RESOLUTION OF THE SEVENTH ECCI PLENUM ABOLISHING THE OFFICE OF PRESIDENT OF THE COMINTERN

[It was proposed that the ECCI should meet three times a year. Members of the presidium, increased in size to 18, plus 7 candidates, were to remain in Moscow and to meet fortnightly. The org-bureau was to be dissolved, to counteract the tendency to separate organizational from political work; in future organizational questions would be settled by the presidium. The political secretariat established after the plenum met twice a week. The report was adopted unanimously.]


The seventh enlarged plenum of the ECCI considers inexpedient the continued existence of the office of president of the CI, and taking into account the resolution already passed by the plenum releasing comrade Zinoviev from his duties as president of the CI, considers it necessary to abolish this post now.

This decision must, however, be submitted to the sixth world congress of the CI for ratification, in order that the relevant paragraphs 9 and 18 of the statutes of the Communist International shall be changed accordingly.

The seventh plenum instructs the ECCI to undertake the reconstruction of the central bodies of the ECCI (to create a political secretariat, determine its composition and functions, etc., to decide how it shall be chosen, etc.) arising from this decision.
