The First Congress of the CPA ook place in Tirana from November 8 to 22, 1948. The report on the activities of the Central Committee, compiled by Comrade Enver Hoxha, analyzed the entire work of the party, acknowledged the importance of the victories won, and laid out the details of the victories Circumstances and causes of the mistakes made as a result of the Yugoslav hostile interference in the application of the line of the party. He defined the main guidelines for establishing the foundations of socialism, the essential task of which was to get the country out of its very backwardness by means of rapid development of the productive forces, and to regard the socialist industrialization of the country as a fundamental factor. At the same time, emphasis was placed on bringing Albanian agriculture out of its underdeveloped state and promoting its recovery through the socialist reorganization of the village. The development of the country required the continuation of the struggle to eliminate backwardness in the field of culture and to deepen the ideological and cultural revolution. The congress was the culmination of the victory of Marxism-Leninism over opportunism and Trotskyism, and equipped the party with great enthusiasm for the struggle against modern revisionism.

The first chapter of the report to the First Congress of the CPA, which was dedicated to the "struggle of the people and the Communist Party of Albania for the liberation", is not included in the 2nd part of the report, published above. Chapter already discussed in the materials of Volume I of the "Selected Works" of Comrade Enver Hoxha in German.

The 1st Congress of the CPA (PLA) took place from 8-22. in November 1948.

The Ninth Party Congress was the only party congress without Comrade Enver Hoxha and at the same time the last PLA congress.

In June 1991 (so-called "10th Congress"), the party was officially transformed by its traitors and renegades into a bourgeois social-democratic party.

The 1st, 6th, 7th, 8th, and 9th Party Congress coincided with the celebration of the founding of the Party of Labour of Albania, that is, on November 8, 1941.

The 1st Congress took place on the 7th anniversary of the founding of the PLA, the leader and organizer of all the great historical victories of the Albanian people, the Marxist-Leninist party, which pursued a consistent revolutionary line that embodied the principles of Marxism-Leninism which were creatively applied, and that forged the steely unity with the widest masses.

The historical significance of the PLA's First Congress can not be understood other than by the dialectical method, namely, as a milestone in the historical processes which determine our daily revolutionary actions in present and future. The dialectical conception of the history of the PLA's First congress is not limited to its significance under the conditions prevailing at that time. To narrow the significance of the 1st congress to a nationally limited view is in itself a bourgeois-revisionist point of view that is incompatible with the international character of dialectical materialism. We Stalinists-Hoxhaists therefore try first and foremost to elaborate the significance of the first congress of the PLA for the solution of the task before us: - the world socialist revolution.

In the following, the Comintern (SH) draws some important lessons from the First Congress of the PLA, which will be of crucial importance for world communism in general, for the preparation of the world socialist revolution, and for the construction of world socialism, in particular.

Thus, we consider the first congress of the PLA as a valuable lesson for the scientific solution of today's problems of society not only in Albania, but in the whole world. Only with this internationalist view can one understand why the 1st congress of the PLA was, in fact, a milestone in history of Albania, in history of the communist world movement and in history of socialism. And it is precisely this internationalist view that Comrade Enver Hoxha has so impressively represented in his report to the First Congress. For the Comintern (SH) these are the most far-sighted and significant words that have been expressed throughout the First Congress.

At the 1st congress, Enver Hoxha paid tribute to the unprecedented heroism of the PLA in the victorious national liberation war against Hitlerite fascism. He did not forget to stress the importance of the contribution of the Bolshevik Party of Lenin and Stalin. The PLA was guided from the very beginning until the death of Enver Hoxha by the revolutionary line and spirit of proletarian internationalism:

"The liberation of Albania and of our people should
be dedicated, also, to the heroic war of the peoples of the Soviet Union, to the glorious Soviet Army, led by the glorious Bolshevik Party of Lenin and Stalin, and by the leader of great genius, Stalin. Our unwavering faith in them enabled us to follow the right path and to avoid making mistakes. It is inconceivable that we and many other much greater and more powerful nations of Europe could have won freedom without the heroic war of the
Soviet Union, which was the primary factor of the victory.

The approaching liberation of the world proletariat and of all peoples of the world should be dedicated to both the glorious Bolshevik Party of Lenin and Stalin, and to the Party of Labour of Albania with Enver Hoxha at the top. Our unwavering faith in them will enable us to follow the right path towards world socialism and to avoid making mistakes. It will be inconceivable for the Comintern (SH) that the world proletariat will liberate itself from world capitalism without being equipped with the communist spirit of the heroic liberation war of the Soviet Union and of Albania.
For the Comintern (SH), Stalinism-Hoxhaism is the basis of all future victories and the First Congress is one of its building blocks.

Compared to the past, we can not anymore lean on the proletarian world power of the Soviet Union of Lenin and Stalin or on a strong socialist Albania. Today we must trust on Stalinism-Hoxhaism, on the entire world proletariat, to conquer the proletarian world power through the triumpant world socialist revolution.

We must not succumb to the illusion that the world socialist revolution can win without sacrifice. The world bourgeoisie will never be ready to be voluntarily disarmed, but will defend her power with the most brutal means, no matter whether the world will sink into blood, misery and destruction. So we have to expect the possible unavoidability of building world socialism under at least as difficult post-war conditions as in Russia or in Albania.

Albania was the only country in the Stalinist world camp that has actually built socialism. All other countries after the war had misused propaganda of socialism and the help of the Soviet Union, letting believe the people in building "socialism", which was in truth pure capitalism. After the death of Enver Hoxha, this happened also in Albania in the end.
Guilty for the "socialist"mask of capitalism is not communism, but revisionism.

And so, too, the Albanian bourgeoisie condemns comrade Enver Hoxha, the PLA and its First Congress, which allegedly "thwarted" Albania's path to "democracy" (to bourgeois ! democracy). Today, the PLA's first congress is condamned by the bourgeois media in Albania. One more reason to faithfully defend the 1st Congress against all anti-communist attacks. Today, apart from the Comintern (SH), there is no one who does that on the solid ground of Stalinism-Hoxhaism and thus not on the capitulationist platform of the neo-revisionists.

World socialism will find nothing else for its construction than a world that world capitalism has already largely destroyed. With the destruction of the world, capitalism digs its own grave. In the not-too-distant future, world capitalism will not only have destroyed everything it has created through exploitation and oppression in 200 years, but it will leave behind a completely destroyed world to world socialism, if we do not prevent this.
Time is running out.

Stalinism-Hoxhaism teaches:

The longer the victory of the socialist world revolution is postponed, the greater will be the efforts and sacrifices of humanity to rebuild the world destroyed by capitalism.

That is the reason why we have to seriously deal with the first congress of the PLA on its 70th anniversary and learn from it.

The first congress took place at a time when the country was already freed from German and Italian fascism. Now, the future of the Albanian people depended on solving two main tasks:

The first main task of the First Congress was the establishment of the people's power against the resurgence of internal enemies. With the establishment of People's power, the support of the internal enemies by the powerful external enemies had to be suppressed. This main task has been successfully accomplished by democratizing society and strengthening the country's defense force.

This way also the second main task was solved successfully:

The second main task of the 1st congress was to rebuild the country destroyed by fascism, setting the course for the first foundations of the socialist economy and its socialist superstructure. Socialism was successfully built in Albania by forming a close bond between the city and the villages, where at least 80% of the total population lived at that time. To cope with the task of industrialization, the working class had to increase largely. [In 1938 there were no more than 3,000 industrial workers in Albania!]. This problem was solved by transferring the needed labor from the villages to the factories. At the same time, the political hegemony of the Albanian working class had to be strengthened, the dictatorship of the proletariat had to be established in order to begin with the historic mission of building socialism and communism.

Today, there is no shortage of labor on a world scale, as this was the case in Albania at the time of the First Congress. The gigantic world proletariat in today's time of globalization has an equally gigantic reserve army which we will mobilize for world revolution and world socialism.

The first period in the history of socialism, socialism in "one" country differs from the second (global) period , among other things, in this:
As in Albania - the economy as a socialist basis had to be created by a small amount of industrial workers and lack of technical equippment, while globalized capitalism already created gigantic manpower and technical equippments as sufficient economic conditions by means which the construction of world socialism promptly comes into effect.

Establishment of the People's Power



In order to protect the achieved freedom, a strong, fortified people's power had to be established. For this purpose, the PLA and the new government created all the necessary effective instruments to successfully prevent a resurgence of the internal counterrevolutionary forces. The massive support of the internal enemies by the Anglo-American imperialists posed an imminent danger of restoring the counter-revolution. But the war criminals, who had come to the service of the fascists, were condemned and severely punished. The remnants of fascism have been eradicated.

But also the social fascists, the twin brothers of the fascists, had to be completely annihilated. The social fascists, above all, were the Titoists, who had not only invaded PLA's leading positions, but had also spread their harmful influence throughout the country. To get Albania in their clutches, the Titoists tried to destabilize the country from within. In particular, they exerted pressure within the PLA on its Stalinist leadership, especially on comrade Enver Hoxha. Titoism in Albania was smashed. The first congress- in the history of the PLA - became the "Congress of victory over Titoism". We have already commented extensively on this struggle of the PLA against Titoism in our article on the 70th anniversary of the Cominform. which was effective against Titoism in 1948 when the First Congress took place.

We emphasized the international significance of anti-Titoism and drew valuable lessons from it for today's anti-Titoist struggle of the Comintern (SH). Our Yugoslav and Albanian sections fight together for the reunited, independent socialist Yugoslavia and for a reunited, independent, socialist Albania in a socialist Balkan Federation on the basis of Stalinism-Hoxhaisms and thus on the basis of anti-Titoism, too.

It would be a mistake, however, to fight only the Titoists as the only social fascists. We must also learn lessons from the counterrevolutionary role of the Albanian "Social Democratic Party", which Enver Hoxha had left not unmentioned in his report. This was one of the "opposition parties", which of course can be nothing else than hostile bourgeois parties under the dictatorship of the proletariat. This is why they will also be banned without exception on a world scale. We condemn any collaboration with bourgeois parties as a counterrevolutionary act.

The proletarian world democracy is indivisible, which means nothing else than to stifle any influence of the bourgeoisie on the proletarian world democracy by means of the power of the world dictatorship of the proletariat.

Concerning parties under the dictatorship of the world proletariat, Stalinism-Hoxhaism teaches:
There is only one world proletariat. That is why only one party of the world proletariat can exist.

The peculiarity of the history of the Albanian social democracy is that although it could not prevent the establishment of the dictatorship of the proletariat in Enver Hoxha's lifetime, however it became the force that turned the PLA into a revisionist party after his death. It was the socialdemocratic party which destroyed the dictatorship of the proletariat and wich replaced it by the dictatorship of the bourgeoisie.

The same was true in the Soviet Union concerning Menshevism, which camouflaged itself with the mask of "Bolshevism" in order to replace the dictatorship of the proletariat with the dictatorship of the bourgeoisie.

Thus this is not a typical phenomenon, as it has happened under the circumstances in Albania and in the Soviet Union. This is also a serious international danger, which we will resolutely combat on an international scale.

Stalinism-Hoxhaism teaches:

Revisionism and social-democratism is the same kind of twins as social-fascism and fascism, namely both twins of the bourgeois ideology.

Dimitrovism is a dangerous variant in this context. Last but not least, the Stalinist world camp disintegrated through the influence of the revisionist course of Dimitrov, which also brought about the fusion of the communist party with the social-democratic party, from which social-fascist parties finally emerged. This Dimitrov course of pacting with the bourgeoisie is profoundly contrary to the teachings of the 5 Classics of Marxism-Leninism. And so Comrade Enver Hoxha declared war on the so-called "opposition parties" at the First Congress, frustrated and banned them. In particular, today's Social Democrats in Albania are taking revenge by pillorying the alleged "dictator Hoxha" and denigrating and persecuting Enver Hoxha's faithful followers.

The PLA's First Party Congress should always remind us of the counterrevolutionary role that Social Democracy has played from the very beginning. And Social Democracy will continue to play its counterevolutionary role if we do not prevent it as comrade Enver Hoxha did it exemplarily on the First Congress of the PLA:

Social Democracy is and remains a mortal enemy of Stalinism-Hoxhaism.

In the following, let us devote ourselves to another task, namely the further development and strengthening of the Albanian people's council (soviet) system which the 1st congress had to solve. In his report to the First Congress, Enver Hoxha described the history of the Councils' movement in Albania:

"With the complete liberation of Albania, the Anti-Fascist Council of National Liberation, which was elected at the Permeti Congress and equipped with legislative and executive attributes, was in fact the Provisional People's Assembly. From its election it had governed new Albania through the medium of the Anti-fascist Committee and was now governing it through the medium of the Democratic Government of Albania which was appointed by the 2nd Meeting of this same Council of Berat. The tasks of the Anti-Fascist Council and of the Democratic Government after the liberation were to stabilize the situation created by the war, to undertake the rapid reconstruction of the country, to set up national liberation councils everywhere, and to prepare the people's general elections for the purpose of convening the Constituent Assembly, to definitely decide the form of the regime and give new Albania its Founding Constitution. "

Thus, at the First Congress, the foundation was laid for a democratic constitution, which was to become the most progressive constitution of the world in 1976, the constitution of a socialist state of the dictatorship of the proletariat.

From the Albanian constitution and Stalin's constitution of 1936, the Comintern (SH) also essentially derived its draft constitution for the World Union of Socialist Soviet Republics [WUSSR], as well as the draft constitution for a future socialist Europe.

With the help of the people's councils, the PLA and the government put the leadership of the state in the hands of the people. A people's councils law was passed. The people's councils law was based on democratic centralism, in particular subordination of local interests to the overall interests of the state. The Bolshevik law of criticism and self-criticism was also enshrined in the People's Councils Act, thereby guaranteeing the participation and control of the masses over the People's Councils and the state organs.

Workers, poor and middle peasants and champions of socialism became elected as reliable People's councils. City and rural councils were merged to link the working people of the city and the rural peasants more closely together. This way the initial separation of workers 'councils and peasants' councils was withdrawn, which the Titosts wanted to turn into a hostile instrument of splitting the friendly classes of workers and peasants.

A socialist councils' movement like that in Albania differs from all other councils' movements in that it is guided by the teachings of the 5 Classics of Marxism-Leninism, that it is led by the party and elected and controlled by the masses.

People's councils are powerful instruments of the dictatorship of the proletariat, of class struggle for the development and consolidation of proletarian democracy, for the suppression of the influence of hostile class elements. For the steel unity between party and people the people's councils in Albania played a prominent role. And these valuable experiences of the Albanians will be applied by the Comintern (SH) when we establish the Stalinist-Hoxhaist councils' system on a world scale.

This also applies to the formation of the Red Army.

Comrade Enver Hoxha emphasized:

"After the liberation, our army had to be transformed from a partisan army into a regular, modern army."

We assume that we must cope similarly with flexible military restructuring because of the globally changing conditions. The Red World Army will necessarily undergo structural change in the course before, during and after the victory of the world socialist revolution.

Comrade Enver Hoxha, in fulfilling the task of transforming the partisan army into the regular People's Army, relied on the experiences of the Soviet Army, and in particular on the military teachings and martial art of Stalin - and we will also do the same globally. In doing so, we will remove all those forces that try to hinder us in one way or another. This was also the case in Albania before the First Congress, when the Communist Party of Yugoslavia tried to force the military units of the Albanians under the command of the Yugoslav Army, especially immediately after the Second World War. On the military battlefield a fierce battle of two lines took place in the Albanian army between the line of Titoism and Stalinism, between bourgeois nationalism and proletarian internationalism. All attempts by the Titoists, especially the military coup in November 1947, failed because of Enver Hoxha and the PLA, who defended Stalinism in the military question in theory and practice against Titoism and who successfully applied it under the special conditions of Albania. Thus, the military victory over the fascists was sealed with the military victory over the social fascists.

What is the teaching that the Comintern (SH) draws from this?

The military doctrine of the First Congress of the PLA teaches us that we must secure and consolidate the military victory over world fascism by the military victory over global social fascism which is inseparable connected with world fascism.

Finally, let's talk about the weapon of the Albanian State Security Service and its international significance for the future.

Comrade Enver Hoxha emphasized that the State Security Service must be better valued, supported and defended by the party and the people as an indispensable weapon against internal and external enemies. According to Enver Hoxha, the protection of party, state and people is "a sacred task". He listed up the merits of the weapon of the State Security Service as follows:

"It has successfully uncovered the hostile activity of inner and outer reaction, it has successfully exposed the treacherous groups colluding with the agent rings of Anglo-American espionage, it has completely destroyed those groups that wanted to overthrow the people's power. The State Security Service constantly pursued, fought, annihilated and detained the political criminals who fled to the mountains, and for the remainder of the people, who were able to evade the people's revenge, the state security service continued to persecute and arrest the war criminals, made life unbearable until they were forced to leave our country and flee to foreign, hostile countries, and in this regard, the State Security Service has performed important tasks that the Party and Government have assigned to it. "

Today it is exactly the opposite in Albania. In particular, our comrades of the Albanian Section are being persecuted by the State Security Service, which is now in the hands of the counterrevolutionary ruling bourgeoisie. Once upon a time the Albanian State Security Service served the proletarian state, today it serves the bourgeois state for the protection of the capitalists against us Hoxhaists.

One of the most important tasks of the world socialist revolution will be to completely destroy the entire world imperialist network of spying and of secret services. The fascist, digitized world surveillance must be forbidden and completely abolished, and exchanged by the world-proletarian surveillance of the activities of the international counter-revolution. The world bourgeoisie will defeat herself by her own digital weapons.

Comrade Enver Hoxha expressed the mistakes in the work of the State Security Service in his report to the First Congress in a frankly manner.

Already at the 11th Plenum of the Central Committee of the PLA, Enver Hoxha revealed the activities of Koci Xoxe and denounced him as an agent of the Tito revisionists, as traitor to the country and renegade of Marxism-Leninism. He was former secretary of the Central Committee for Organizational Affairs and at the same time (!) Minister of the Interior and thus misused his excessive power in favour of the Yugoslav revisionists. In his report, Enver Hoxha condemned this with clear words:

"The organizational form, namely that the party secretary for cadres was at the same time also interior minister was anti-Marxist, anti-Leninist and anti-Bolshevist and thus the party came under the control of the Interior Minister."

The Comintern (SH) has also uncovered this error in our book against Berianism ("On the Foundations and Questions of Stalinism").

The First Congress put a stop to the inadmissible intermingling of state and party institutions. It became a party congress of purifying the State Security Service from anti-party elements which were replaced by loyal servants of party and state.

If we establish the State Security Service on a world scale, then we must always be aware that it will be the preferred target of attack by the class enemy, because our state security service is the very service to destroy the secret enemies of the world proletariat. Any weakening of our international state security service therefore means nothing else than the strengthening of the international counterrevolution, which at worst can completely destroy our entire development work of world socialism. Our state security service must therefore be well armed with Stalinism-Hoxhaism and under control of the party so as not to fall into the hands of the restorers of capitalism, such as the hangman Beria in the Soviet Union who had in his hands both the highest posts of state and party power, regarding security affairs.




The reconstruction of the country after the victory of the National Liberation War


We skip the report on agriculture, because we have already written comprehensively about it: (Enver Hoxha on agriculture - indispensable lessons for the construction of agriculture in future world socialism)

We confine ourselves to Enver Hoxha's report on industrialization and people's education and culture.

1. Industrialization

As far as the mines were concerned, they were initially rendered useless in the war by the National Liberation Army in order to prevent the fascist occupiers from using them for their own purposes. When the tide turned in favor of the Albanian liberation struggle, it was the other way round. Then it was the German fascists who blew up the mines and turned all the means of production to rubble and ashes.

After the fascists were driven out of the country, Enver Hoxha reported "The reaction and the bourgeoisie also had to be disarmed economically, and the people's power was inexorable, so that the entire property of the traitors and quislings was immediately confiscated and nationalized.[Law from 5th of December, 1944]. Likewise, the party and people power nationalized all mines and businesses that had foreigners in concession or that were directly in foreign hands. In this way, the state economic sector was created, on which our state power was to be based in order to rebuild the heavily destroyed country. Under the leadership of the working class, the Party and the people's government, our entire people, with their efforts and sweat, have tirelessly transformed the look of the devastated Albania within a very short time. "

To date, Albania has received no reparations for the war damages which were inflicted by the German fascists. The new Albanian revisionists under Ramiz Alia capitulated to the German imperialists and thus betrayed the Albanian people and their just demands. Today it is solely the Comintern (SH) and its German and Albanian Section, which will go on fighting for German reparations for the damage caused by the war.

In Albania, socialism was built on the principle of relying on one's own forces. And this principle will also be applied to the construction of world socialism. There will be nowhere any imperialist financial sharks who could attack world socialism from "outside".

Not to be forgotten is the help of Stalin in the reconstruction of Albania (example: construction of many "Stalin" - and "Lenin" factories shortly after the first congress of the PLA). This will not be different in world socialism, that is, the economy of the backward socialist countries is supported by the more advanced socialist countries according to the principle of socialist internationalism, so gradually to realize the goal of a single centralized world economy. By cooperation of all countries all the fruits of their common economy are shared.

In 1947 the ruined industry began to convert to socialism, industrial production in the first new and rebuilt enterprises was based on socialist planning, socialist organization, and the state began to engage in investment and state accountancy. Small factories have been merged into large state enterprises. These and other measures of the party formed a solid basis for the socialist development of industry, which is characterized above all by giving heavy industry precedence over light industry. And this corresponded exactly to the successful construction of the socialist industry in the Soviet Union of Comrade Stalin.

Clear that we will follow this example also in building the socialist world industry.

Finally, let's look at Enver Hoxha's report on people's education and culture, from which we draw valuable lessons for education and culture in World Socialism.

Enver Hoxha has divided this task into two parts - A) people's education and B) culture.

He did not ignore the dialectical relationship between people's education and culture, which he defined at the beginning as follows:

As is known, the foundation of the development of culture is, first of all, the organization of people’s education. The founders of MarxismLeninism always regarded the school as an important weapon in the struggle for the liberation of the working masses. Marxism-Leninism has long ago exposed the hypocritical legend of the bourgeoisie about the apolitical character of education and the school, which, according to the bourgeoisie, stands above classes and above parties."

Enver Hoxha quotes Stalin:

"Education is a weapon, the effect of which depends on who has it in his hands and against whom is it used.”
(Stalin, Questions of Leninism)

This Stalinist truth is also valid on a world scale.

And Enver Hoxha also quoted Lenin, who immediately after the October Revolution, in 1918,regarded the people's education as a lever of the final overthrowing the bourgeoisie.

The education of the world proletariat, in particular its equipment with the teachings of the 5 classics of Marxism-Leninism, is an indispensable and extremely effective weapon of the world socialist revolution.

The Comintern (SH) has already fulfilled the task of making available to the world proletariat the largest Communist World Library (in more than 80 languages) on the Internet. This year, the Comintern (SH) has also published two learning courses, one on political economy and the other on dialectical and historical materialism.


After the liberation, the PLA immediately began measures to promote people's education, which had never existed before, such as the introduction of compulsory education, school reform of 1946/47, nationwide supply of school buildings and teachers, introduction of subjects such as "Marxism Leninism "and" Russian language ", extracurricular education and workshops, etc.

In ancient Albania, 83% of the population was illiterate. By the beginning of the 1950s illiteracy had disappeared in Albania.

While Albanian students had previously studied abroad, especially in the Soviet Union, institutions of higher education were created in the new Albania.

Decisive was not only the material endowment of people's education, but revolutionizing the people, the ideological focus on Marxism-Leninism, on the PLA and on building socialism.

The children of working women were provided with kindergarten places free of charge and pre-school education introduced.

The question of education is a political question, a question of the class struggle. This will also be of significance for the people creating a new socialist world.

As far as culture is concerned, the PLA led a revolutionary struggle against the Titoists' attempts to destroy Albanian culture and to impose the bourgeois "culture" of the Yugoslav revisionists on the Albanian people.

Comrade Enver Hoxha defended Albanian culture against revisionism and enriched it with socialist content.

The Comintern (SH) will support and protect the culture of all peoples and enrich them through the new socialist world culture. The world communist fusion of peoples, which the Comintern (SH) advocates as a further step, will also mean a fusion of the cultures of peoples, which is not to be misunderstood as a mutual "displacement" or disappearance of national culture, but as their mutual enrichment, the precondition for the constantly developing world culture of all humanity.

These were also the ideas of Comrade Stalin, on which Enver Hoxha relied with the following words:

The ideas expressed by comrade Stalin on revolutionary and socialist culture, on the use of technology, on the education of communist morals and patriotism, on the communist stand towards
work, should serve us as a guide and a program of action, adapted to our national conditions and the requirements of our people".

The Comintern (SH) will always follow the ideas of Stalin and Enver Hoxha, and strive for their implementation on a global scale.
