RESOLUTION OF THE THIRD ECCI PLENUM ON THE PROGRAMME
OF THE COMMUNIST INTERNATIONAL

The enlarged Executive thinks it necessary that a common general section should be included in the programme of all the parties. It also considers it desirable that the programme should deal with the following questions: Weltanschauung (Marxist materialism, attitude to religion, etc.), the national question, the strategy of proletarian States, the workers' and peasants' government.
Each party is to work up and forward to the Executive the following material:
an analysis of the situation of the country in the present epoch;
a list of partial demands;
material on the attitude to other workers' parties;
drafts for the national section of the programme;
(5) opinions on the drafts for the general section already submitted, and further proposals for that section.
Each party shall appoint one comrade to take responsibility for this work.
The enlarged Executive shall appoint a small commission to:
establish contact with the other parties;
initiate and conduct discussions on the question of the programme, work out a draft of the general section of the programme for the fifth congress on the basis of all the material so collected, and also examine the programmes of our national sections.
