In 1936 he partook in a strike of petroleum workers organized by the Puna (Work) trade union in the area, which was associated with the Korça Communist Group. He joined the resistance forces after the Italian invasion of Albania in 1939 and joined the Communist Party of Albania (from 1948 the Party of Labour of Albania) in 1942. During the war he served in secession as company and later battalion commissar of the Fourth Partisan Brigade, commissar of the Twelfth Partisan Brigade, commissar of the Eighth People's Defense Brigade and up to 1948 regimental commissar in the Security Forces with the rank of Major.

He became a deputy to the People's Assembly in 1950 and a member of its Presidium in 1952. From 1956-58 he served as Chairman of the Assembly and Vice-Chairman from 1966-76. From July 1950 to March 1951 he served as Minister of Industry. In 1952 he became a member of the General Council of the Trade Unions of Albania and served as its Chairman from 1970-82.

In April 1950 he became a candidate member of the Central Committee of the PLA, full member at the Second Party Congress in 1952 and a member of the Politburo at the Third Congress in 1956. He served as First Secretary of the Party committee in Korça district from 1949–50 and of the Durrës Party committee from 1966-70. In March 1951 he became Secretary of the Party's Central Committee.

In December 1991 he was arrested and put on trial in July 1994 alongside some other prominent PLA leaders, being sentenced to eight years in prison after being accused of abuse of power. He was released in July 1995.

on occasion of the 70th anniversary of the foundation of the Albanian Trade Unions - February 11, 1945

 

 

Dear Comrades of the Albanian Section of the Comintern (SH)!

 

The Comintern (SH) congratulates you today to today's 70th anniversary of the founding of the Albanian Trade Unions (ATU).

 

We remember all veterans and heroes of socialist work, the old activists and members of the Albanian Unions and the heroic working class of Albania.

 

This day is not only of great importance for the construction of socialism in your home country , but also of great importance for the international revolutionary trade union movement. With their courageous struggle against international bourgeois reformist and revisionist trade unions, the Albanian unions became leader of the world revolutionary trade union movement. We assure you that the Comintern (SH) and the Red International of Labour Unions defend this revolutionary banner of the Albanian unions not only faithfully, but carry it forward in today's struggle for world socialism.

 

In October 1945, a few months before the founding of the Albanian Unions, the World Federation of Trade Unions was established. The Albanian Unions led a heroic struggle for the revolutionary union line against the union revisionist line within the WFTU.

It is now to continue this heroic struggle for the destruction of the revisionist WFTU until the final victory of the Red International of Trade Unions. Our basic objective is clear:

In world socialism there is no place for bourgeois reformist-revisionist unions. If we want to smash world capitalism, then we must also smash its capitalist unions.

 

The aim of the RILU is to fight for the construction of world socialism in the same way as the Albanian Unions have fought for the construction of socialism in Albania.

 

The international leadership of the Albanian Unions in the world revolutionary trade union movement was based on the Hoxhaism.

The Hoxhaist tactics of the struggle of the trade unions is the most advanced and universal tactics - valid for all countries all over the world.

 

Although the Albanian working class was numerically small and inexperienced in the trade union struggle, she succeeded immediately after the victorious war of liberation against the fascist occupiers in one of the smallest and least developed countries in the world not only to lead the people's revolution to victory, but also to build an own independent red socialist union. This great historical event expresses the universality of the teachings of the 5th Classic of Marxism-Leninism.

The Hoxhaism in the union question is that Hoxhaism formed the ideological basis for the revolutionary breakthrough of the reformist-revisionist encirclement of the bourgeois world trade union movement.

Hoxhaism is the ideological basis of the revolutionary line of the union in the fight against the reformist trade unions and against the revisionist line on an international scale. The Hoxhaist Union is the school of anti-reformist-revisionist struggle for world communism. That is the international significance of Hoxhaism on the issue of trade unions.

 

The 5 Classics of Marxism-Leninism taught:

the first and most important transmission belt, connecting the party with the working class, that is the union:

 

"The main mass organizations, the trade unions"

In close contact and under the leadership of the Party of Labour of Albania - with Comrade Enver Hoxha at the top -, the Albanian trade unions contributed significantly to establish and consolidate the dictatorship of the proletariat.

The Albanian Unions were established on the basis of the principles of Marxism-Leninism.

They fulfilled their role as the main lever of the party, as a central link of the dictatorship of the proletariat, as a transmission belt of the party with the toiling masses.

In the Albanian Unions thousands of innovators grew up, who were loyal to the party. The cadres of the Union played both in production and in daily life an exemplary role in building socialism and in fulfilling their duty to the proletarian internationalism.

The Albanian unions were a school of communism in general, and a school of anti-revisionist struggle in particular.

According to their position of the vanguard of the revolutionary Trade Unions of the world, the Albanian Unions have led a principled struggle against the revisionist unionson a world's scale. Of great importance was the solidarity of the Albanian unions with the trade union struggle of the revolutionary workers around the world.

In capitalist countries, the Albanian Unions were a guiding star for the young Marxist-Leninist parties, for their revolutionary trade union activities inside and outside the bourgeois-reformist trade unions. The Albanian state was the only state in the world which has supported the organizations of the revolutionary trade union opposition (RGO) .

But the Albanian Unions fulfilled a trend-setting position also for the workers in the revisionist countries . As an example we mention the revolutionary trade union struggle of the KPD / ML against the revisionist trade unions in the GDR, which was - without exception - performed on the basis of Hoxhaism.

 

The Albanian Unions took always a revolutionary stance against the exploitation and oppression around the world, against imperialism and social-imperialism, against the old and new colonialism, against reformism and revisionism and against all opportunist currents in the trade union movement (anarcho-syndicalism, Trotskyism , Maoism, etc.).

The Albanian Unions fought constantly for the triumph of the world revolution, of world socialism and world communism.

In this exemplary fight the Albanian Unions were not alone.

The whole Marxist-Leninist world movement stood in solidarity with them. Many friends and allies in all countries of the world supported the Albanian Unions jointly and followed invitations to convince themselves with their own eyes about the victorious construction of socialismin Albania.

The congresses of the Albanian Trade Union were attended by delegates from revolutionary trade union organizations around the world.

In the history of the revolutionary trade union movement, the Albanian Unions occupied a place of honor.

But it's not just about evaluating the historical merits of the Albanian Unions.

It's moreover about to learn from them and to follow their example in today's global class struggle.

 

And how is the situation of the workers of Albania today ?

Whom do the Albanian unions serve ?

 

With the fall of the dictatorship of the proletariat, the Albanian Unions were smashed and replaced by new reformist trade unions.

Thus, today's Albanian unions are agents of the capitalists and the capitalist state, thus reactionary trade unions in the service of the bourgeoisie. Today's Albanian unions do not differ substantially from all the other capitalist trade unions around the world. They all do not serve the interests of the world proletariat, but the interests of global capital.

 

The Albanian working class and the other Albanian toilers became wage-slaveries and have the hardest to suffer under the world capitalist crisis in Europe. There is deepest unemployment in Albania, a very low standard of living, poor working conditions and a corrupt government that ruthlessly sucks the blood of the Albanian people.

As at the time of the fascist occupiers, as at the time of the founding of the Albanian trade unions, the Albanian workers must now again take their revolutionary weapons in their hands for shaking off the yoke of foreign and domestic capitalists, to rise to the socialist revolution, to smash the dictatorship of the bourgeoisie and to establish the dictatorship of the proletariat again.

The Albanian working class needs a revolutionary union again today - more than ever.

The revolutionary task in Albania is made clear:

The issue today is, to build a new revolutionary trade union under the leadership of the Albanian Section of the Comintern (SH), which is linked to the revolutionary tradition of the Albanian Unions of Comrade Enver Hoxha. The issue is to continue its revolutionary mission until victory.

For this purpose, it is inevitable to take up the fight against the Albanian reformist trade unions, not only from within but also from outside. It is above all a question of uniting the most advanced Albanian trade unionists in the Albanian Section of the Red International of Labor Unions. The foundation of the Albanian Section of the RILU is of highest importance for all advanced workers in Albania. We must convince them that they can overcome their miserable condition only by fighting again for being masters of their own factories, masters of their own beloved Albanian homeland.

It is necessary to wage a principled struggle in factories and trade unions against all reformist, revisionist and other opportunistic tendencies.

 

The union question can only be solved on Stalinist-Hoxhaist basis.

 

Stalinism-Hoxhaism in the union question is about creating revolutionary unions as transmission belts for the world socialist revolution.

Stalinism-Hoxhaism in the union question can mean nothing else than to support the proletarian internationalism of the Red International of Labour Unions under the leadership of the Comintern (SH) and her Albanian Section.

 

Long live the 70th anniversary of the founding of the Albanian unions!

 

Let's build up new Albanian trade unions, which are guided by Stalinism-Hoxhaism!

 

We rely on the Albanian Section of the Red International of Labour Unions!

 

Long live the revolutionary Albanian working class!

 

Long live the proletarian internationalism!

 

Long live the revolutionary world trade union movement!

 

Long live the socialist world revolution!

 

Long live the dictatorship of the proletariat in Albanian and of the world proletariat!

 

Long live the socialist Albania in a socialist world!
