology. Among all reformist ideas, there were two which were tirelessly repeated: “We have to dismiss this government” (as if a mere regime change within the limits of the capitalist system could solve anything…) and “We need to impose more taxes on the capitalists.” This second slogan is so disgustingly reformist, bourgeois, pro-capitalist and anti-socialist that it does not even needs our commentaries. We will only say that the objective of this slogan is to perpetuate capitalist domination and to maximize its profits through hiding the class character of the state from the eyes of the workers, thus preventing them from acquiring genuine communist conscience and from eliminating all kinds of exploitation and oppression through the proletarian dictatorship and the socialist revolution.

We this short report, we aim to denounce the perverse social-capitalist character of the demonstrations led by the revisionists in general, and by the Portuguese revisionists in particular. We urge all conscient proletarians to join us, Stalinists-Hoxhaists, in our relentless struggle against all kinds of opportunisms not only in Portugal, but all over the world in favour of an authentically anti-capitalist and communist combat against the world plutocratic imperialist rulers and against their most faithful lackeys: the revisionists.

May Day 2012 – report

of the Portuguese Section of the

In 2012, the May Day had a very special meaning to the Portuguese proletariat. After all, Portuguese workers are being subjected to the harshest exploitation thanks to the infamous “austerity measures” imposed by the European imperialists at the service of the foreign creditors. Therefore, the May Day was an occasion in which the Portuguese proletarians showed once more that they will not be keep in bondage by the internal and external oppressors, that they will struggle not only against the imperialist “European Union” but also against the awful reactionaries who are governing Portugal.

When we arrived at the public square where the demonstration started, we noticed that many of the demonstrators were young people shouting slogans like “Green receipts, dark future”. We immediately understood that those people were outsourcing workers; the “green receipts” are an instrument fabricated and used by the Portuguese bourgeoisie to fiercely exploit workers. Indeed, the “philosophy” behind the “green receipts” is that workers will be condemned to precarious tasks, without payment for extraordinary hours and with a grave particularity: under the “green receipts” regime, the exploiters can send a worker to unemployment at any moment, without having to give any justification or to pay any indemnization to the fired worker. It is true that this kind of “indemnization” was nothing more than ridiculous alms given to the workers to prevent them from acquiring a socialist consciousness by inculcating in them the false impression that the capitalist boss is worried about their well-being and subsistence. However, presently, the exploiters of the Portuguese proletariat do not seem to be in the least worried about keeping this appearance of a “civilized” capitalism. They are solely concerned about maximizing their profits and with that purpose they are leading Portuguese workers back to the working and living conditions of the XIXth century. Of course, most of the Portuguese workers subjected to this hateful “green receipts” regime are young workers receiving salaries of misery. Consequently, it was not at all surprising that so many of these precarious workers were actively participating in the May Day demonstration.

We also noted that there were great numbers of unemployed in the demonstration, who were holding placards saying: “Unemployment =poverty”. In truth, unemployment in Portugal is reaching catastrophic levels, with almost 16% of the Portuguese population being unemployed (and this accordingly with bourgeois statistics, the true numbers must be much higher…). Thanks to the diktat of the country’s foreign creditors – who demanded that assistance to unemployed workers must be reduced or even eliminated – Portuguese workers who find themselves unemployed are automatically condemned to live, together with their families, in the most abject misery. It is not by chance that many Portuguese proletarians are nowadays suffering from diseases related with severe malnutrition, something that did not happen since the end of the fascist period. Unemployed workers are one of the most oppressed groups under capitalism; we can even affirm that they are a direct and inherent consequence of capitalism, because unemployment is something exclusive of the capitalist mode of production – it never occurs under socialism. Therefore, in face of the deep sympathy that we experience towards unemployed workers, we decided to join them in the demonstration.

Soon after we had started to march side by side with the unemployed, we noticed that some members of the Portuguese Workers’ “Communist” Party (Maoist) were also present there. This was not a surprise to us. Portuguese Maoists would never loose an opportunity to poison the May Day with their disgusting anti-socialist ideology, whose social-fascist character they try to hide by misleading workers. The Portuguese Maoists were shouting: “Death to the rightist government!” and “Death to the European Union and to the International Monetary Fund!” Besides this, there was also a group of them holding a poster where it could be read: “Portuguese people and Greek people are united by the same struggle!” This slogan is an example of the tactic which has been much used by the Portuguese Maoists during the last months. Already in the 22nd March general strike they had used similar slogans. They try to inculcate in the Portuguese workers the idea that there is an “identity of interests” between South European workers which would allegedly differentiate and detach them from all the other European workers. The purpose of this “strategy” is very obvious: to divide European proletarians, preventing them from uniting against common capitalist-imperialist enemies (unfortunately, we have to say that this phenomenon is not exclusive of Portuguese Maoists. In fact, there are many social-fascist organizations in Spain, Italy and Greece which are also adopting this same “strategy” of division). But the Portuguese Maoists are totally misled if they think that they can separate European workers. When the world socialist revolution finally comes, European proletarians will be united not only against open capitalism and imperialism, but also against all kinds of bourgeois lackeys hiding behind “socialistic” masks, as is the case with the Maoists. And when this time arrives, the union of the European workers will be indestructible, it will be steel-like whether the Maoists like it or not.

But let’s return to the May Day demonstration. There were not so many members of the anarchist 15th October movement as in the 22nd March general strike. It seems that in Portugal the movement is becoming weaker and weaker. This is not astonishing. Just like happens with everything which serves bourgeois social-economical order, also the 15th October movement is condemned to fail and to disappear. However, not all pro-capitalist organizations and ideologies disappear with the same quickness as the 15th October movement. This was what we thought when we observed groups of Portuguese revisionists belonging to the villainous Portuguese “Communist” Party doing their noxious economist propaganda. The Portuguese revisionists have been poisoning the minds and lives of Portuguese workers since many decades and they are determined in continuing doing this. For May Day, their official slogan was: “Lets’ struggle against poverty and exploitation!” At first sight, this slogan might sound “revolutionary”, but if we take into account that in their “Party Program”, the Portuguese revisionists carefully limit their “struggle” to the “accomplishment of a mixed economy and of a welfare state” (to use their own words), we realize that correct slogans in the wrong hands are automatically transformed into counter-revolutionary slogans.

Moreover, we could also hear the speech of the general-secretary of the General Confederation of Portuguese Workers, a social-bourgeois trade union which is under the complete control of the P “C”P. In the speech, it was said that “We must intensify our struggle for better wages and against the attack on Public Services.” Indeed, this phrase is a very illustrative synthesis of the whole content of the speech: an amount of social-democratic shibboleths whose objective is to direct Portuguese workers towards reformist illusions of a “tamed” capitalism. In the speech, there was not the slightest sign of any appeal to genuine socialist combat, neither to the violent overthrow of the capitalist system and its replacement by the proletarian dictatorship.

During the May Day demonstration, we equally perceived that great deals of police forces were present and they were attentively observing the activities of the demonstrators. In face of this, it is crystal clear that the Portuguese dominant classes are so afraid of popular demands that they even try to intimidate a demonstration which did not represent the slightest menace to capitalist exploitative rule. Indeed, as long as occasions such as the May Day are kept under social-fascist and revisionist control, the internal and external oppressors of the Portuguese people do not need to be concerned. This is a very sad situation because during 48 years, Portuguese workers were forbidden from celebrating May Day by fascist forces, and nowadays the Portuguese revisionists are also prohibiting the Portuguese proletariat from authentically celebrating May Day by preventing them from acquiring a truly communist consciousness through spreading reformist slogans that support the perpetuation of capitalist tyrannical repression. But their domination will not last forever. The Portuguese Section of the Communist International (SH) will open the eyes of the Portuguese proletarians to the fact that only Marxism-Leninism-Stalinism-Hoxhaism can definitively liberate them from the sufferings and hardships which are intrinsic to capitalism and that only Marxism-Leninism-Stalinism-Hoxhaism can lead them towards an authentically socialist and communist society.

Portuguese proletarians – combat both internal and external capitalist exploiters!

Don’t be deceived by the lies and reformist lies promoted by the Portuguese revisionists and social-fascists!

Struggle for a veritable proletarian dictatorship, fight for genuine socialism in Portugal and in the whole world!

Only world socialist revolution can liberate Portuguese workers from the asphyxiating oppression of the foreign imperialist creditors!

This 1st May, 2012 will be of decisive importance to the Portuguese proletariat. In fact, Portuguese workers are being subjected to the most fierce exploitation and robbery. The banks and corporations which control imperialist organisms like the International Monetary Fund and the European Union are condemning Portuguese proletarians to misery, poverty and unemployment through the outrageous speculations they make with Portugal’s foreign debt. Of course, the imperialists use Portuguese ruling classes as their lackeys in order to maximize the exploitation of Portuguese people, even because the perverse plans of those imperialists also benefit them.

The Portuguese proletariat will only have good prospects if it faithfully follows Marxism-Leninism-Stalinism-Hoxhaism, because this is the only ideology able to lead them towards a world communist society where exploitation and oppression will be inexistent. Portuguese workers must understand that the only manner to get rid of capitalism’s endless evils is through the world socialist revolution, is through the implementation of proletarian dictatorship and of socialist society not only in Portugal, but also in the whole world. World socialism is the only way to abolish the inevitability of capitalist-revisionist encirclement and restoration.

In Portugal, the so-called “communist” movement is totally dominated by all kinds of revisionists - from the Trotskyists to the Maoists – but this situation will not last forever! A veritable Stalinist-Hoxhaist party must be founded in Portugal under the leadership of the Comintern (SH) – this is essential not only for the emancipation of the Portuguese proletariat, but also of the whole world proletariat.

Therefore, we appeal to all genuine Portuguese communists – who are the vanguard of the Portuguese working classes – to unite in a Stalinist-Hoxhaist party which will be a worthy detachment of the world proletarian red army struggling against world capitalist-imperialist exploitative system and in favor of world socialism and world communism.

Portuguese workers – only through the world socialist revolution it is possible to defeat imperialism!

The Hsinhua news agency reported that a delegation of the Spanish revisionist party of Passionaria, headed by the general secretary Carrillo arrived in China and visited many of its cities. It reported that a banquet given for the delegation passed in a cordial atmosphere, and Keng Biao, Director of the Foreign Directory of the Central Committee of the Communist Party of China, held talks with the delegation at which the opinions of the two sides were presented.
Now it is clear that the Communist Party of China began the contacts, the talks and, why not, even the agreements.
For the time being, perhaps these may be on certain problems, until they reach agreement on everything. After this meeting comes the turn of meetings with other revisionist parties, the Italian, French, British, Dutch, etc. This is a whole process in development.
On the one hand, the Communist Party of China is following the most openly opportunist road, allegedly maintains bilateral contacts with the communist and workers' parties (Marxist-Leninist) «just to listen to them and to be informed» but without assisting them, in particular, without supporting them ideologically in the struggle against revisionist parties and against other groups of anarchists and Trotskyites, while on the other hand, the Communist Party of China has begun and will continue to develop contacts and come to terms with the revisionist parties. This line, naturally, will take them deep into the mire of revisionist ideology, will take them ideologically into the «third world», that is, to the revisionist
course of Tito, Ceausescu, Castro, etc.
The other course which the Communist Party of China is pursuing is allegedly that of state relations in order to strengthen contacts with the revisionist parties in the countries where they are in power and which have contradictions with the Soviet Union and the revisionist party of the Soviet Union. At the same time, despite all these things it is doing, and precisely in order to disguise the true tactical and strategic aims of these revisionist and opportunist activities, the Communist Party of China «maintains relations» and proclaims to the world and trumpets that «it is on the same line and in complete Marxist- Leninist unity with the Party of Labour of Albania» and by supporting us implies, that «we, too, are allegedly in agreement with many of its activities». This is a very cunning tactic.
The fact that one of the reasons they gave us for not coming to our 6th Congress was «the large participation of the Marxist-Leninist parties», proves this very clearly.
The telegram which they sent us for the Congress, as well as for the 30th anniversary of the founding of the Party, lauded to the skies this internationalism of our Party and the support we give to the Marxist-Leninist parties. But as soon as this Congress was over, they issued a communique which welcomed Carrillo of Ibarruri, who, when we defended Marxism-Leninism and attacked Soviet revisionism and Khrushchev at the Moscow Meeting, called us «Trotskyites».
The revisionist group of Carrillo and the socialist group of Pietro Nenni are welcomed openly in China and joint communiques are published immediately, whereas Chou En-lai barely gave the delegation of the Communist Party of Poland (Marxist-Leninist), which went to China much before these others, an hour of his time, while the joint communique which the Chinese themselves proposed and which they agreed to publish, they did not publish at all.
Apart from their lack of sincerity, this also demonstrates
what I said above: the Chinese are sacrificing the Communist
Party of Poland (Marxist-Leninist) in order to link up with the revisionist party of Gierek and the Polish state, allegedly because they have contradictions with the Soviet Union and the Communist Party of the Soviet Union.
The welcoming of the revisionist group of Carrillo to Peking will damage and raise many obstacles for the Communist Party of Spain (Marxist-Leninist), which is new. This will hinder it in the development and further consolidation of its positions. At the same time, such a thing will compel the Communist Party of Spain (Marxist- Leninist) to take a stand, either within the party, or in its propaganda, about the relations of the Communist Party of China with the revisionist party of Passionaria, because, in its press, the revisionist party of Spain will make the most of this success which it has scored in China. Undoubtedly it will say on this occasion, that «a bridge has been built to unity of the communist movement»; that «there
are no fundamental disagreements between it and the Communist Party of China»; that «those few things which divide them were put aside and those which unite them were made the basis of their Marxist-Leninist collaboration»; that «it was decided there should be no polemics between our two parties», and all the usual revisionist rubbish will follow in due course.
Although the communique issued by Peking does not say these things, it implies them. The Chinese communique says only that the two sides put forward their views.
It is natural that their views should be put forward, but what are these views? Where are you and where are you not in agreement?! It is supposed that they were in agreement, and if there were some things on which they were not in agreement, they were so unimportant that it was unnecessary to point them out. Thus, Carillo and Passionaria wrapped things up very well.
The very same situation will be created for all the (Marxist-Leninist) communist parties when delegations from the revisionist parties of their countries go to China.
Hence, a new concrete danger threatens to undermine the new Marxist-Leninist parties in particular, which have still not strengthened and consolidated themselves internally. This of course, is a great danger for the international communist movement in the first place, therefore, the burden falls on our Party, in particular, in cooperation and unity with the other Marxist-Leninist parties, to neutralize this danger and to triumph over it.
We shall fight to defend our principles, to defend Marxism-Leninism, to defend the sister Marxist-Leninist parties, which must be conscious of the danger, must be vigilant, cautious, principled and revolutionary, must strengthen themselves internally organizationally, ideologically and politically; they must safeguard the Marxist- Leninist unity within the party, because in this situation, and especially when the parties are untempered, this unity is always in danger.

The General Strike and the

Portuguese Section of the Comintern (SH)


Lisbon, 22nd March, 2012 in the afternoon – demonstration of the general strike against the austerity measures imposed by the imperialist European Union and by the neo-liberal Portuguese government




In first place, we have to note that this strike and this demonstration were called in a context of harsh class struggle. In fact, the situation of the Portuguese proletariat is becoming truly unbearable. Since the application of the austerity program of the troika (the “troika” is the designation given to the group E.U/IMF which defined the austerity measures that should be imposed on the Portuguese workers in benefit of the exploiters), prices have known a dramatic increase while wages are becoming lower and lower. Accordingly with official statistics, Portugal is the most unequal country in the European Union and it is now clear that things will become even worse in the future. College students are among the more affected groups because of the harsh rise of college fees. Many of them are being forced to leave college because they can’t afford it. It is true that the Portuguese teaching system was never perfect – quite on the contrary. But now, thanks to the austerity measures, we are returning to the times of the fascist dictatorship, when only the sons of the fascist tycoons were able to pursue their studies.

Therefore, it was without surprise that we observed that great part of the demonstrators were young students who displayed placards asking ironically: “Passos, will you pay me the college fees?” (Passos Coelho is Portugal’s social-darwinist prime minister).

Of course, one thing impossible to ignore was the presence of the “security forces” serving the capitalist state. In fact, we noted that as the demonstration developed, the number of police agents increased (by the end of the demonstration, we were surrounded by detachments of the police “Special Forces”). At a certain moment, there was a great uproar when the police agents started to hit some “militants” of the 15th October movement because they were throwing eggs to the Bank of Portugal (despite not having the slightest sympathy for this movement, we shout “Death to the fascist police!” in solidarity with them).

This shows how much the exploiters are afraid of popular demanding because this demonstration was totally dominated by the revisionists and – consequently – it was inoffensive to the capitalist state.

In fact, there was revisionist propaganda everywhere: the strike had been called by the GCPW – the General Confederation of the Portuguese Workers, which is completely subordinated to the Portuguese “Communist” Party (indeed, there are many members of the PCP’S Central Committee who are simultaneously leading members of the GCPW). When we arrived at Lisbon’s main avenue (where the demonstration took place), the leader of the GCPW had already started his speech, which was exactly like we expected. He “praised” the workers for their courage to go on strike against the pressures of the neo-liberal government, but besides this there was nothing of genuinely revolutionary agitation; the rest of the speech was circumscribed to the fake “encouragement” of “workers’ struggle” within the limits of the capitalist system. There were also a lot of appeals to the “overthrown of the reactionary government at the service of European imperialism” – as if things could be solved with a simple “government change” in favor of the more “progressive” bourgeoisie - when the truth is that socialism is the only possible cure for the capitalist disease.

Then, we started walking down the avenue.

There were many groups of “militants” of the P”C”P who were shouting economicist slogans like: “Austerity is poverty, work is progress!”, “Temporary work cannot be our future!” and “We want better wages and less working hours!” They were in considerable number and they seemed to be carefully organized. This irritated us very much. It is very hard to think that an awful social-fascist party like the P “C” P has so many militants and influence, while the Portuguese Section of the Comintern (SH) - which has an authentically revolutionary and communist ideology – is still in an embryonic stage. Of course, we cannot forget that the Portuguese revisionists are being favored by the bourgeoisie while we, Portuguese Stalinist-Hoxhaists, are the bourgeoisie’s worst enemies and have to combat the capitalist-imperialist system with all our forces.

We saw some P “C” P’s “militants” distributing propaganda papers. When it was our turn to receive one, we refused it. We tried to be vehement in our refusal, and the revisionist which was distributing the papers looked at us as if rejecting propaganda from the Portuguese Revisionist Party was the biggest crime of all times.

There were also members of the Portuguese Workers' Communist Party - the main Maoist party in Portugal. They used slogans like: “Death to the troika!”, “We won’t pay (Portugal’s debt)!” and “Death to German imperialism!” (what a pity that they “forgot” to also say: “Death to Chinese imperialism!” – which is nowadays on the verge of world domination and which was founded and strengthened thanks to their own ideology - Maoism).

After this, we decided to join a group which was screaming “Down with capitalism!” (we liked this slogan). In our group there were many sympathizers of the 15th October movement. One of those sympathizers even asked us if we were also part of the 15th October movement. We answered negatively and said that we were member of the Comintern Stalinist-Hoxhaist. We also stated that the Comintern (SH) has a site in the internet and urged him to visit it. But he looked at us in a very weird manner, saying that: “Sorry, I don’t want to have nothing to do with Stalinism” and then he turned his backs on us and went away! What a coward! We thought about going after him asking why was he so afraid of Stalinist ideology, but – let’s be sincere - what could we expect from a sympathizer of a pro-anarchist movement totally fabricated by the exploiting classes which are using it as a relief valve to the legitimate grievances of the oppressed masses? Anyway, we are already used to face bad manners every time we assume our glorious Stalinist ideology in public. It is very interesting that the “militants” and “sympathizers” of the 15th October movement are being depicted by the bourgeois “leftist” intellectuals has having been the “heroes” of the demonstration due to the confrontations which occurred between them and the “security forces”. Therefore, we conclude that these “heroes” of the 15th October movement are sufficiently “courageous” to throw eggs to the banks and to the police, but they are not brave enough to bear a conversation which includes the word “Stalinist”.

Our experience of participation in the 22nd March strike demonstration showed us how much the Portuguese workers need a strong, proletarian and truly communist vanguard organization which is able to lead them towards the world socialist revolution, towards the establishment of the world proletarian dictatorship, towards world socialism and world communism. Portuguese workers are submerged in revisionist, anarchist, pro-capitalist and anti-socialist garbage. It is time for us, Portuguese Stalinist-Hoxhaists, to clean all this mess through inculcating the genial teachings of the 5 Classics of Marxism-Leninism in the minds and hearts of the Portuguese exploited classes.

Dear Comrades from Serbia,

the Portuguese Section of the Comintern (SH) wants to express its greatest proletarian solidarity towards the struggle of the Serbian comrades in the context of the recent attacks and interferences that the social-fascists launched against the Serbian section of the Comintern (SH).

The Serbian comrades should not be surprised by the attacks and interferences of the social-fascists. After all, Serbia is one of the countries in which the pro-capitalist, anti-communist and ultra-reactionary influences of Titoist Revisionism are more heavily felt. Titoist social-fascism not only oppressed and exploited the Yugoslav peoples during decades, but also contributed greatly to the survival of the capitalist-imperialist system after World War II. And despite being sometimes depicted as a somewhat “historically surpassed” kind of revisionism, the truth is that Titoist social-fascism is still alive nowadays, as the attacks directed against the Serbian Section demonstrate.

These attacks by the social-fascists against the Serbian comrades are a sign of the weakness of our enemies, they confirm that world bourgeoisie is becoming desperate and that the end of capitalist-imperialist system is inevitably approaching. They are so frantic about our strong and proletarian Stalinist-Hoxhaist ideology that they even dare to put aside the “democratic” and “tolerant” mask in order to try to openly damage our revolutionary work. And they do this because they know very well that ours is the only ideology which is able to completely destroy world capitalism-imperialism and to liberate world proletariat from tyrannical wage slavery.

The attacks of the social-fascists will never frighten us. We know that the struggle between social-fascism and Stalinism-Hoxhaism will inescapably end with the total victory of Stalinism-Hoxhaism. We also know that the only manner to avoid the inevitability of social-fascism is through the establishment of the dictatorship of the world proletariat, is through the achievement of world-socialism and world-communism.

The Serbian Stalinist-Hoxhaists have to fulfill the task of educating, preparing and organizing the Serbian proletariat in the spirit of the Comintern (SH) based on the glorious teachings of the 5 Classics of Marxism-Leninism: Marx, Engels, Lenin, Stalin and Enver Hoxha.

In the accomplishment of this difficult duty, they can count with full support from all the other Sections of the Comintern (SH).

Dear Serbian comrades, the Portuguese Section of the Comintern (SH) wishes you success in the struggle against Serbian and non-Serbian social-fascists!

Portugal is nowadays on the verge of bankruptcy (literally speaking) and this situation is entirely due to the harsh exploitation of the Portuguese proletariat by the World bourgeoisie and by the Portuguese bourgeoisie. Portugal is among the most unequal countries in Europe. One fifth of the Portuguese population already lives below the poverty line. There is no doubt that socialism is the only solution to Portugal and to the entire world.

The strike of 24th November was a great answer to the shameless robbery and exploitation to which the Portuguese working classes are subjected. However, it is deplorable that the objectives and the organization of such an important strike rested exclusively in the hands of the loathful Portuguese revisionists, who ensured that the strike remained within "acceptable" limits to the capitalists.

But from the moment that the Stalinist-Hoxhaist party is founded in Portugal, things will be much different. Strikes will have a totally different meaning. We, Portuguese Stalinist-Hoxhaists, will struggle against the fascist P "C"P and against all bourgeois, pro-capitalist and anti-socialist forces and we will be victorious over them. We will take the lead not only of the strikes, but mostly of the Portuguese proletariat towards the implementation of the dictatorship of the proletariat and of socialism in Portugal and all over the world.

Behind the general-strike in Portugal lurks the "hydra" of the

socialist world revolution !





"Strikes teach the workers to unite; they show them that they can struggle against the capitalists only when they are united; strikes teach the workers to think of the struggle of the whole working class against the whole class of factory owners and against the arbitrary, police government. This is the reason that socialists call strikes "a school of war", a school in which the workers learn to make war on their enemies for the liberation of the whole people, of all who labour, from the yoke of government officials and from the yoke of capital.

"A school of war" is, however not war itself. When strikes are widespread among the workers, some of the workers (including some socialists) begin to believe that the working class can confine itself to strikes, strikes funds, or strike associations alone; that by strikes alone the working class can achieve a considerable improvement in its conditions or even its emancipation. When they see what power is in a united working class and even in small strikes, some think that the working class has only to organise a general strike throughout the whole country for the workers to get everything they want from the government. This idea was also expressed by the workers of other countries when the working-class movement was in its early stages and the workers were still very inexperienced.


Strikes are ONE of the ways in which the working class struggles for its emancipation, but they are not the only way; and if the workers do not turn their attention to other means of conducting the struggle, they will slow down the growth and the successes of the working class.


When all class-conscious workers become socialists, i.e., when they strive for this in order to spread socialism among the workers, in order to teach the workers all the means of struggle against their enemies, when they build up a socialist workers' party that struggles for the emancipation of the people as a whole from government oppression and for the emancipation of all working people from the yoke of capital - only then will the working class become an integral part of that great movement of the workers of all countries that unites all workers and raises the red banner inscribed with the words:


"Workers of all countries, unite !"

Declaration of the foundation of the Portuguese Section of the Comintern (SH)




On 8th November of 2011, when we celebrate the 70º anniversary of the Party of Labour of Albania (PLA), the Portuguese Section of the Communist International (Stalinists-Hoxhaists) is founded.


The main objective of this section is to organize and prepare the Portuguese proletariat not only to establish the proletarian dictatorship in Portugal but also to become one of the detachments of the world revolutionary proletarian army. Therefore, our final aim is to contribute to and struggle for the victory of the proletarian and socialist world revolution which will inevitably defeat and destroy the loathful capitalist-imperialist world system which savagely oppresses and exploits the world proletariat. With the purpose of achieve this, we entirely rely on the brilliant teachings of the five Classics of Marxism-Leninism – Marx, Engels, Lenin, Stalin and Enver Hoxha – which constructed, developed and defended communist ideology against all kinds of revisionism.

We equally base our actions and activities on the glorious experiences of the Communist Party of the Soviet Union (Bolshevik) and of the PLA led by Comrade Enver because these two parties were the only ones which managed to accomplish a victorious proletarian revolution faithfully following the principles of Marxism-Leninism and which were able to successfully direct their respective countries towards socialist construction.

Consequently, our purpose is to defend and develop the heroic inheritance of the Communist International of Comrades Lenin and Stalin and of the former Marxist-Leninist World Movement of Comrade Enver Hoxha in order to dedicate all our forces to the fight for the implementation of socialism and communism in Portugal and all over the world.

The historical course of the Portuguese communist movement – which can be studied in the article about the 90th anniversary of the PCP - is full of glorious episodes, like the resistance of the Portuguese working classes against the longest fascist regime in the history of humankind. However, it is also full of difficult moments and of treasons to Marxism-Leninism. When Khrushchevist revisionism took power in Soviet Union and started to restore capitalism in that country, the leaders of the P “C” P cowardly surrendered to Soviet social-fascism and social-imperialism, thus betraying the efforts and the struggle of the Portuguese exploited masses in favor of socialism.

In 1975, the Portuguese Communist Party (Reconstructed) was founded. This party wanted to rebuild the vanguard of the Portuguese proletariat in the struggle for socialism. The PCP (Reconstructed) created many hopes among Portuguese Marxists-Leninists, who believed that with the PCP (Reconstructed) Portugal would have a truly Marxist-Leninist party again. Unfortunately, those hopes were never fulfilled. The PCP (Reconstructed) was influenced by social-bourgeois and anti-socialist ideologies which caused the penetration of pro-capitalist and liquidationist elements which ultimately conducted the party to its dissolution in 1992.

Nowadays, the Portuguese anti-revisionist and Marxist-Leninist movement is totally fragmented and unorganized. It does not have a strong and ideologically reliable center which is able to lead the Portuguese proletariat in the fulfillment of its historical mission of accomplishment of socialism and communism. In Portugal, the parties which falsely call themselves “communist” are nothing more than social-fascist organizations at the service of the dominant classes and whose only purpose is the perpetuation of the totalitarian capitalist exploitation. It is precisely to change this situation that we are creating the Portuguese section of the Comintern (SH), whose middle-long term objective is the foundation of an authentic Marxist-Leninist-Stalinist-Hoxhaist party in Portugal.
